Project Description

The project consists of the construction, operation and maintenance of a 56.4 MW wind farm and associated transmission facilities in the Jhimpir area of Thatta District, Sindh Province, in south-eastern Pakistan, about 100 km east of Karachi (“Project”). The Project site is within the Gharo air corridor and has an average wind speed of 7.8 m/s. The Project will be an Independent Power Producer and will sell electricity to the National Transmission and Dispatch Company Limited (“NTDC”) under a 20-year Energy Purchase Agreement. The Project is the first internationally financed wind power project in Pakistan. The Project is being developed in two phases, with the 6 MW phase I already installed and phase II comprising the remaining 50.4 MW. The inauguration of Phase I was made in April 2009 attended by the Prime Minister of Pakistan. The five 1.2MW each wind turbine generators (“WTGs”) for phase I was procured from Vensys Energy and the twenty eight 1.8 MW each WTGs for Phase II are being procured from Vestas. The 1.2 MW WTG will be placed at 69m height tower with its peak height of 100m. The 1.8 MW WTG will be placed at 80m height with its peak height of 125 m. All the 33 WTGs will be connected to a substation with an underground power cable. The substation is planned to be connected to the national grid system of NTDC. The Project has been developed by Zorlu Enerji Pakistan Limited (“Zorlu Pakistan” or the “Company”), a special purpose company incorporated in Islamabad. Zorlu Pakistan is an almost wholly-owned subsidiary of Zorlu Enerji Elektrik Uretim A.S “Zorlu Enerji” or the “Sponsor”). A subsidiary of Zorlu O&M Enerji Tesisleri Isletme A.S. (“Zorlu O&M”, wholly-owned by Zorlu Holding) will be responsible for the Project’s operation and maintenance. The Project is located in the operational jurisdiction of Hyderabad Electric Supply Company (“HESCO”), and the Project will be connected to the Zorlu Pakistan’s substation (20/132 kV) to be developed within the Project area by underground cable, and then, connected to the existing 132 kV transmission line network of HESCO. An associated 2 km 132 kV transmission line from the Project area to the HESCO network will be developed by NTDC.

E & S Project Categorization and Applicable Standard

While all Performance Standards are applicable to this investment, IFC’s environmental and social due diligence indicates that the investment will have impacts which must be managed in a manner consistent with the following Performance Standards:

PS1: Social and Environmental Assessment and Management Systems;
PS2: Labor and Working Conditions;
PS3: Pollution Prevention and Abatement;
PS4: Community Health, Safety and Security; and
PS6: Biodiversity Conservation and Sustainable Natural Resource Management.

PS5 (Land Acquisition and Involuntary Resettlement) is not applicable because the land for the Project (1,148 acres, 474 ha) is government-owned land and is being sub-leased to Zorlu Pakistan by Alternative Energy Development Board (“AEDB”) of the Government of Pakistan. The Project does not have any economic or physical displacement of people. The Project area has been used by farmers for grazing purposes and they will be allowed to continue to use the land for that purpose.

PS7 (Indigenous Peoples) is not applicable because there are no indigenous peoples affected by the Project.
PS8 (Cultural Heritage) is not applicable because no cultural property was identified to be affected by the Project.

The proposed investment in the Project is a Category B project because of a limited number of specific environmental and social impacts may result, which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The Project is located in a remote rural arid and rocky area and its access needed for the construction of the Project is possible through well established public roads and railway. The distance to the closest residential receptors is about 3km, and environmental impacts typical to wind power generations (e.g. noise, shadow flickering) on affected communities are expected to be minimal. The land will be sub-leased by the Government of Pakistan and no economic or physical relocation of people is needed. There is a protected natural lake about 7.8 km from the Project site. The Company is working with local environmental NGO (WWF-Pakistan) to conduct migratory bird monitoring programs. The Company will manage its environmental and social performance in accordance with applicable local laws and regulations and international standards, including IFC’s Performance Standards. The Asian Development Bank, a co-financier to the Project, categorized the Project as B (Environment), C (Involuntary resettlement), and C (Indigenous peoples). IFC’s category is consistent with ADB’s category.

