Project Description

The proposed IFC project is designed to improve access to finance for small and medium enterprises (SMEs) that purchase or would purchase, should they have access to credit, certified and top quality crop protection products from Bayer Ltd., Ukraine (the “Company” or Bayer Ukraine) by providing a risk sharing facility on a portfolio of Bayer’s Ltd. existing and new clients (the “Project”). The proposed risk-sharing structure will entail partnering with a local bank (the “Bank”). The Bank will either (a) fund loans to Bayer’s Ltd. clients so that they may purchase crop protection products from the Company or (b) provide a guarantee to farmers which will in turn allow such farmers to buy on credit from Bayer. Bayer Ltd., Ukraine, a fully owned subsidiary of Bayer AG, offers products in three business areas: CropScience (crop protection and non-agricultural pest control), HealthCare (pharmaceutical and medical products) and Material Science (high-tech polymers and materials). The Company is a main input supplier of crop protection products, mainly insecticides, herbicides and fungicides in Ukraine and the Project will support the Company’s plans to extend its reach to a larger pool of farmers who currently lack access to credit and are using fewer and lower quality products for their agricultural production.

Overview of IFC's Scope of Review

IFC’s environmental and social (E&S) review of the project consisted of field visits to the office of Bayer Ltd., Ukraine in Kyiv; a commercial warehouse located in Kyiv outskirts and leased by Bayer for storage of products after custom clearance; visits and meetings at three farms using Bayer’s products; a visit and meeting with an independent distributor; discussions with Bayer’s managers and regional representatives related to human resources (HR), quality, occupational health and safety (OHS) and environment, including product regulatory certification and registration. The appraisal also included a review of key documents (quality, health, safety, environment (QHSE) and social policies and procedures) provided by Bayer Ltd., Ukraine in response to IFC’s E&S questionnaire and follow-up request, namely QHSE Global and local policy and requirements; HR policy, local procedures and regulations; local compliant procedure and statistics; incident reporting, investigation and statistics; emergency communications and response; OHS and fire safety; product regulatory certification and registration; communications and actions for farmers on safe use of crop protection products.
