Project Description

The proposed Greenfield Project is a rural electrification of the region of Louga in Senegal and approximately 210 km north of the capital Dakar. The Project is part of the local electrification plan (Plan Local d’Electrification) of the Government of Senegal which aims to reach 62% access rate in 2022 as compared to 8% access rate in 2008. The Company has been granted a concession for 25 years by the Senegalese Agency in charge of rural electrification (ASER), and is required to undertake the major part of the investments within the first 3 years. Comasel St. Louis, an IFC investment, will be managing the Project for 16 months prior to creating a separate company- Comasel Louga to manage it. Comasel St. Louis is a wholly owned subsidiary of ONE, the Moroccan electricity utility Company with proven track records in rural electrification program in Morocco. The Project consists of the design, construction, operation and maintenance of a rural electricity distribution system to connect and supply electricity to 11,826 new households throughout 372 villages in Kebemer, Linguere and Louga by either extension of existing grid network, or installation of individual solar kits. The existing medium voltage lines from SENELEC are 30 KV. In the first three years the Project will bring light to 372 villages through 900km of extension of grid network, 242 poles, and 1,852 solar kits. The concession area- the region of Louga represents 15% of the Senegalese territory and covers an area of 29,188 km² with a population of approximately 622,000 inhabitants of which 80% is rural; only 13% of this rural population was electrified as of 2006. 84% of the potential new customers of the Company will be connected through the extension of the grid and the remaining through solar kits.

Overview of IFC's Scope of Review

IFC’s Environmental and Social (E&S) appraisal of Comasel Louga “The Company” included: (i) review of the Environmental and Social Impact Analysis (ESIA) for the Rural Electrification Project Kebermer, Louga, Linguere by ERM France, dated May 2004; (ii) interview with Office National de l’Electricite (ONE) Environmental Health and Safety Manager and Comasel St. Louis Administrative Manager; (iii) visit to Louga; and (iv) review of Comasel St. Louis compliance with IFC E&S requirements.