Environmental and Social Mitigation Measures

PS1: Social and Environmental Assessment and Management System

The Company prepared an environmental impact assessment (“EIA”) report, initially in 2008. The EIA was updated in May 2009 and in April 2010. These were prepared in accordance with the Pakistan Environmental Protection Act of 1997 and the relevant international environmental and social requirements including IFC’s Performance Standards, ADB’s Safeguard Policy Statement (2009) and World Bank Safeguard Policies.

In addition, a broader regional environmental assessment (“REA”) was conducted in 2008 – 2009 for the Gharo wind corridor where the Project is located. This REA was supported by the United Nation Development Program (“UNDP”). This was implemented as part of the UNDP’s “Sustainable Development of Utility-Scale Wind Power Generation – Phase I” project, funded by the Global Environment Facility (“GEF”). This REA included: (i) Environmental & Socio-Economic Baseline Report with a detailed analysis of the environmental baseline of the Gharo wind corridor including the protected areas and Indus Delta – a Ramsar Site, Indus/Green flyway for migratory birds; (ii) Cumulative Impact Assessment & Alternatives covering both Gharo Coastal Wind Farm site and Inland Jhimpir Wind Farm site (where the Project is located); and (iii) Environmental Management Plan, a framework environmental management plan (“EMP”) to provide guidance to each specific wind farm project to be developed within the Gharo wind corridor.

The Project’s EIA of April 2010 was prepared based on the framework EMP suggested by the REA of 2009, and provided Project specific baseline analysis, impact analysis, and mitigation and monitoring programs. The initial EIA of 2008 was reviewed by the Environmental Protection Agency (“EPA”) of the Government of Sindh. A public notice about the EIA availability was announced by the Sindh EPA in December 2008. In January 2009, Sindh EPA established a committee of experts to review the Project EIA and other 4 wind farms’ EIAs (all are in the range of 50MW each and also proposed in the Gharo wind corridor). The committee members included a representative from WWF-Pakistan, a representative from Halcrow Pakistan (Pvt) Ltd (that prepared the REA funded by UNDP / GEF). After review by the committee of experts, the Sindh EPA issued the EIA approval of the Project’s EIA on March 19, 2009. Various conditions were attached to the EIA approval issued by the Sindh EPA including maintenance of safe distance between WTGs and communities, monitoring of impacts on wildlife by the Porject during the migratory seasons of birds, distance of the campsite from the settlement and others. All these are reflected in the Project’s updated EIA of April 2010.

The proposed wind farm has been promoted by the Government of Pakistan through its AEDB which has proposed the land. The choice of the Project site was a result of a thorough alternative site analysis and due to reasons including: wind resources – Gharo wind corridor with significant potential wind power potential; easy access to the site through already available road and train network, no topographical barriers of features located in or around the site; location being close to the HESCO Jhimpir Grid station point; the site being large enough to accept an appropriate scale of wind generation capacity for a remote rural setting; no potential wetlands or water courses in the Project’s area of influence (the nearest wetland is about 7.8 km away from the site); sufficient distance to the population of the local villages (about 3km) minimizing potential risks and impacts; and the community’s interest in exploring the use of renewable energy.

The EIA reviewed the Project’s potential environmental and social impacts including migratory birds collision, noise, health and safety, shadow flickering, visibility, air emissions (mainly construction phase), delivery of equipment, foundations of tower and cranes construction, tower assembly and installation, wild life disturbance, historical heritage, solid waste management. Major mitigation measures for identified potential impacts are summarized under relevant PS sections below.

As part of the EIA, an EMP was developed (Chapter 9 of the EIA) consisting of the organizational structure and roles and responsibilities, mitigation plan, monitoring plan, change management plan, communication and documentation and environmental training.

