Project Description

The proposed project is to provide further support to Sisecam, up to €15 million, to continue the restructuring of its Bosnian subsidiary SSL, and thereby reinforce the turnaround after privatization. The new investment program (“the Project”) is expected to (i) increase SSL’s operational efficiency through renovation investments and equipment upgrades, that will at the same time result in a capacity increase to enable economies of scale, (ii) improve environmental performance through additional investments related to the existing Action Plan, such as waste water treatment, air emission control equipment and Clean Production (especially energy savings and material) projects, and (iii) replace short-term debt with long-term funding.
SSL plant is located in the Tuzla Canton of the Federation Bosnia Herzegovina on the outskirt of the city of Lukavac (140 km north of the capital Sarajevo and 14 km west of Tuzla).

Overview of IFC's Scope of Review

IFC’s environmental and social review of this project included: (i) review of information provided by Sisecam Soda Lukavac Bosnia (“SSL” or “the Company”), (ii) review of the EHS documentation related to the first Sisecam investment #25557 in SSL Lukavac including Annual Monitoring Report for the last financial year; (iii) a review of progress in implementation of the Environmental Social Action Plan (ESAP) associated with IFC’s first investment in SSL; (iv) site visit to the Company’s production facilities in Lukavac, Bosnia, and (v) follow up discussions with SSL management.

In 2007, IFC provided funds to Sisecam to finance the acquisition of and initial post-privatization investments in, a loss-making state-owned soda ash producer in the Tuzla Canton of Bosnia Herzegovina (BiH). Soda Sanayii has since executed an investment program aimed at refurbishing, upgrading and expanding SSL production facilities. Progress in implementation of the ESAP associated with this investment is summarized in a tabular summary disclosed with this ESRS.

Sisecam has been an IFC client since the 1970s and is the largest glass producer in Turkey. Soda Sanayii A.S. (“Soda Sanayii”) is the chemicals arm of Sisecam, managing inter alia soda ash production, a key raw material for glass manufacturing.
