Project Description

Antea Cement (the company), part of the Titan Group of Greece, proposes to construct a 3,300 tpd clinker production facility, capable of producing a total of 1.50 Million tons cement per year near Fushe Kruje, a city north of Tirana in Albania. The facility will be funded by its main shareholders Titan Group, together with IFC and EBRD as minority shareholders. The project area is located North of Tirana in the municipality of Picrraga, in the vicinity of the communities of Burizane, Picrraga and Brett. Neither the project nor quarry sites are inhabited, but cover some areas traditionally used by some local herb collectors as well as patches of grazing areas.

Project preparation, with core drillings to ensure the full understanding of the raw material reserves has been carried out, and the project is now preparing for groundbreaking for the main plant and its access roads in the early spring of 2008. Quarry preparation will follow approximately one year later. The dates in the Environmental and Social Action Plans are based on this expected timing.

Overview of IFC's Scope of Review

IFC specialists have visited the Antea (Antea or project) plant and quarry sites, as well as the surrounding areas. The project documentation prepared by Antea and its consultants has also been reviewed and discussed in detail with the company and its consultants. An IFC representative has also met with relevant local authorities. Based on the project descriptions and area surveillance, an action plan has been agreed to ensure the projects continued performance in compliance with European Union standards and IFC’s Performance Standards and environmental, health and safety guidelines.

Meetings with project affected people and other external stakeholders have been part of the process in drafting the ESIA (Environmental and Social Impact Assessment) and the SCP (Social Compensation Plan) Framework. More details on the stakeholder engagement through the ESIA process can be found in section 10 of the ESIA. IFC will be present at additional ESIA and SCP public consultation meetings during the week of March 31, 2008.

E & S Project Categorization and Applicable Standard

While all Performance Standards (PS) are applicable to this investment, IFC’s environmental and social due diligence indicates that the investment will have impacts which must be managed in a manner consistent with the following Performance Standards:

- PS1: Social and Environmental Assessment and Management Systems with respect to the company’s management of its environmental, health and safety performance in the construction and operation of all facilities; compliance with national and local requirements; and its engagement with local communities regarding environmental, health and safety performance.

- PS2: Labor and Working Conditions with regard to transparent and fair utilization of labor as well as safe and healthy working conditions, including subcontractors.

- PS3: Pollution Prevention and Abatement with regard to emissions to air and water arising from transport of raw materials including fuel, cement manufacturing and quarrying operations, energy efficiency and possible use of alternative fuels, and issues related to the large number of trucks and drivers servicing the facilities.

- PS4: Community Health, Safety and Security with respect to emissions control, quarry operations including quarry management and closure, management of community safety in relation to transportation of raw materials, inputs and product, and control of communicable diseases.

- PS5: Land Acquisition and Involuntary Resettlement in respect of the need for land acquisition for the project and its infrastructure.

- PS6: Biodiversity Conservation and Sustainable Natural Resource Management to ensure that no endangered species or critical habitats will be negatively influenced.

- PS8: Cultural Heritage – ESIA studies found no significant cultural heritage within the project footprint. However, the pilgrimage site of Boke e Kuge and the cemetery of Thumana are present in the area close to the new access road.

The following Performance Standard was screened out during the due diligence process:

- PS7: Indigenous People - none were identified within the project affected area.

The Antea Project requires significant land acquisition which will result in economic displacement of some local inhabitants of the project affected areas and associated conversion of herbal collection and agricultural land to industrial usage in a valley area with little industrial tradition. Some species of flora and fauna found in the broad project area are of conservation concern in Albanian and on the “least concern” category of the IUCN Red List. The project has been classified as a “Category A” project according to IFC’s Environmental and Social Review Procedure because this land acquisition impact is considered to be “significant, adverse and largely irreversible”. Antea will implement measures to address the potential environmental and social impacts of the Project and to ensure that the Project will, upon implementation of the specific agreed measures, comply with all environmental and social requirements (Albanian laws and regulations and the IFC environment and social policies and the IFC environmental, health and safety guidelines). Information about how these potential impacts will be addressed by Antea is summarized below and in the Action Plan agreed with the client.

Environmental and Social Mitigation Measures

Antea has presented plans to address the environmental and social impacts to ensure that the project will, upon implementation of the specific agreed mitigation measures, comply with Albanian laws and regulations, European Union standards, IFC’s Policy and Performance Standards on Social and Environmental Sustainability and IFC’s applicable Environmental, Health and Safety Guidelines. The information about how these potential impacts will be addressed by the project is summarized in the paragraphs that follow.