During the construction phase of the Project, an environmental cell (“EC”) will be established by the Company to supervise the contractors for implementation of the EMP and the EIA requirements. The Company will appoint an environmental and social inspector (“ESI”) for overseeing the entire implementation of the EMP. The EMP as well as other relevant environmental management requirements and specifications will be included in all contracts between the Company and its contractors. Contractors will be required to appoint a dedicated field environmental and social officer at the project site. The Company, through the EC, will cooperate with regulatory agencies (such as Sindh EPA) and other stakeholders who monitor the environmental and social performance of the Project.

During the operational phase of the Project, environmental management will become a routine function as an integral part of the operation and maintenance (“O&M”) activities. Various environmental management roles and responsibilities will be distributed among the staff assigned to operate and maintain the installation. The EC will continue providing supervisory and advisory services during the operational phase.

The Company plans to implement an environmental and social training program to help enhance awareness levels of the wind farm staff and contractor staff on all matters relating to the environment and health and safety and social issues. The scope of the planned training will cover applicable environmental guidelines, general environmental and social awareness (including attention needed to avoid negative impacts on the surrounding villages), waste management during the construction and operational phases. The training program will be provided to the Company’s staff, the construction contractors and O&M staff. During the operational phase, the Company’s EC will manage the training programs.

The Sponsor, Zorlu Enerji, has certified its management systems against ISO 14001 (Environmental Management), ISO 9001 (Quality Management) and OHSAS 18001 (Occupational Health and Safety). The Company is receiving managerial and technical support from the Sponsor. The Company will report its environmental, health and safety and social performance of the Porject to the Sponsor, as part of the Sponsor’s environmental management system.

PS2: Labor and Working Conditions

The Company is already operating phase I of the Project since 2010. During the construction of phase I, 137 persons were employed, 27 directly employed and the rest hired by contractors. About 70 people are currently working on site to operate phase I and also to prepare for development of phase II including 24 security guards and 12 house-keeping workers. During the construction of the phase II, a total of 300 persons are expected to be employed. For the operation of phase I and phase II, in total 21 persons are expected to be directly employed.

The Health, Safety and Environment (HSE) Plan is in place at the site to manage the health and safety and environmental performance. The HSE Plan includes: the role of the Safety Committee; the responsibility of the Company, the construction contractors and the operations and maintenance (O&M) contractor; accident reports; safety orientation and education; general plant regulations; personal safety equipment; accident prevention signs and warning barricades; fire protection, and other safety guidance and requirements (first aid, cranes and lifting equipment, excavation and trenching, ladders and scaffolding, steel erection, welding and burning, electrical work, vessel and confined space environment, chemical handling).

Health and safety performance of the Phase I construction and operation has been satisfactory to IFC. An HSE Manager is assigned on site to manage implementation of the HSE Plan. No major incidents or accidents occurred so far.

Zorlu Enerji, the Sponsor, has a Human Resources (HR) policy which covers the recruitment, promotion, dismissal, training, performance appraisal and compensation systems. Zorlu Enerji’s 2009 corporate governance principles compliance report (http://www.zoren.com.tr/FILES/zoren09cogo.pdf) describes that “the employees are treated equally and without any discrimination whatsoever in all matters involving training, career development, promotion, etc. No complaints have been received from the employees regarding discrimination.” Zorlu Enerji will apply this HR policy to Zorlu Pakistan for the implementation of the Project as appropriate to ensure that the Company’s working conditions and management of worker relationship will meet the requirements IFC Performance Standard 2 including such elements as recruitment, induction, contracts and terms of employment, working hours and overtime, training, leaves, grievance redress, performance appraisal, retirement/separation, employee welfare, disciplinary action, health and safety, and benefits. The Company plans to develop these as part of phase II implementation. This is included in the Environmental and Social Action Plan agreed by IFC.

