Project Description

The proposed Project involves two green-field grid-tied solar photovoltaic (PV) power plants located in Nakornratchasima and Loei provinces of Thailand (the “Project”) - namely, Solar Power (Korat 2) Company Limited (“SPKR2)”) and Solar Power (Loei 1) Company Limited (“SPLO1”) (together the “Companies”). Both Companies are subsidiaries of SPC, which also owns the SPKR1 Solar PV Plant (previous IFC investment) located adjacent to proposed SPKR2 project site, which has been in operation since April 2010. SPC was established in 1996 with the sole focus of developing grid-connected solar power projects. SPC will be both the engineering, procurement and construction (EPC) and also the operation, maintenance and monitoring (O&MM) contractor for each of the two Companies. Each of the Companies is designed to produce 6 MWp using Polycrystalline silicon PV modules and Inverters. The Companies will sell power to Provincial Electricity Authority (“PEA”) – a state owned power distribution company under Thailand’s Very Small Power Producer renewable energy program. The SPKR2 project site is located in Don Chomphu sub-district of Non Sung district in Nakhonratchasima province. The total area required for this project is approximately 22 hectares. The SPLO1 project site is in Ban Nong Nor sub-district, Wang Saphung district of Loei province. The area required for this project is approximately 14.7 hectares. Both the sites have high levels of solar irradiation, so are suitable for PV installations, and have easy access to transmission lines and a main highway along their site boundaries.

Overview of IFC's Scope of Review

IFC’s review of this investment considered Solar Power Company Limited’s (“SPC” or the “Sponsor”) social, environmental, health and safety management systems; the identification and mitigation of social and environmental impacts on account of its proposed solar power projects; land acquisition for the proposed projects; community consultation and engagement; and labor working conditions including occupational health and safety. Accordingly, the review consisted of appraising technical, environmental and social information submitted by the Sponsor including: an Environmental Impact and Safety Assessment (“ESA”) report for proposed projects in Korat and Loei, public hearing records, technical due diligence report for both the projects by independent engineer, applicable labor regulations and land purchase related data. The appraisal team also interviewed SPC’s team in-charge of the proposed solar farms development. This is a repeat investment by IFC in the Company. The Environmental Social Review Summary (ESRS) for the previous IFC investment viz. This review therefore, builds upon the previously disclosed ESRS.
