Project Description

The project entails a combination of equity and loan investments in Lafarge’s operations in Iraq. These operations consist of a 2.7 million tons per annum (mtpa) cement plant in Bazian, Suleimanyah, and a 2.3 mtpa cement plant in Tasluja, Suleimanyah, leased from the Government .In addition, Lafarge is in the process of finalizing a lease agreement with the Government of Iraq to rehabilitate and operate a 1.8 mtpa cement plant near Karbala, Iraq. While the Bazian plant was recently built according to modern environmental standards and the Tasluja plant has been upgraded to fulfill national and IFC standards for environmental performance, the Karbala plant is in a deteriorated stage and will need substantial technical rehabilitation before it complies with national and IFC requirements. The rehabilitation of the Karbala plant is part of the project scope. As a result of the project there will be an increased supply of locally produced cement to meet Iraq’s needs for reconstruction while the current underutilized and poorly performing assets in Karbala will be upgraded to meet modern environmental and energy efficiency standards.

Overview of IFC's Scope of Review

IFC was involved in the planning of the Bazian Cement Plant when that project was initiated more than five years ago. At that time this included IFC specialists taking part in the scoping and review of the Bazian ESIA (Environmental and Social Impact Assessment) documentation, which was disclosed both locally and by IFC in 2005: http://www.ifc.org/ifcext/spiwebsite1.nsf/2bc34f011b50ff6e85256a550073ff1c/42549241aac3a227852576c10080ccc6?opendocument During the March 2010 project appraisal IFC specialists met with the project Sponsor (Lafarge is now the sponsor, while the initial Bazian Cement project was developed and implemented by Orascom Construction Industries (OCI)) in Jordan and at the Sponsor’s technical center in Cairo, Egypt and reviewed operational data for both the Bazian Cement plant and the closeby Tasluja Cement plant, which is also expected to be included in the current project. Further, IFC experts have reviewed available documentation for the Karbala Cement plant, which is not under the control of the Sponsor at this time but is expected to be included in the project during 2010. Field visits to the production facilities are also planned to take place prior to finalizing the investment agreements.
