Project Description

Graphique Industrie S.A. (“GI”, the “Company”) is a leading manufacturer of printed products in Mali including schoolbooks, notebooks, industrial packaging, posters and tickets. The proposed project will support:

- the expansion of the GI to take advantage of increasing demand; and
- modernize its machinery (i.e. offset printing machines and accessories, UV dryer, finishing machine, forklift etc) to increase efficiency and reduce costs.

Overview of IFC's Scope of Review

Graphique Industrie S.A has been the recipient of prior IFC financing, and has been subject to IFC supervision visits. The review of this project consisted of a review of the environmental and social questionnaire, interview with client, as well as environmental and social information gathered during a supervision site visit.

E & S Project Categorization and Applicable Standard

While all Performance Standards are applicable to this investment, IFC’s Environmental and Social (E&S) due diligence indicates that the investment will have impacts which must be managed in a manner consistent with the following Performance Standards:

- PS1: Social and Environmental Assessment and Management System;
- PS2: Labor and Working Conditions;
- PS3: Pollution Prevention and Abatement;

Issues relating to Community Health Safety and Security (PS4), Land Acquisition and Involuntary Resettlement (PS5), Biodiversity Conservation and Sustainable Natural Resource Management (PS6), Indigenous Peoples (PS7) and Cultural Heritage (PS8) have not been identified and are not expected as the GI plant is located in an urban area of Bamako with office buildings and other enterprises neighboring it.

This is a Category B project as the key environmental and social impacts from the printing activities are related to occupational health, fire safety, material storage and waste disposal. These impacts are limited and can be mitigated and/or avoided through specific measures in adherence to generally recognized performance standards, guidelines and development and implementation of an environmental and social management system. The project does not involve an expansion of the existing plant; the new machinery will be accommodated within the existing facility.

Environmental and Social Mitigation Measures

Graphique Industrie S.A. has presented information on its current practices and policies that address its E&S risks and impacts. In addition, it has agreed to undertake additional measures required to bridge the gap between current practices and requirements of host country laws and regulations, IFC’s Performance Standards on Social and Environmental Sustainability and environmental, health and safety guidelines. These specific measures are outlined below.

PS1: Social and Environmental Assessment and Management Systems:

Graphique Industrie S.A. (GI) is in the process of obtaining ISO 9001 certification, however at this stage it does not have a formal process to evaluate, monitor and report on the environmental and social impacts of its operation. Environment Health and Safety (EHS) and social management aspects are not well integrated into the organizational management systems. Monitoring and reporting of EHS and Human Resources issues will be reinforced by the identification of a person specifically responsible for monitoring activities and reporting to senior management. Senior management will systematically employ the information in order to improve performance and ensure consistent implementation of industry good or best practices. GI is required to put in place an environmental and social management system and nominate a staff that will be responsible for managing E&S issues at the facility.

PS 2: Labor and Working Conditions:

GI has 360 permanent employees and 141 temporary workers to bridge peaks in production. The temporary employees show up at the site and are hired on an as-needed basis without a work contract. GI has a Human Resource (HR) policy which is posted on the notice board and readily accessible to staff, minimum working age is 18 years old and employees can express their grievances to the HR personnel or the manager of the plant. The HR Policy will, be strengthened by specifically outlining the recruitment process, wages, promotions, freedom of association, grievance mechanism, and conditions of employment of temporary workers in line with host country laws and regulations and IFC Performance Standards. The revised HR Policy and procedures will be communicated to all permanent employees through each employment contract, which will clearly state terms of employment and working conditions as per national laws and regulations. Written documentation of the working relationship will be provided to all temporary prior to employment.

Some personal protective equipment (PPE) is provided, and workers have been observed to wear face masks in relevant working areas. GI will assess the need for further PPE and develop signage and procedures to ensure that PPE are worn as appropriate. Noise level appears to be at acceptable levels, one can carry on a normal conversation in working areas. GI records accidents that occur at the facility, however accident they don’t systematically analyze the cause of accidents. GI will undertake root cause analysis of accidents at the facility and put in place measures to prevent recurrence.

GI will ensure that material safety data sheets are maintained for all chemicals used and will put in place procedures to ensure that its chemical storage and handling methods are strengthened. Furthermore, GI will begin monitoring of workplace indoor air quality and temperature, particularly in areas of the plant where air circulation is lower, and ensure compliance with WBG/IFC guidelines. Following such monitoring, any necessary corrective actions will be implemented in order to reduce or eliminate health risks that may impact the workforce.

