Project Description

The proposed IFC investment of $15 million would support $40 million of capital expenditures over a 24-month period to develop 30 additional QSR outlets, of which 8 will be setup in select West African markets, and 22 in Nigeria; expand bakery capacity by 50%; and make a further investment into poultry backward integration through FRF in Nigeria (the “Project”). The regional QSR expansion will be driven through Food Concepts Ghana.

Overview of IFC's Scope of Review

The environmental and social appraisal of this project included a site visit to the recently acquired and yet to be developed 250 hectare farmland in Abeokuta, Ogun State, the Globus chicken processing factory in Agbara, Ogun State, Chicken Republic restaurants, the Butterfield Bakery and First Blends, the suppliers of premix to the bakery, all of which are located in Nigeria. In addition, three other Chicken Republic restaurants as well as Sucatrade Limited, the sole suppliers of frozen chicken to Chicken Republic Ghana, in Accra, Ghana, were also visited. Through its wholly owned subsidiary, Free Range Farms Limited (FRF), Food Concepts plans to set up a semi-integrated poultry farm comprising of a broiler farm, poultry abattoir (processing plant), storage and distribution capacity, at the farmland referred to above. A Rendering Plant and Wastewater Treatment Plant will also be constructed on site to treat organic and effluent water from the operations respectively. The company has been granted a 99-year lease for this land which lies in the Abeokuta Agricultural Zone (AAZ) of Ogun State. The poultry project which will be implemented in phases will initially have capacity to process 2.6 million chickens per annum, increasing to 10.5 million chickens per annum by the fourth year. The main objective for this backward integration is to allow Food Concepts to secure chicken supply for its Quick Service Restaurants (QSR) operations. The company currently operates a leading QSR chain in Nigeria, branded as “Chicken Republic” with 63 outlets in Nigeria, 9 of which are franchised, and three in Accra, Ghana. Food Concepts also operates 11 bakeries in Nigeria, branded as “Butterfield”. The appraisal also involved reviewing environmental, health, safety, and social information, including the Environmental Impact Assessment (EIA) Report for the FRF proposed poultry farm, submitted by Food Concepts.
