Project Description

IFC, alongside ADM Capital (“ADM”) and a large European pension fund (collectively, the “Consortium”), is proposing to invest in Universal Saglik Yatirimlari Holding A.S. (“UHG” or the “Company”), one of Turkey’s largest hospital networks and healthcare providers. The Consortium will provide capital to UHG to support its regional expansion across 1st and 2nd tier cities in Turkey.UHG actually covers 18 hospitals, including 11 operational hospitals in Turkey (Istanbul, Diyarbakir, Bursa, Karabuk, Manisa, Izmir, and Bodrum), 1 in Tirana, Albania, and 5 hospitals currently under construction in Malatya, Kusadasi, Adana, Konya and Cizre.

Overview of IFC's Scope of Review

IFC’s review of this project consisted of site visits to five operational hospitals and clinics and to one hospital construction site, all located in Istanbul and Bursa. The documentation provided by UHG and ADM about these and other hospitals located in different parts of Turkey have been also reviewed. The review is made on available documentation about status of permits and licenses, certificates, building design, equipment checks, handling of hazardous chemicals and wastes, emergency management schemes, audit records by the Ministry of Health, Atomic Energy Institution of Turkey, Ministry of Environment, other third party control documents such as expert reports on building structure safety, life and fire safety, training records, information on human resources and management. Interviews were held with the corporate management team including General Manager, Group Quality Coordinator, Human Resources Manager, Hospital Managers, Engineering and Infection Control Staff.
