Project Description

Goldwind is a leading manufacturer of wind turbine generators (WTG) and a provider of complete wind power solutions in China. The Company's primary focus is on manufacture of high efficiency WTGs; this constitutes about 97% of revenue. A smaller part of the business revenue (about 2%) is obtained from providing services covering the process of developing wind farm projects, from preliminary investment consultancy and preconstruction project services such as feasibility studies and wind measurement, to project construction services such as EPC contracting, to post-construction operation and maintenance services. For completed wind farms yet to be sold, Goldwind generates revenue from the sale of power. Investment and development of wind farms represents less than 1.0% of the Company's total revenue. The Company expects the revenue mix to remain about the same in the future. IFC is considering a USD 50 million investment in Goldwind to support its activities in the development of wind energy resources in China.

Overview of IFC's Scope of Review

The scope of review of Goldwind's compliance with IFC’s Performance Standards and local environmental, social and occupational health and safety standards comprised assessment of: (1) the effectiveness of the Company’s environmental and social management system for its current and anticipated future operations and (2) the Company’s ability to ensure and monitor compliance with regulatory requirements and IFC’s Performance Standards. The review relied on environmental documents and reports made available by Goldwind and interviews conducted by IFC staff during their site visits to their offices and R&D locations, manufacturing facilities and project sites in Beijing and Xinjiang where wind turbine generators (WTG) are assembled. Operations at these locations are representative of other Goldwind manufacturing and assembly facilities in China. During the visit IFC staff conducted interviews with key management personnel, supervisors, Environmental, Health and Safety and Human Resources management staff, as well as various support staff.