As part of the project preparation Antea considered alternative locations within Albania. The main potential alternative to the chosen location was a limestone and flysch reserve near Torovice. This location was finally rejected due to the environmental sensitivity of the local habitat and issues associated with local infrastructure and longer material transport.

- PS1: Social and Environmental Assessment and Management Systems

Antea is a new company and does therefore not currently have a fully developed Environmental and Social Management System (ESMS). The Company has in its initial planning phase relied partly on senior expertise from its parent company Titan of Greece, which is a well known cement manufacturing company and a member of the Cement Sustainability Initiative (CSI) under the World Business Council for Sustainable Development (WBCSD), and on advice from experienced international consultants. The senior experts from Titan and the consultants have prepared the needed planning and documentation to implement the project in accordance with good international practice. During the implementation period Antea will continue to rely on the combination of Titan senior expertise and the contracted expertise, while building up its own organizational capacity.

The social and environmental assessment work carried out to date has resulted in a good understanding of the basic risks and mitigation measures needed for a project of this size and complexity. This includes the development of a full Environmental and Social Impact Assessment (ESIA), including Environmental and Social Management Plan (ESMP), and a Social Compensation Plan Framework (SCPF). These plans are summarized in the following sections, according to their relevance for the specific Performance Standards.

An engagement plan covering the initial stages of the ESIA can be found on the Titan web site:

The public consultation and disclosure plan developed by Antea is an on-going process, which has begun during the ESIA stage and will continue throughout construction and operation phases. Initial public consultations were carried out to finalize the social baseline study (April-August 2007) for the ESIA. Additional public consultation will be carried out during March 2008 in order to finalize the SCP (Social Compensation Plan) (ESAP #16). The full ESIA and SCP will also be publicly accessible at the Antea webpage once it becomes available (expected April-May 2008).

Antea will, in accordance with the plans, establish an environmental and social management system (ESMS) to ensure ongoing compliance with the environmental, health and safety and social measures and to meet Albanian legal requirements and requirements of investors as the project develops and becomes operational. Antea will also present quarry reclamation plans, in accordance with IFC Environmental, Health and Safety guidelines for new quarries before quarry operations commence. IFC and EBRD will require that Antea’s internal organization be established to comply with the principle of good ESMS practices as reflected in ISO and OHSAS norms. The ESMS will cover all Environmental, Health and Safety and Social policies, procedures and management plans; as well as management plans and performance reports of contractors. A monitoring plan to ensure these commitments are fulfilled in due time will be part of the investment documentation.

A connection to the national power grid will be needed. It is anticipated that the connection will be to an existing high voltage power line passing from the north of the country and going to Tirana. This line passes approximately two kilometers from the plant in a direction that is not expected to require the passing of areas with potential for endangered flora. An assessment of this line’s right-of-way impact will be carried out and disclosed locally ahead of its construction. All mitigation measures identified in the assessment to ensure minimization of environmental and social impacts will be implemented.

As part of their commitment to ensure sustainability of their operations, Antea will hire a full time social expert with experience in the country and on resettlement impacts and community engagement and development (ESAP #4). This expert will have a direct reporting line to the general manager of the plant. A social baseline for the area of influence was defined as part of the ESIA. This baseline will be used as a reference to assess the results of the Social Compensation Plan and to develop the Community Engagement and Development Plan (ESAP #20).

- PS2: Labor and Working Conditions

Antea is developing a greenfield project and currently employs mostly senior employees as well as contractors. Albanian labor laws are relatively strong and no inconsistencies were identified in relation to this Performance Standard at this early project development stage. Antea has agreed to incorporate the requirements of PS2 into its Human Resources Department once established. A monitoring plan to ensure these commitments are fulfilled in due time will be part of the investment documentation.

Following Titan’s corporate human resources policy and as part of the ESMS, Antea will develop a Human Resources policy and procedures in accordance with national regulations and IFC’s Performance Standard 2 (ESAP #3). The Human Resources policy and procedures will specifically include provisions on non-discrimination and equal opportunity, wages and benefits, disciplinary practices, grievance mechanism and adequate working and living conditions. These procedures will be communicated to all employees in an appropriate manner.

