Project Description
Senok Group of companies (“Senok” or the “Group”) is a privately owned diversified group in Sri Lanka. The Group has recently entered the wind power generation business and in June 2010, Senok Wind Power Pvt. Ltd. (WPP) commissioned the first 10MW wind IPP located in Kalpitiya on the west coast of Sri Lanka.
Senok now plans to implement two more 10MW wind projects in the same area, Mampuri II and Mampuri III projects under two companies Senok Wind Energy (Pvt) Ltd (WEP) and Senok Wind Resource (Pvt) Ltd (WRP) respectively (both together referred to as the “Project”). Both these plants are located in the same area as WPP and in same wind path. However, while under WPP, Senok commissioned 8 wind turbine generators (WTGs) of 1.25 MW each but the Project involves installation of 10 x 2.1 MW WTGs. IFC is considering part financing Mampuri II and Mampuri III projects to be implemented by WEP and WRP respectively.
The Mampuri II Wind Power Project involves installation of 5 WTG, each of 2.1 MW (10MW capacity) along an approximately 2km long coastal stretch in Nawakkadu village and Mampuri III Wind Power Project’ involves installation of 5 WTG each of 2.1 MW capacity along an approximately 5km long coastal stretch covering Narakkali, Mampuri and Nawakkadu villages, all the 10 locations under the Project in the Kalpitiya Peninsula of the Puttalam District. Each WTG has a hub height of 80 m and a rotor diameter of 88 m. The Project also involves setting up a transformer switchyard and park power line but other infrastructure facilities (i.e. maintenance workshop; and staff quarters) will be shared with the Mampuri I Wind Power Project. These shared facilities have already been developed by Senok as part of Mampuri I project. A 33kV transmission line comprised of insulated and aerial bundled cables mounted on 11 m high (850 kg) poles will be constructed along the existing roads up to Norochcholai 220 kV substation, the nearest facility of the state utility (Ceylon Electricity Board). The Project will be monitored and controlled from a computerized central monitoring station.
Total land required for the Project is expected to be about 50 acres including the land for WTGs and access roads. Typically, each WTG is located in the center of a 150 x 100 m land plot, which includes also the transformer and switchyard for the WTG. All the 10 WTGs will be located in a flat terrain on privately owned cultivated or barren land. Some parcels of land where the WTGs are proposed to be located are jayabhoomi lands i.e. parcels of land leased by the government to individuals for cultivation.

Overview of IFC's Scope of Review
IFC’s review of this investment consisted of appraising technical, environmental and social information made available by Senok including the: Initial Environmental Examination Report for Mampuri II and III projects (the “Project”) dated April 2010; Cumulative Noise Impact Assessment including for Mampuri I, II and III; Independent Study Report on potential impact of Mampuri Phase I project on Birds titled Potential Impacts of Proposed Wind Turbines on Birds at Mampuriya, Puttalam dated June 2009; Independent ornithological opinion on the Project (by the same organization that undertook the Bird study for Mampuri I project); Wind Turbine Generator (WTG) supply, erection and commissioning agreement with the WTG supplier for Mampuri I project (as similar agreements are expected to be agreed for the Project); Operation and maintenance agreement (O&M) with the O&M operator for the Mampuri I project (as similar agreements are expected to be agreed for the Project); Senok’s Human Resource (HR) policies; bird hit monitoring data for Mampuri I project; noise monitoring data for Mampuri I project; permits and report on community consultation undertaken prior to Mampuri I project. The appraisal team also interviewed Senok’s corporate management, Human Resource head and site professionals. The appraisal also included visits by IFC staff to the proposed Project site at Mampuri and Nawakkadu village on the Kalpitiya Peninsula of the Puttalam District in Sri Lanka.