PS3: Pollution Prevention and Abatement

The Project site is located in a flat rocky area and is about 50m above sea level. During the construction phase of the Project, air emissions include exhaust fumes from construction equipment and transport. The Project area is mostly stony, and therefore, water sprinkling was not required during the phase I construction. All equipment used will be regularly inspected and maintained to ensure that air pollution is minimized. To minimize noise from the construction activities such as earth work and heavy vehicles plying the route leading to and from the Project site, hydraulic piling will be used, proper and regular maintenance of vehicles and machinery will be inspected to avoid excessive noise emissions, and all works will be limited to daylight hour (7:00am – 19:00pm). For solid waste from construction and worker’s camp, a separate area will be allocated to accommodate the storage of solid waste and proper recycling and disposal.

Noise impacts for the operational phase were assessed in the EIA. The closest residential receptors are about 3km from the Project site. The noise contour map with the Project’s impacts indicate that the noise impacts by the Project will fully comply with the World Bank Group’s ambient noise standards of 45 dBA at the closest residential receptors during night time.

The WTGs will be equipped with the latest safety alarm and each WTG is connected to a network of safety instruments and communication devices that can be used for remote monitoring. Due to the sufficient distance from the Project site to the closest residential receptors (about 3km), no impacts or risks to the health and safety of the general public are expected from the malfunction of the wind turbines.

On sunny winter days with the sun low in the sky, shadows of the rotating rotor blades may be cast over some distance. This could be nuisance to the general public if the shadow is cast onto a house window. The EIA calculated the shadow/flicking by using state of the art software “WindPRO Ver.2” and assuming the “worst case” scenario with assumptions of the sun being shining all the day from sunrise to sunset, the rotor plan is always perpendicular to the line from the WTGs to the sun, the WTGs are always operating. The EIA concluded that because the Project site is situated far from any population, the Project will not have any negative shadow impacts.

A Mitigation measures to minimize avian collisions is summarized under PS6 below.

All the mitigation measures and monitoring programs are incorporated into the Environmental Management Plan (Chapter 9 of the EIA).

The Project expected generation is 167.7 GWh per year (AEDB approved figure). With this generation, capacity factor comes to 33.9% and annual GHG emission displacement is estimated as 72,400 ton CO2 per year, based on the Pakistan’s grid average greenhouse gas (GHG) emissions performance per unit of electricity generation of 0.432 tonCO2/MWh (2006-2008 average, 2010 International Energy Agency statistics). The Company is reviewing a feasibility of having the Project registered under United Nations Framework Convention on Climate Change (UNFCCC) Clean Development Mechanism (CDM).

PS4: Community Health, Safety and Security

Most of the local population residing in the Project area migrated to nearby villages which are more than 3 km from the Project site. The risk of potential falling of turbine blades or damaged parts due to high winds is mitigated by proper maintenance of WTGs as well as the sufficient distance from the nearby villages.

Some of the populations who have moved away from the Project area are expected to return with their cattle during summer when there is plenty of rain and enough grass for grazing. Although the whole 1,148 acres of land was subleased to the Company by the Government of Pakistan, the Company does not intend to fence the boundary so that those people with cattle can continue to use the land for grazing. Wind towers will be securely locked to avoid accidental access by the general public. The Company will also use safety warning signage to inform cattle keepers of the potential risk of attempting to access wind towers. Before starting the commissioning test of the WTGs, the nearby communities will be informed and protective fencing will be used where needed.

To minimize road accidents by vehicles to and from the Project site, road signage will be installed at appropriate locations to reduce safety hazard associated with project-related vehicular traffic. Vehicle speeds near / within the communities will be kept low, to avoid safety hazard.

The wind turbines will operate continuously at wind speeds greater than 3 m/s. At speeds greater than 25 m/s (depending on the specifications), the turbines automatically shut off for safety reasons.