Local hiring:

Local hiring is an important consideration for Antea in order to enhance the benefits for local communities. Antea will include local hiring provisions as part of their Human Resources Policy. In the framework of ANTEA’s Corporate Social Responsibility strategy, training and capacity building programs will be provided in order to enhance local hires the appropriate skills to meet ANTEA employment standards. Training and capacity building programs will not only target unskilled workers, but also semi-skilled and skilled positions. During the consultation process Antea will clearly state the number of potential jobs for unskilled workers. This will avoid raising expectations that cannot be met.

Contractors and Sub-contractors:

Antea has developed a Code of Conduct that outlines the labor and working conditions requirements that it requires third parties to meet. This Code of Conduct will be included in all contracts provided to third parties, including the Chinese main contractor for the project (ESAP #15). Antea will ensure that contracted companies are reputable and legal entities. Antea will develop a supervision and monitoring plan to ensure that all contractors are in compliance with the defined Code of Conduct. Should any contractor breach the requirements stated in the Code of Conduct or any legal requirement, Antea will ensure corrective actions are implemented to mitigate any non-compliance and can sanction or remove the contractor from the project.

Migrant workers and Construction camps:

The construction works will be built by CBMI, a Chinese contractor with worldwide experience of cement plant construction. CBMI hires all its workers from China and it is expected that around 700 workers will be working at Antea during the construction phase. As part of the contract with CBMI, Antea has included a Code of Conduct and specific language referring to compliance with national labor law, ILO conventions and IFC Performance Standard 2. Terms of employment will be in accordance of national regulations and the requirements under PS2. The proposed construction camp location will minimize any additional environmental, health & safety, and social impact of the project. Living conditions will be as stated in the guidance provided by IFC/EBRD and all solid waste and wastewater generated in the camp will be managed in accordance with Albanian regulations and IFC/EBRD guidelines. Antea will develop supervision and monitoring plan to ensure CBMI is in compliance with all requirements stated in PS2. As stated in the ESAP, a Labor Audit will be undertaken 3 months after beginning of the construction phase and any corrective actions will need to be implemented. Further audits might be required depending on the study findings.

- PS3: Pollution Prevention and Abatement

The proposed plant design has low energy consumption, good emission controls with continuous monitoring of key pollutant emissions (particulate, nitrogen oxides, and sulfur dioxide), discharge of waste water treated to comply with the Albanian regulations and IFC guidelines, and no significant amount of solid or hazardous production waste, except for broken cement bags, canteen, office and laboratory waste, and maintenance wastes (used refractory bricks, lubricants, etc).

The energy efficiency of the kiln operation will result in a highly efficient performance at 750 kcal/kg clinker. Furthermore, flysch and gypsum will be used to lower the requirement of clinker in the final cement. With the average content of clinker in the cement being 78% and the remaining 22% being additives; the final CO2 emissions from a production of up to 1.50 million tons of cement per year will be 975,000 tons CO2. This is equivalent to 650 kg CO2 per tons of cement on average. The fuel source will initially be coal, as no other fuel source is reliably available. Later it might be possible to consider alternative fuels, but these sources are not available at this time.

Particulate emissions will be controlled at the quarrying sites and in the general material handling systems by designs requiring minimal material drops during handling, fully enclosed conveying systems with bag filters installed at all transfer points. Water based dust suppression will be used where evacuation and filtration systems are not practical, such as the road transport within the quarry operations, where no crushing will take place and a water curtain at the crusher feeding chute at the plant area. At the cement plant all operations will be fully equipped with particulate emission control systems. These systems will be based on bag filters and recycling of the captured materials to the feed stock for the kiln. All filters will be designed for maximum emissions of 30 mg particulate/Nm3. This is in accordance with the IFC guidelines and the local requirements.

Sulfur dioxide emissions will be low, as the alkaline conditions in the kiln will result in the absorption of the majority of the sulfur entering the systems either through the raw materials or the fuel. The sulfur dioxide emissions will be kept below the local requirements and the IFC guidelines value of 400 mg/Nm3.

Formation of nitrogen oxides is caused by fuel burning at high temperatures in the kiln. To minimize the formation of nitrogen oxides the kiln will use advanced burning principles, including the usage of low-NOx burners, which by controlling the flame shape is able to ensure a relative low core flame temperature. By applying these techniques the NOx emissions will be kept below the 600 mg/Nm3, as stipulated in the IFC guidelines.

