Project Description

The project sponsor is Dalkia, a French company and leading international owner and operator of DH assets in the world. Dalkia is 66% owned by Veolia Environment and 34% owned by EDF, a French national power company. Dalkia currently manages 11,600 energy facilities in 41 countries. This investment supports a new holding company Dalkia DH (“Dalkia” or “the Company”), expected to be established in France, using Dalkia’s existing DH investments in the Baltic states as a platform, for expansion into district heating ventures in Russia, Ukraine and other CIS countries. DH networks in the CIS region represent a very large capital investment, comparable in scale to that of the region’s power sector. Neglect of this capital stock has resulted in extensive water leakage, excess energy use and adverse environmental impacts. Capital expenditures are expected to be used for the refurbishment and rehabilitation of existing DH assets, combined heat and power plants, and heat only boilers. The investment proposed here directly addresses water conservation, energy efficiency and environmental improvement.

Overview of IFC's Scope of Review

IFC’s review of this project consisted of appraising the technical, environmental, health, safety and social information covering the Dalkia district heating (DH) business units in Lithuania, Estonia and Russia, submitted by the project sponsor and a field visit by IFC’s Social and Environmental Specialist in December 2009 to Dalkia’s existing DH operations in Vilnius (Lithuania), Tallinn (Estonia) and Slantsy (Russia). A number of discussions were held with the Company’s management and technical specialists and the records of their performance were reviewed. Additionally, IFC relied on independent environmental and social due diligence conducted by COWI on behalf of IFC in February 2010.