To minimize negative social impacts on the surrounding villages, the construction workers’ camp will be located within the Project site and workers will be instructed not to enter the villages and settlements. Bypass routes will be provided to communities, if required, especially along routes frequently used by women of nearby villages to minimize potential contacts by workers with villagers and women.

PS6: Biodiversity Conservation and Sustainable Natural Resource Management

Pakistan is situated on the flyway to Central Asia and South Asia, and the birds breeding in Central and Northern Asia migrate through Afghanistan to the Indus Valley, particularly to the wetlands across Sindh Province which are major wintering grounds of migratory water birds. There are several important wetlands in Sindh Province including the Indus Dolphin Reserve, Manchar Lake, Keenjhar (Kalri) Lake, Drigh Lake, Haleji Lake, Jubho Lagoon, Nurri Lagoon, Deh Akro. The EIA reviewed the locations of these wetlands and concluded that none of these wetlands, including the closest one called Kennjhar (Kalri) Lake, about 7.79 km from the Project site, are within the Project’s area of influence.

Despite its conclusion about the Keenjhar Lake, the closest one from the Project site, the EIA reviewed the Project’s potential impacts on migratory bird collision. The Keeenjhar Lake is one of the 103 (out of 230) public waters in Thatta District of Sindhi Province controlled by the provincial government. The lake is 24 km long and 6 km wide and has an area of 14,000ha. Keenjhar Lake is a wildlife sanctuary and a one of the International Ramsar sites in Pakistan. The EIA analyzed the potential migratory birds mortalities through collision with the Project’s wind turbines. The EIA noted that according to a survey conducted by WWF in 2009, number of birds in and around Keenjhar Lake has reduced drastically in recent years, and that these birds have tendency to fly at an altitude of 400 to 500 m (higher than the peak height of proposed WTGs – about 100 to 125 m), and concluded that the Project is not expected to have any significant impacts on birds.

Nevertheless, the Company is working with WWF-Pakistan located at Thatta , an environmental organization working actively to protect the Keenjhar Lake, to strengthen their bird monitoring program and mitigation measures. The mitigation measures proposed in the EIA, and planned to be implemented by the Company, include: erecting wind towers minimum at a distance of 300 m to avoid the avian collision, regular checking of the vacuums or holes in the towers to avoid nesting facility of any of the birds, placement of power and communication cables underground to reduce the chance of any avian collision, conducting bird mortality count in coordination, wind turbines to be colored identical and to be equipped with flashing lamp to avoid avian collision at night, and working closely with the local partners involved in the conservation efforts of the threatened species. Working with WWF-Pakistan, the Company plans to ensure that proper monitoring programs are in place and appropriate follow-up mitigation measures , if so determined necessary, will be implemented. The Environmental and Social Action Plan agreed with the Company specifies the action to operate the Project to ensure no significant impact on the viability of the population of any given species of birds, establish a monitoring program with in-house staff / engineers and expand if needed, and establish if needed a shutdown system acceptable to IFC to ensure no significant impact.

Stakeholder Engagement

In total 112 consultations were made with the stakeholders including with 16 villages in the surrounding areas of the Project site in 2008 – 2009. Separate female consultations were also held to maximize female participation. Although villages are not far from the national grid, most of the villages are still without electricity. Villagers are expecting improvement in the infrastructure available to those villages such as electricity and water supply. The Company is going to develop a comprehensive community development plan (“CCDP”) as part of the Project implementation to help improve the quality of life of Project affected villages. Furthermore, the Company plans to establish effective interactions with the community members through the Company’s local representative, and to involve the local government during the development and implementation of CCDP. The Company’s Community Engagement Officer at the site is actively engaging with the community to maintain good relationship with them and to identify the needs to be incorporated into the CCDP.

