Project Description

The proposed investment is to support CDF to build a greenfield plant in Shandong province to manufacture four-wheel tractors in China (the Project). CDF is a joint venture (JV) by SDF, an Italian agri-machinery manufacturer and IFC’s global client, and a Chinese machinery manufacturer, Changlin.

Founded in Treviglio, Italy, in 1927, SDF is an integrated manufacturer of tractors, combine harvesters, specialist harvesters, diesel engines and farm machinery. Its products are marketed under the brands SAME, DEUTZ-FAHR, LAMBORGHINI, HÜRLIMANN and GRÉGOIRE. Currently SDF’s production is based in four plants in Europe (Italy, Germany, France and Croatia), one in Russia and one in India. Furthermore, in Bandirma, Turkey, the production of tractors from 50 to 70 horsepower (HP) has started in co-operation with a local partner.

Changlin manufactures agricultural machinery, construction machinery, single cylinder diesel engines, hydraulic systems, machining parts and foundry products in the special economic zone located close to the city of Linyi in the Shandong province.

Overview of IFC's Scope of Review

IFC’s review of this investment consisted of appraising technical, environmental, health and safety (EHS) related information submitted by SAME DEUTZ-FAHR Group (“SDF” or “Sponsor”), Shandong Changlin Machinery Group (“Changlin”) and Shandong Changlin Deutz-Fahr Machinery Company (“CDF” or the “Company”) including: regulatory permits and approvals, site layout plans, technical specifications and reports, quality, environmental, occupational health and safety policies, organizational chart, human resources (HR) procedures, Changlin’s safety management regulation manual, minutes and reports of EHS committee meetings, safety statistics and records, environmental monitoring reports, Cleaner Production audit reports etc.

The review also included a site visit to the proposed greenfield facility as well as Changlin’s operational facilities near Linyi city in Shandong province of China, and discussions with the Changlin and CDF’s senior management and EHS teams.

This is third investment by IFC with SDF. The Environmental Social Review Summary (ESRS) documents for the previous IFC investments are available at:

Through past engagement for the projects in Croatia and India, IFC is well aware of the commitment and capacity for managing environmental and social (E&S) issues on the part of SDF. The E&S due diligence for this proposed investment in China therefore focused mainly on Changlin''s management of environmental, occupational health and safety and social aspects of its operations.
