Project Description

Typically, CWP develops new projects through a wholly or partially held subsidiary or a special purpose vehicle (“SPV”). However, CWP also through its subsidiary companies, is involved in EPC, construction and O&M of wind power projects for other wind power project developers. CWP has been awarded and is implementing the 8th Ganhekou Wind Farm (201MW) project. The 8th Ganhekou Project will be implemented by Gansu Guazhou Xiehe Wind Power Co. Ltd , a project SPV which is a subsidiary of CWP. IFC is proposing providing a loan the Project Company and is also considering an equity investment in CWP.

The 8th Ganhekou Project involves installation of 134 wind turbine generators (WTGs), resulting in a total rated output for the project of 201 MW. The turbines will be set in a 6-lines quincunx form (north-south as columns and east-west as rows), with a 9D row spacing and a 6D column spacing (D is the rotor diameter). The output voltage of the wind turbines is 690V, each of which will have a dedicated transformer to step up the voltage to 35 kV. The power from the WTGs will be collected/fed to a 330 kV substation mainly on 35kV overhead lines with cable connections where necessary. The 330 kV substation will be constructed by a third party but will also serve two other wind power projects. The power generated by this wind farm will be connected via 12 - 35kV loops to a 330kV step-up transformer station, after which the power will be connected as 1 loop 330kV to the proposed 750kV Transformer Station via a 6.9km underground line for integration into the regional Grid.

Additionally, the 8th Ganhekou Project will also include a monitoring center which will include buildings for auxiliary production and offices including a control room, a first power-distribution room, a secondary cabinet room, office rooms, a rest lounge, meeting rooms, operating rooms, a canteen, an oil warehouse, tool houses, spare parts warehouses and a garage. Underground reinforced steel concrete water pump station, fire-fighting water tank and living/domestic use water tank are proposed.

The 8th Ganhekou Project is located in Gobi desert, 56.5 km northwest of Guazhou County of Jiuquan, in the Gansu province, China. The Project is located in a flat desert area. The wind farm site is rectangular in shape 8 km long (north-south) and 5 km wide (east to west) with a total area of 40 km2. Within this total area, the project footprint will be 431,925 m2 of land for wind turbines, box-type transformers, monitor center, cables buried and permanent roads etc.

Overview of IFC's Scope of Review

Note on Disclosure: pursuant to paragraph 9 (d) of IFC’s Policy on Disclosure of Information, the disclosure of the project Company’s name was delayed because of risk of impacting market conditions. After the disbursement of the proposed IFC investment (or earlier, when the information pending disclosure is no longer commercially sensitive), a revised Environment and Social Review Summary (ESRS) and a revised Summary of Proposed Investment (SPI) was to be published containing all standard information typically made available through the ESRS and the SPI. Through this update, the Project Company name is being disclosed.
The China Wind Power Group Limited (the “CWP”) is a company whose core businesses include wind farm investment, and other activities in the wind power sector including construction and operation and maintenance of wind power projects. Further, CWP has been awarded and is implementing the 8th Ganhekou Wind Farm (201MW) project (the “8th Ganhekou Project”), which will be implemented by the Gansu Guazhou Xiehe Wind Power Co. Ltd (a Special Purpose Vehicle Company established by CWP (which is also referred to here as the “Project Company”). IFC is proposing providing a loan to the Project Company and is also considering an equity investment in CWP (the “Project”).
IFC’s review of this Project was focused on CWP’s: corporate social and environmental management systems; processes for social and environmental assessment and impact mitigation; community consultation and engagement; and labor and working conditions. In addition to the corporate social and environmental capacity, a project centered review of the identification and mitigation of social and environmental impacts on account of the 8th Ganhekou Project was also undertaken.

The review consisted of appraising technical, environmental and social information submitted by CWP and the Project Company including: Summary of Environmental Impact Assessment for the 8th Ganhekou Project and mitigation measures proposed; CWP’s HR Policy, employee agreement and labor contract; Safety Procedures for O&M; ISO 9001, ISO 14001 and GB/T 28001 certificate awarded to the construction subsidiary of CWP; technical due diligence report prepared by the Independent Engineer engaged by IFC; and other documents. The review also included a discussion with managers from the CWP corporate offices, the construction subsidiary of CWP and site project managers. Further, the review included visits to one of CWP’s operating wind power sites and also to the 8th Ganhekou Wind Farm project site.
