Project Description

The proposed Project is the private sector complement of a larger World Bank Group project, the Dakar Diamniadio Toll Road, a greenfield motorway program connecting the heart of Dakar to Diamniadio, 31 km away. It is designed to address the extremely severe congestion on the one main highway coming into and out of Dakar.

The program of highway construction is divided into four successive motorway sections: (1) the first section from downtown (Malik Sy) to Patte d’Oie (6 km), now open to traffic; (2) the second section from Patte d’Oie, the construction of which is still in progress, to Pikine (5 km); (3) the third section from Pikine to Keur Massar (5 km); and (4) the final section from Keur Massar to Diamniado (15 km).

The proposed IFC Dakar-Diamniadio toll highway project (the ‘Project’) consists of (i) the construction by SENAC (the ‘Company’) on a design-build-finance-operate (DBFO) basis, by 2013, of sections 3 and 4 (i.e., from Pikine to Diamniado; (ii) the upgrade of section 2; and (iii) the maintenance and operation by SENAC of sections 2, 3, and 4 through an opened tolling system.

SENAC has been granted a 30 year concession for this public-private partnership following an international and competitive bidding process organized by APIX, the government investment promotion agency. The concession agreement was signed in July 2, 2009.

The highway will affect approximately 20,000 inhabitants, with about 3,000 families expected to be reinstalled to a resettlement community to be built at Tivaouane Peul, near Keur Massar. This land purchase and resettlement procedure is managed directly by APIX under the monitoring of the World Bank. The 165 ha site is one of the few remaining uninhabited pieces of land in the area. The Project will also require the restructuring of existing neighborhoods, the crossing of a protected forest, and the relocation of a land fill. The resettlement and urban upgrading component will be financed with public funds from the Government of Senegal, the World Bank, the French Development Agency (AFD) and the Africa Development Bank (AfDB).

Overview of IFC's Scope of Review

This Project is the private sector complement of the larger, approved World Bank project – Dakar Diamniadio Toll Road (P087304). IFC’s appraisal of this Project consisted among of, among other things, the review of technical, environmental and social information contained in the publicly disclosed documents on the World Bank website for the Dakar Diamniadio Toll Road project. These documents were provided to the World Bank by the government agency, Agence Nationale Chargée de la Promotion et de l’Investissement des Grands Travaux (APIX, s.a.), charged with the larger environmental management and associated resettlement of the project. The Project has benefited from the preparation of these documents under the guidance of the World Bank for the Dakar Diamniadio Toll Road project. The documentation was publicly disclosed on the World Bank website, the final document being released on December 2, 2008. The documents relevant to IFC Project - which were prepared by the government of Senegal, were part of the World Bank’s assessment of the Dakar Diamniadio Toll Road project, and were reviewed by IFC - are:

In addition, IFC met with the SENAC project team at SENAC’s corporate offices in Dakar and reviewed the environmental and social procedures of the Sponsor. IFC also visited accessible sections of the Project route and the resettlement village site at Tivaouane Peul and met with the NGOs that have been commissioned by APIX to undertake consultation at grass roots level and assist Project affected people in preparing required documentation to be eligible for/access their entitlements. Furthermore, IFC met with APIX and AGETIP, who will be responsible for the construction of the resettlement village at Tivaouane Peul. Finally, IFC consulted with its World Bank colleagues and reviewed the information in the World Bank Project Appraisal Document, which can be accessed through this link:

The section of the highway from Malik Sy to Patte d’Oie is not part of the toll road concession and lies outside the Project. It is also not an associated facility because the Project will be fed by another ‘grande route’ that comes from the Léopold Sédar Senghor International Airport and connects with the VDN. The World Bank did review this section, from Malik Sy to Patte d’Oie, as part of its Dakar Diamniadio Toll Road project and is addressing some issues of unpaid compensation. IFC’s review did include those aspects of the restructuring of Pikine Irregular Sud (PIS) area that are intended as mitigation measures for the toll road dividing neighborhoods and their associated infrastructure and services.

Finally, IFC visited the already cleared staging site for construction of section 4, located near the southern end of Rufisque.
