Project Description

The Project Sponsor is Continental AG (“Sponsor”), a worldwide automotive supplier of a broad range of electronic systems and components, tires and non-tire rubber products, founded and headquartered in Hanover, Germany. Continental AG generated revenues of about €26 billion in 2010 and has approximately 164,000 employees across 45 countries globally. The Project involves development of a green field manufacturing facility in Thailand with a production capacity of 500,000 high pressure pumps and 2,500,000 injectors per year (“Continental Automotive Thailand Ltd”). These pumps and injectors are used in Continental’s high-precision Piezo common rail systems, which in turn are used in its diesel-based Powertrain engine systems. Continental sells the complete system, which consists of the Piezo injector, the pump, the fuel rail, and the engine control unit, to Original Equipment Manufacturers (OEMs). IFC is considering a debt financing for this Project. The Project is located in Amata City Industrial Estate near Rayong on the eastern seaboard of Thailand, strategically located 27 kilometers from Laem Chabang Deep Sea Port and 114 kilometers from Bangkok. Established in 1995, Amata City is known as a premier industrial estate in Thailand that functions as a complete town – housing both residential and industrial areas. Amata City has implemented Environmental Management Systems certified compliant with ISO 14001. The Company purchased the fully developed industrial land for this project in Amata City in 2007. The facility has a built-up area of 25,400 sqm on the total land area of 50,000 sqm. The Project became operational in June 2009.

Overview of IFC's Scope of Review

IFC’s review of this proposed investment consisted of appraising technical, environment, safety, security, health (ESH) and social related information submitted by Continental Automotive (Thailand) Co., Ltd. (hereinafter referred to as “Continental” or “Company”) including its ESH policy, organization chart, ESH management system manual, management system audit report, human resources (HR) policies and procedures; training records; environmental monitoring reports; hazardous materials manifests; emergency action plan, etc. The appraisal also included site visit to Continental’s operational manufacturing facility in Rayong, Thailand and discussions with Continental’s senior management, technical and EHS team.
