Project Description

The project is to finance Eastcomtrans’s expansion of its railcar fleet operations from currently close to 6,000 wagons progressively to reach around 13,500 units by the end of 2013. Eastcomtrans is a significant rail car provider in the Kazak market, with oil tank cars (77%), LPG tank cars (15%) and open wagons (8%). The Kazakh rail transport market is significant as the country covers 2.7 million square kilometers resulting in long distance transportation being needed for most goods, and a significant extractive industry sector, covering mainly oil, gas and coal. As a result close to 75% of the freight turnover in Kazakhstan (not including pipelines) is carried out by the important rail sector. Eastcomtrans supports the bulk transport sector (oil, gas, and bulk raw materials/coal) and most of their cars are in back-to-back lease arrangements with the main oil and gas producers in Kazakhstan, while a smaller number of cars are available for short term lease/rent through dispatcher arrangements.

Overview of IFC's Scope of Review

IFC’s review of this investment relied on documentations presented by Eastcomtrans Management and discussions with technical and human resource staff. This included the review of a 200 page documentation folder prepared by Eastcomtrans. IFC staff also visited operations where Eastcomtrans' wagons were used.