GI will assess its fire risk and report to IFC on any corrective actions for improvements consistent with best practice. Furthermore, GI will implement corrective actions should the report show this to be necessary to meet local or IFC requirements. Fire extinguishers are located in all areas of the plant and offices; however smoke detectors should be installed in relevant areas of the plant and fire exits and signs should be clearly visible. Fire drills should be undertaken at least on an annual basis and trained fire wardens appointed. The company will continue to engage the local public firefighting force in ongoing fire safety maintenance and training.

PS3: Pollution Prevention and Abatement:

Chemicals used by GI are mainly water-based printing inks, paper glues, alcohol and photo development solutions. Waste oil from machine parts and generator is approximately 100 liters per year and is sent to a local garage for reuse.

Effluents generated at the at the facility are sanitary which goes into GI’s own septic tanks (emptied twice a year by a private company); storm water and process water from washing parts, which goes through the municipal storm drain.

Liquid waste mainly consists of the washings from printing rolls and the total daily water consumption of the facility is around 100 liters per day. 12.5% of the water use in the facility is supplied by the municipal water system and the remaining 87.5% is supplied by a borehole, which is shared with a real estate management company owned by the sponsor and located across the street. The municipal water is used for drinking and cooking purposes, whilst water from the borehole is used for washing machine parts, cleaning and sanitary purposes.

The equipment and machinery are electrically driven and powered by power from the local grid. Backup power is supplied by the indoor generator (630 kVA), which is diesel-fuelled and has an annual run time of approximately 60 hrs. GI will ensure that the generator is properly maintained so that its emissions are maintained in accordance with manufacturer’s specifications.

Solid waste consists of metal and plastic ink containers, which are not punctured (most are reused as flower pots at the sponsor’s different sites and others are incinerated); metals scraps, plastic wraps, cardboard, wood used for packaging materials, plastic and printing film. Paper waste from production is transported and burnt off site by a transport company. The sponsor will separate its waste and identify local recycling opportunities to the extent possible.

IFC supports its clients in addressing environmental and social issues arising from their business activities by requiring its real sector clients to set up and administer appropriate grievance mechanisms and/or procedures to address complaints from Affected Communities in relation to environmental and social issues arising from IFC's clients' business activities. Since 2012, IFC's Financial Intermediary clients applying the Performance Standards are required to develop External Communications Mechanisms to receive and review inquiries or complaints from any interested party regarding the E&S risks and impacts of their operations.

For IFC projects that are active or under consideration, individual(s), or their authorized representative(s), who allege they have been or will be adversely affected by E&S risks or impacts arising from IFC's clients' business activities, may submit a complaint to IFC directly for consideration. When receiving an E&S complaint, IFC engages with complainants and works with its clients to find solutions to E&S concerns as quickly and efficiently as possible.

IFC complaint response is separate from and complementary to IFC’s clients’ project level grievance mechanisms and IFC’s Independent Accountability Mechanism (CAO). Lodging a complaint directly with IFC does not, at any time, restrict access to CAO.

Affected communities have unrestricted access to the Compliance Advisor Ombudsman (CAO), the independent accountability mechanism for IFC and MIGA. CAO facilitates the resolution of complaints related to IFC and MIGA projects and sub-projects, undertakes reviews of IFC’s and MIGA’s environmental and social compliance, fosters public accountability for their commitments, and enhances the environmental and social performance of IFC and MIGA.

Independent of IFC and MIGA management and reporting directly to the IFC and MIGA Boards of Executive Directors, CAO helps resolve issues raised about the environmental and social impacts of projects through a neutral, collaborative, problem-solving approach via its Dispute Resolution function. It also reviews IFC’s and MIGA’s compliance with environmental and social policies, assesses related harm, and recommends remedial actions through its Compliance function. Additionally, CAO provides advice to IFC, MIGA, and their Boards to enhance environmental and social sustainability performance and minimize the risk of harm.

Complaints may relate to environmental and social harm regarding any aspect of the planning, implementation, or impact of a project or sub-project, and can be made by any individual, group, community, entity, or other party affected or likely to be affected by the environmental or social impacts of an IFC- or MIGA-financed business activity.
