Project Description

IFC is considering providing a loan to OCL, an existing IFC client, to part finance establishment of a 1.35 million tons per annum (mtpa) stand alone cement grinding plant at Kulapachuria village, Salboni Block, West Medinipur in the Indian State of West Bengal (the “Project”).

The Project will utilize clinker from OCL’s existing cement plant at Rajgangpur, Orissa. The plant will manufacture 100% Portland Slag Cement (PSC) to suit the market needs with an option to manufacture Portland Pozzolana Cement (PPC) or Ordinary Portland Cement (OPC) at a later stage depending upon market demand. Clinker will be transported by rail from Rajgangpur while coal/slag/fly ash/gypsum will be transported by road. Cement will be dispatched both by road and rail. The Project is expected to take 27 months to construct and thus be operational by January 2014. The Project includes construction, installation, operation and maintenance of various facilities including: a vertical roller mill; coal fired hot air generator; coal crusher; cement packing machine; a cement loader; clinker silo; slag stockpile with stacker and reclaimer; covered coal storage; cement silos; fly ash silos; gypsum storage; utilities (a water treatment, wastewater and sewage treatment plant, diesel generator for backup power and fire fighting system). In addition, a1 km access road is required along with a 6.25 km transmission line for the supply of power from the grid and a proposed township with about 50 houses for employees.

Overview of IFC's Scope of Review

The review of this Project loan builds upon the appraisal of OCL India Limited (OCL or the Company) conducted in 2006 for IFC’s existing debt to the Company, (IFC project # 24668 ) and ongoing supervision thereof, most recently completed in April 2012. This project involved the establishment of an additional clinker unit at the existing plant located in Rajgangpur, Orissa, a standalone cement grinding plant at Kapilas in Orissa and increase in lime stone production from the Company’s existing mines, all in India. OCL regularly reports to IFC regarding the ongoing management of their environmental and social performance which is currently considered satisfactory.

OCL has undertaken an Environmental Impact Assessment (EIA) dated February 2009 for the Project based on the baseline data collected in the winter months in 2008-2009. In addition, a Social Impact Assessment (SIA) was completed for the Project in August 2012.

IFC’s review of this investment consisted of appraising technical, environmental, health and safety (EHS) related information submitted by OCL including the detailed project report, EIA, SIA, human resources policies and procedures, operational manuals and practices and regulatory permits including the Environmental Clearance and Consent to Establish from the West Bengal Pollution Control Board (WBPCB).

Further, the appraisal included a site visit to the proposed Project site at Kulapachuria village in the Salboni Block of West Medinipur district, West Bengal in India. In addition, interactions with representatives of the affected communities and discussions with the senior management and the technical team were conducted at OCL’s headquarters in Delhi and at Rajgangpur.
