Project Description

Galnaftogaz PJSC (“GNG” or the “Company”) is the third largest petroleum distribution company in Ukraine and a long-standing IFC client. GNG has created a joint-venture (“ADM JV”) with another IFC client, ADM CEECAT Fund (“ADM”), to build/purchase and operate about 80 modern fuel retail stations in four eastern regions of Ukraine (Luhansk, Donetsk, Dnipropetrovsk, Zaporizhia), where GNG currently has little presence. GNG will be responsible for building and operating the stations under a management contract and under its flagship OKKO brand. The proposed IFC investment is a corporate long-term financing and EBRD, a joint lender for the previous GNG project, is being offered the option to match the IFC financing.

Overview of IFC's Scope of Review

The review of this project consisted of appraising technical, environmental, health, safety, and social information submitted by the project sponsor. The environmental and social (E&S) team reviewed the implementation of Environmental and Social Action Plan (ESAP) for the existing project with the sponsor. Engineering designs for the renovation of the existing fuel storage terminals are also reviewed by the E&S team. The E&S team also held meeting with the sponsor’s management team and visited the project sites in March 2011.
