Project Description

The proposed investment is a loan to IZSU, to help to finance the expansion of the Cigli WWTP serving a population of 3 million within the service area of the Metropolitan Municipality of Izmir. A WWTP has been built in Cigli in three parallel phases over 2000-2001. Due to rapid population growth, the facility is currently operating near maximum capacity (it treats an average of 584,000 cubic meters of wastewater per day versus a maximum capacity of 605,000 cubic meters per day). IZSU intends to build a fourth phase which would expand treatment capacity to 821,000 cubic meters per day.

Overview of IFC's Scope of Review

The scope of review of IZSU’s (Izmir Metropolitan Municipality’s Water and Sewerage Administration) compliance with IFC’s Performance Standards (PS) included assessment of IZSU''s management capacity of its environmental, social, health and safety performance in relation to IFC Performance Standards, national (Turkey) regulatory requirements and relevant WBG Environmental Health and Safety (EHS) guideline for Water and Sanitation. The review relied on documents and reports made available by IZSU and observation and interviews of IFC staff during a site visit made in November 2012 to IZSU Cigli Waste Water Treatment Plant (WWTP) and IZSU General Directorate in Izmir. During this visit, meetings and interviews were held with the key staff (management, human resources, technical, environmental), and numerous relevant documents demonstrating the Institution’s management capacity to provide adequate oversight of its environmental, social, health and safety performance in conducting its business were discussed.

E & S Project Categorization and Applicable Standard

While all Performance Standards are applicable to this investment, IFCs environmental and social due diligence indicates that the investment will have impacts which must be managed in a manner consistent with the following Performance Standards. If IFCs investment proceeds, IFC will periodically review the the project’s ongoing compliance with the Performance Standards

This is a Category B project because the WWTP expansion will continue to reduce water pollution and contribute to improved water quality and enhanced public health in the communities it serves. Potential environmental and social impacts of the project are relatively small and limited and can be minimized, avoided or mitigated by adhering to generally recognized performance standards, guidelines, or design criteria.

Environmental and Social Mitigation Measures

In 2011, Cigli WWTP treated 220,929,181 m3/year waste water and generated 252,693 ton/year sludge cake. With the expansion, the expected treated waste water amount will be 299,665,000 m3/year with 300,000 ton sludge cake (20-25 % dry material) generation. Cigli WWTP is exclusively treating domestic sewage – there are no industrial discharges to the collection system serving the plant. Treatment process included fine screening, primary settling process, phosphorus removal and aeration tanks and final clarification. Existing WWTP’s removal efficiency was as follows; TSS and COD : 93 %, BOD : 96 %, Total Nitrogen : 80 %, Total Phosphorus : 60 %. The treated waste water is discharged to Izmir Bay and the plant has a Discharge Permit. Effluent quality of the treated waste water is in line with Turkish national regulation which has been adapted from EU regulations. The design effluent quality specifications of the waste water treatment plant are inline WBG General EHS Guidelines and Turkey’s environment regulations. The 4th phase, which will have the same treatment process, will be operated in parallel to the existing WWTP, thus, it will perform equally well with the existing WWTP.

Current sludge disposal method includes on site drying and a dedicated, lined sludge drying area, which has been permitted by Ministry of Environment. In order to prevent odor and mosquito/insect generation, lime has been introduced on the surface of the sludge cake on site. However, IZSU is in the process of constructing a new sludge digester and drying facility and once it becomes operational, the existing sludge cakes will be removed from the current sludge drying area.

The amount of laboratory and cleaning wastes are negligible when compared to sludge cake. Packaging wastes are recycled and all other wastes are sent to Municipality Landfill Area.

Air emissions from combustion sources are limited to a few emergency generators which are small, and below the size threshold at which IFC or local regulators require emissions monitoring.

Hazardous Materials Management: The storage areas in the WWTP have specific control measures, including secondary containment and fire safety controls. It is planned to use ferric chloride or PAC for the sedimentation process as well as phosphorus removal process with the expansion project. The ferric chloride or PAC will be stored in a closed, well ventilated area. There are mitigation measures such as spill kits, secondary containment, and emergency showers on site.

Greenhouse Gases (GHG): The main source for GHG is the sludge cake generation. Based on 2011 figures, green house gases emissions were estimated at 53.000 tons of CO2 equivalent per year. With the expansion project, GHG emissions will be 63.000 tons of CO2 equivalents per year. IZSU is in the process of constructing a new sludge digester and drying project which will become operational in 3 years time and should reduce GHG emissions significantly. IZSU wil
l report to IFC on the progress of construction of the new digester and drying facility.

Stakeholder Engagement

IZSU maintains good relations with local communities and its customers. IZSU has a formal external grievance mechanism where affected communities can raise and register their concerns and providing information about its projects – both ongoing and planned on its website. Cigli WWTP’s detailed process information has been shared with the community on its website-- http://www.IZSU.gov.tr --as well.

IZSU has been involved in a range of community engagement and social responsibility activities including organization of conferences on water consumption.

Izmir Metropolitan Municipality has a community engagement program, “Izmir City Council” where NGOs can attend and discuss their concerns. The citizens can also attend as audience to the Municipal Council meetings. IZSU will continue to perform and extend community engagement activities with Izmir Buyuksehir Municipality in a structured manner as defined by related Turkish Legislations, “Municipality Law - # 5393” and “City Council Regulation - # 26313”

IFC supports its clients in addressing environmental and social issues arising from their business activities by requiring its real sector clients to set up and administer appropriate grievance mechanisms and/or procedures to address complaints from Affected Communities in relation to environmental and social issues arising from IFC's clients' business activities. Since 2012, IFC's Financial Intermediary clients applying the Performance Standards are required to develop External Communications Mechanisms to receive and review inquiries or complaints from any interested party regarding the E&S risks and impacts of their operations.

For IFC projects that are active or under consideration, individual(s), or their authorized representative(s), who allege they have been or will be adversely affected by E&S risks or impacts arising from IFC's clients' business activities, may submit a complaint to IFC directly for consideration. When receiving an E&S complaint, IFC engages with complainants and works with its clients to find solutions to E&S concerns as quickly and efficiently as possible.

IFC complaint response is separate from and complementary to IFC’s clients’ project level grievance mechanisms and IFC’s Independent Accountability Mechanism (CAO). Lodging a complaint directly with IFC does not, at any time, restrict access to CAO.

Affected communities have unrestricted access to the Compliance Advisor Ombudsman (CAO), the independent accountability mechanism for IFC and MIGA. CAO facilitates the resolution of complaints related to IFC and MIGA projects and sub-projects, undertakes reviews of IFC’s and MIGA’s environmental and social compliance, fosters public accountability for their commitments, and enhances the environmental and social performance of IFC and MIGA.

Independent of IFC and MIGA management and reporting directly to the IFC and MIGA Boards of Executive Directors, CAO helps resolve issues raised about the environmental and social impacts of projects through a neutral, collaborative, problem-solving approach via its Dispute Resolution function. It also reviews IFC’s and MIGA’s compliance with environmental and social policies, assesses related harm, and recommends remedial actions through its Compliance function. Additionally, CAO provides advice to IFC, MIGA, and their Boards to enhance environmental and social sustainability performance and minimize the risk of harm.

Complaints may relate to environmental and social harm regarding any aspect of the planning, implementation, or impact of a project or sub-project, and can be made by any individual, group, community, entity, or other party affected or likely to be affected by the environmental or social impacts of an IFC- or MIGA-financed business activity.