A detailed study of the potential impacts of the airborne pollutants on the ambient air quality has been carried out. The outcome of the modeling in the study has been compared to European Union air quality criteria and World Health Organization guidelines for acceptable pollution levels. The latest version of the US EPA atmospheric dispersion model AERMOD, an internationally recognized advanced air dispersion model was used together with four years of meteorological data for the simulations. The model takes account for the buildings and the local terrain. The later is important for this project, due to the steep and hilly terrain in which the project is located. The assessment focused on the location of local residential areas (sensitive receptors), and the wider surrounding area was also modeled. It was concluded that at all sensitive receptors, the maximum change in sulfur dioxide, carbon monoxide, particulate matter and annual average of nitrogen dioxide concentrations due to plant operation are a small fraction of the relevant air quality criteria, and future air quality will remain well within these criteria. The emission of nitrogen dioxide has the highest impact among the emitted pollutants, and in the areas of Picrraga (Popai) the plant might contribute up to 25% of the criterion. Due to the very good existing background air quality in this rural location, it is concluded that when the plant is in operation the air quality will be well within the EU limits and the WHO guidelines specified for the protection of human health.

The process used at the project is based on dry technology and the water needs will therefore be limited. Ground water is the preferred source for water in Albania, and the data available for the project area indicate that the locally available ground water resources far exceed the requirements by the project. A sewage treatment plant will be constructed to cater for the waste water produced by the plant and the colony to be established to house foreign construction workers. This sewage treatment plant will treat the waste water to comply with IFC’s guidelines, and the water will thereafter be used for greenbelt irrigation or released to one of the local recipients to be defined as part of the treatment plant design.

The solid and hazardous waste can either be sold (used refractory bricks) or handled by authorized waste handlers. It is also possible that the plant, after due approval procedure will be able to use its spent lubricants in the fuel cycle of the kiln. Ordinary domestic waste (including broken cement bags) will be disposed in approved local landfill operations based on agreement with the local authorities.

A detailed quarry reclamation plan will be kept current during the lifetime of the project. The plan will include the contouring of the quarry landscape, to be developed as part of the quarry operation, and the need for collection, management and reapplication of the original overburden to ensure the appropriate media for the re-vegetation. The reclamation will be carried out progressively, allowing for the gradual re-vegetation of mined out areas. The principle for the selection of the species for the re-vegetation will include due consideration for inclusion of locally or regionally endangered species. This is further described under PS6 below, and is illustrated in two files attached to this document

IFC and EBRD has proposed to include a waste-heat-to-power generating facility, which would be able to produce up to approximately 6 MW of electricity from captured waste heat from the kiln. The effect of installing such units will be a public grid electricity saving equivalent to (58 kg CO2/MWh * 6 MW * 7,500 hrs/yr) = 2,600 tons CO2 per year. Antea will install such a power generation facility should it be shown to be financially and economically viable and has local authority approval. (ESAP item #13).

- PS4: Community Health, Safety and Security

Community Health:

Health and safety impacts on nearby communities are an important consideration for Antea. These impacts due to increase in transport and traffic are assessed in the ESIA and mitigation measures are identified. Although Antea will improve the road infrastructure in the project area, a considerable increase in noise, vibration and traffic due to the transport to and from the plant is expected. One of the impacts related to this is the probability of and increase in accidents. Antea will develop a plan to prevent any negative impact and will ensure that all transport companies follow specific guidelines ensuring safety and security of the community. Antea has proactively liaised with local health authorities to monitor any increase in traffic accidents or health problems related to dust and/or vibration. Antea will also ensure that adequate parking, sanitary and catering facilities are available for the number of drivers expected to be at the plant.

The Chinese contractor, CBMI, will hire during the project construction phase approximately 700 Chinese migrant workers at any given time. Other projects in the area have also used Chinese migrant workers in the past and no incident between Chinese workers and community has been reported. No records are available on the health impacts on the community due to the influx of these workers to the area. Antea has demonstrated a proactive approach and is engaging with the local and national health authorities to develop and undertake preventive health awareness campaigns for communicable diseases which might affect the community and/or migrant workers.

Security Personnel Requirements:

Armed security personnel will be present at the project site. Antea will ensure that all security personnel follow specific guidelines based on the UK voluntary principles on security. Antea will ensure good international practices in terms of implementation of code of conduct, training, equipment and monitoring of security personnel.

- PS5: Land Acquisition and Involuntary Resettlement

Land for the plant site, lime and flysch quarry areas is state land under the Ministry of Environment & Forest and Kruja Municipality tenure. A lease agreement which allows the right of utilization of these 224.6 hectares of state owned land for a period of 99 years was agreed between the Ministry of Economy, Trade and Energy and Antea.

