Project Description

UltraTech is a part of the ABG, one of India’s largest and most reputable conglomerates and a long-standing client of IFC in Egypt, India, Thailand and Indonesia. ABG operates in 33 countries with more than 133,000 employees worldwide. The group has diversified business interests in viscose staple fiber, viscose filament yarn, branded apparel, metals, cement, carbon black, chemicals, fertilizers, insulators, financial services, telecom and IT services. UltraTech, a listed company, has 12 integrated cement manufacturing plants, 15 grinding units, 5 bulk terminals and more than 100 ready mix concrete plants, spanning India, UAE, Bahrain, Bangladesh and Sri Lanka with a capacity of 52 million tons per annum (Mtpa).

The proposed project comprises a brown field expansion at Ultratech’s operational integrated plant in Chhattisgarh. Located on 389 ha of land, the existing operation of RCW was commissioned in 1995. The existing facilities and ongoing expansion (“Project”), which is expected to become operational by early 2013, include:

The Project is located in the villages Rawan, Jhipan, and Guma of Chhattisgarh state, located 80 km from the nearest airport in Raipur and 17 km from the nearest railway station. The project location can be found in Google Maps at:goo.gl/maps/yYyCm.

The proposed brownfield expansion is inside the existing premises of RCW. For the brownfield expansion, major civil construction has been completed and mechanical and electrical (M&E) erection and commissioning are in progress.

For the proposed Guma Mines, nearly 80% of the required land has already been purchased from approximately 200 title holders. The remaining land purchases are pending government approvals as this land belongs to families of indigenous people (IP), also defined as "Scheduled Tribes" (ST) under Indian law.

The land purchase for the conveyor belt for Guma mines will start once the alignment is finalized and may impact an additional 100 odd households.

Overview of IFC's Scope of Review

IFC’s review of this investment consisted of appraising technical, environmental, health and safety (EHS) and social information submitted by UltraTech Cement Ltd. (“UltraTech” or the “Company”) related to its Rawan Cement Works (“RCW”), operational limestone mines at Jhipan (“Jhipan Mines”) and proposed limestone mines at Guma (“Guma Mines”) including: regulatory permits; technical design specifications; layout plans; Environmental Impact Assessment reports; a preliminary socio-economic baseline study of the project affected area; the Entitlement Framework for the livelihood restoration of Project Affected People (PAP); and the SEP.

The appraisal also included technical briefings at the Company’s headquarters in Mumbai and at RCW; visits to the project sites in Chhattisgarh state in central India; and meetings with PAP.

As part of this appraisal, the IFC team undertook two visits to RCW, Jhipan Mines and Guma Mines. A preliminary visit in April, 2012 covered the environmental aspects of the project, and led to discussions with the on-site managers of the EHS aspects and impacts of the Project. The full team, including social specialists, visited the site again in July 2012. This appraisal visit included review of the labor conditions, meetings with the corporate social responsibility (CSR) team, consultations in the village of Guma with community leaders and PAP, visits to both the operational and proposed limestone mine sites, and further discussions with the Company management at site. The team from ERM-India, external consultants conducting the SIA studies for the Company, also accompanied the IFC team on this visit.

IFC has also engaged in several meetings with the Company and the senior management of the parent Aditya Birla Group (ABG) on the environmental and social performance of the Project. IFC has also had conversations with the SIA consultant subsequent to the on-site appraisal visit in July, 2012. IFC will carry out further reviews of the detailed SIA report, LRP, and CDP when they are finalized and publicly released.