In general, the villagers consulted are supportive of the Project. The Company will implement mitigation measures as part of the CCDP to address the expectations and concerns by the villagers. Mitigation measures planned by the Company include: employment of local work force to the extent possible, contractors be bound to hire the local working force by incorporating an specific clause in the contracts, close interaction with community members by the Company to minimize the distance between the local residents and the Company, assignment of a permanent representative of the Company handling communication with the local villagers.

Due to the characteristics of the wind farm development project, the Project is expected to offer limited employment. During the construction phase of the Project’s phase I, 137 persons were employed, and about 300 persons are expected to be employed during the Project’s phase II construction. The Company plans to provide as many labor opportunities to the local villagers. The Keenjhar Lake, about 5km away from the Project site is an established tourism destination, and there may be some business opportunities targeting tourists visiting the Keenjhar Lake. The Company will look at potential for creating such business opportunities to local villages (e.g. establishing a visitor-friendly center for the Project).

A grievance redressal system will be put in place at the Project site. The Company’s environmental and social inspector (“ESI”) will maintain a social complaint register at the site to document all complaints received from the local communities. As soon as a complaint is received, the ESI will discuss it with the environmental and social officers of the contractors where relevant, and determine the remedial action. If required, consultations will also be undertaken with the contractor’s site managers and the project director of the Company.

IFC supports its clients in addressing environmental and social issues arising from their business activities by requiring its real sector clients to set up and administer appropriate grievance mechanisms and/or procedures to address complaints from Affected Communities in relation to environmental and social issues arising from IFC's clients' business activities. Since 2012, IFC's Financial Intermediary clients applying the Performance Standards are required to develop External Communications Mechanisms to receive and review inquiries or complaints from any interested party regarding the E&S risks and impacts of their operations.

For IFC projects that are active or under consideration, individual(s), or their authorized representative(s), who allege they have been or will be adversely affected by E&S risks or impacts arising from IFC's clients' business activities, may submit a complaint to IFC directly for consideration. When receiving an E&S complaint, IFC engages with complainants and works with its clients to find solutions to E&S concerns as quickly and efficiently as possible.

IFC complaint response is separate from and complementary to IFC’s clients’ project level grievance mechanisms and IFC’s Independent Accountability Mechanism (CAO). Lodging a complaint directly with IFC does not, at any time, restrict access to CAO.

Affected communities have unrestricted access to the Compliance Advisor Ombudsman (CAO), the independent accountability mechanism for IFC and MIGA. CAO facilitates the resolution of complaints related to IFC and MIGA projects and sub-projects, undertakes reviews of IFC’s and MIGA’s environmental and social compliance, fosters public accountability for their commitments, and enhances the environmental and social performance of IFC and MIGA.

Independent of IFC and MIGA management and reporting directly to the IFC and MIGA Boards of Executive Directors, CAO helps resolve issues raised about the environmental and social impacts of projects through a neutral, collaborative, problem-solving approach via its Dispute Resolution function. It also reviews IFC’s and MIGA’s compliance with environmental and social policies, assesses related harm, and recommends remedial actions through its Compliance function. Additionally, CAO provides advice to IFC, MIGA, and their Boards to enhance environmental and social sustainability performance and minimize the risk of harm.

Complaints may relate to environmental and social harm regarding any aspect of the planning, implementation, or impact of a project or sub-project, and can be made by any individual, group, community, entity, or other party affected or likely to be affected by the environmental or social impacts of an IFC- or MIGA-financed business activity.

This Environmental and Social Review Summary (ESRS) is prepared by IFC to disclose its findings and recommendations related to environmental and social considerations regarding potential investments. Its purpose is to enhance the transparency of IFC's activities. For any project documentation or data included or attached herein, whether prepared by the project sponsor or otherwise, authorization has been given for public release by the project sponsor. IFC considers that this ESRS is of adequate quality for release to the public, but has not necessarily independently verified all of the project information therein.
It is distributed in advance of IFC Board of Directors' consideration and may be periodically updated thereafter.
