Project Description

BGEL is a part of LNJ Bhilwara Group (the "Group"). The Group has diversified from textiles into power, IT services and graphite electrodes. BGEL is developing the 51.0 MW wind power Project at Kukudwad in Satara District, Maharashtra. The project will consist of 34 x 1.5 MW wind turbine generators (WTGs) located on three ridges adjacent to one another. Each turbine will be mounted on an 85 m high tubular steel tower and the blade swept area will cover 77 m in diameter. The Project is being developed by ReGen (“Developer”) on a turnkey basis, which involves securing land and all necessary planning approvals and permits, provision of all material and equipment, construction and commissioning. Further, the Project will be operated and maintained by ReGen under an O&M contract with BGEL for the first 13 years. Each WTG will have a separate transformer switchyard and be connected to other WTGs and the substation via an above-ground interconnecting 33 kV line, eventually connecting to the 33/220 kV Hiwarwadi substation that will service a total wind farm capacity of around 200 MW and be constructed by the Maharashtra State Electricity Transmission Company Ltd. (MSETCL). The interconnecting lines will be mounted on 11 m high steel poles. The Hiwarwadi substation will be connected to the grid by an 8 km long 220 kV line in – line out (LILO) transmission line to the 220 kV Vita - Pandharpur S/C line at Hiwarwadi, to be installed by MSETCL. Other Project facilities will include a central monitoring station (CMS), maintenance workshop, stores depot and staff quarters. The CMS will be the site of the O&M hub for the entire project. A total of 17 km of earth roads will be constructed under the Project to provide access to the WTGs. The total land area required for the Project is expected to be around 75 ha, consisting of 1.0 ha per WTG, 22.1 ha for the access roads (13 m wide right-of-way) and the remainder for associated facilities. Typically, each WTG occupies around 0.5 ha (70 m x 70 m), consisting of the WTG foundation (5.5 m diameter), foundation spoil disposal area, transformer switchyard (5 m x 10 m) and crane hard stands. However, 2.4 ha of land is usually purchased for each WTG site located on private land to ensure that any additional area that may be disturbed during turbine construction and maintenance is covered and all landowners immediately adjacent to the WTG are compensated to create good local relations. The footprint of the interconnecting 33 kV lines is 1 x 1 m per pole, with poles typically spaced at around 40 m. The Project WTGs will be located on relatively flat ridge tops at elevations of between 860-930 m above mean sea level (amsl), around 60-90 m higher than the intervening valleys. Site land ownership consist of Government Forest (19 WTGs) and private land (15 WTGs). Ground cover on the ridges is mostly grassland, although some areas of privately owned land may be occasionally cropped (rainfed only).

Overview of IFC's Scope of Review

IFC is considering a project loan to Bhilwara Green Energy Limited (“BGEL” or the “Company”) to finance a 51.0 MW of wind power project (the "Project") being implemented by the Company in Maharashtra state in India. IFC’s review of this investment consisted of appraising technical, environmental and social information made available by BGEL, including the: Environmental and Social Impact Assessment (ESIA) of the Project dated March 2011; the engineering design and operation and maintenance agreement (O&M) with ReGen (the engineering, procurement and construction (EPC) contractor and O&M operator for the Project); ReGen's corporate management systems; and Bhilwara’s Human Resource (HR) policies. The appraisal team interviewed BGEL's corporate management and ReGen's site professionals. The team inspected the proposed project site a ReGen project under construction owned by another developer, and another project in operation for several years neighboring the proposed Bhilwara Project site.
