Project Description

IFC is considering an A loan investment of up to $5.45M in Alliance Estates Limited (“AEL” or the “Company”) for the construction of a 3-star Protea Select brand hotel in Takoradi, Ghana (the “Project”). AEL is a joint venture between CAPIC, (the “Sponsor”) an existing IFC client and a subsidiary of Africa Capital Alliance (ACA) also an IFC client and Mohinani Group (Co-Sponsor). The investment will be the first internationally branded hotel in Takoradi, a rapidly growing city in Ghana’s western region that currently lacks sufficient business infrastructure. The hotel will consist of 132 rooms, a restaurant and bar, meeting space, a swimming pool and 78 parking spaces to be managed by Protea.

Overview of IFC's Scope of Review

IFC''s review for this project included meetings in Accra, Ghana with representatives of the Company, Sponsor and Co-Sponsor, as well as from the construction contract management company. Conference calls also took place with other project suppliers. In addition, a visit to the site of the proposed hotel development in Takoradi was conducted. The following information was also reviewed:

Reponses to the IFC Environmental and Social Appraisal Questionnaire;
The Preliminary Environmental Report (PER), part of the environmental permit application process and various documents detailing the history of the project’s interaction with the Ghana EPA (such as submission of Environmental Assessment Registration Form, evidence of submission of Preliminary Environmental Report (PER), evidence of payment of fees, etc. in conjunction with the application for an environmental permit;
Various authority approvals including the lease agreement for the site and change of zoning application and approval, planning approval and building permit application approval;
Proposed design for a waste water treatment digester which will produce biogas;
A working draft of the contractual documentation between Alliance Estates and the construction company
An IFC energy report detailing possible opportunities to maximize energy efficiency measures in the building design; and,
Reports prepared by WSP (the electrical services design, fire strategy and wet services and HVAC design consultants), the architect-developed Materials and Specifications report and a Geotechnical report of the proposed site.
