Project Description

Luminus Group is a private company headquartered in Amman, Jordan. Its activities include technical and vocational training in the MENA region and are comprised of several schools, colleges and institutes, offering fully accredited post-secondary training programs, as well as customized courses for industry and commercial partners.

Luminus Education is the largest and core business line of the Group. It includes Al Quds College, an institute offering 19 diploma courses; Bell-Amman, a franchise of Bell International Centers which is an English language training center; and Arcana for Training & Development which provides internationally certified tourism & hospital management and IT training programs to corporations and government organizations.

Luminus Media is composed of SAE-Amman, B4 and the proposed Luminus TV Center and SAE-Beirut. SAE-Amman is a technical training institute providing audio engineering, digital filmmaking and multimedia training and diploma courses. B4 is an animation and film production company. The future SAE-Lebanon and SAE-Egypt will aim to mimic SAE-Amman in Lebanon and Egypt.

Luminus Trading and Service incorporates Luminus Technology which is a provider of audit visual systems and services. This is a small component of the Group’s overall operations.

Proposed investment for IFC entails a C-Loan investment of up to JOD6.5 million (approximately US$9.1 million equivalent) in Luminus Group. Luminus Group‘s core business is Technical and Vocational Education and Training (TVET) through Luminus Education. The proposed investment will 1) support the Company’s expansion of Luminus Education activities including the expansion of the Al-Quds premises in Amman, Jordan and training projects in Iraq and Libya as part of the first project phase, and will strengthen the Group’s balance sheet for future growth.

Overview of IFC's Scope of Review

The review of this project consisted of appraising information provided by the Sponsor related to technical, environmental and social issues, as well as visits to the Sponsor’s existing media and education premises in Amman, Jordan during May 2012. Luminus Group headquarters are all located within a plot of land with connecting buildings for the Media and Education facilities. IFC met with top Management persons including the CEO and CFO, as well as the HR director, HSE and Maintenance officers and Quality assurance supervisors. IFC reviewed relevant documents pertaining to the HR Policies and Procedures, Emergency Response and Management System, and Security system.