Approximately another 5 hectares of land will be used for reconstruction and improvement of the link road from Thumana to the plant. Most of these lands are under an agreement between the Commune of Thumana and Antea.

Land will also be acquired in the near future for the new road from the flysch quarry to the plant. Most of this land is controlled by the Municipality of Kruja and approximately 3% is privately owned. All new land acquisition processes will be in line with IFC Performance Standard 5.

The ESIA identifies 4 categories of stakeholders affected by the project. The livelihood of these households will be impacted due to economic displacement as follows:

Loss of the use of lands loss or reduced access to state land previously used for rural activities and as a result suffers a loss of income. These include:

- All year herb collection activities on communal areas now acquired by the project;
- Large scale grazing of sheep and or goats on communal areas now acquired by the project ;
- Lime producers whose land may be acquired by the project.

These impacts were identified during the ESIA process and Antea has compiled a Social Compensation Plan Framework (SCPF attached) which addresses the economic displacement due to land acquisition and establishes the compensation process in accordance with IFC’s requirements.

This SCPF outlines the objectives of the final SCP, defines a project affected person (PAP) and eligibility for possible compensatory measures, identifies the compensation and mitigation measures, the organization responsible for the implementation of the plan, and the monitoring and evaluation plan. Monitoring and evaluation of the SCP will be achieved through a set of specific indicators aimed at measuring livelihood restoration and enhancement. A project completion audit of the SCP will be conducted and SCP will only be considered complete after PAPs’ livelihoods are restored and all alternative sources of income are sustainable. The compensation and mitigation measures proposed for consultation include:

- training on specific skills for potential new employment opportunities;
- capacity building for self-employment opportunities; and
- monetary compensation.

The SCPF will be launched in March 2008 and after a consultation process with all relevant stakeholders will be finalized by April 2008. This final Social Compensation Plan (SCP) will contain a full baseline of the socio-economic characteristics of the project affected people; define compensation packages depending on PAP profile; identify clear implementation activities; timetable; responsibilities and budget.

Regular meetings will be conducted with an established liaison committee, which will include representatives of the PAP’s, local authorities and Antea. This process has the objective of closely monitoring implementation of the SCP and effectiveness of the actions implemented. All meetings will be properly documented.

- PS6: Biodiversity Conservation and Sustainable Natural Resource Management

The project area is characterized by dramatic, deforested ridge lines with areas of soil erosion and scrub cover. Lower areas are typically used for agriculture, while the hilly areas are used for grazing until the point where the slopes become too steep. The actual project footprint area is open scrub land, which has been partly used for grazing, hunting, gathering of herbs and as a source for wood for fuel. The vegetation is low and in parts completely absent. A detailed ecological study has been carried out of the project area with the help of an animal identification specialist from the international consultant and a plant identification specialist from Tirana University. Hereby information describing the flora and the vegetation composition, abundance, cover, and other relevant ecological information of the area has been collected. The ecological study covers both the plant and quarry areas, and a buffer area around the plant and mining area.

Whilst the Burizane area is ecologically diverse the habitat is not unique in Albania. Similar habitats and species are found elsewhere in the region. Nevertheless a range of quite species-rich habitats are represented at the plant and quarry location, as well as along the access road. The field studies did not reveal significant differences in fauna at the individual areas for the project, but the flysch (clay) area appears more diverse than the limestone area, which is entering a final and severe stage of degradation with soil erosion taking place.

There are no protected habitats within the proposed project area nor are there any critical habitats as defined by IFC’s Performance Standard 6. There are though some plant, reptiles and amphibians found at or near the project sites that are of conservation concern and are on the Albanian and IUCN Red List, these species are widespread at a national and/or European level. The reptiles and amphibians that are on the IUCN Red List are in the “least concern” category, while the plants are not on the IUCN Red List at all. To remediate any damage that could be done during the project development it is agreed that seedling collection and vegetation preparation for the quarry reclamation has to include national endangered species, and these species will be actively promoted in the rehabilitation vegetation.

- PS8: Cultural Heritage

No archaeological remains, which have scientific, cultural, public, economic, ethnic or historic significance, were found in the area.

However the pilgrimage site of Boke e Kuge and the cemetery of Thumana are present in the area close to the new access road. In order to mitigate any negative impact the new road be designed to have a buffer zone between the road and the pilgrimage site.. A chance-find-protocol will be prepared to ensure appropriate action, should the construction excavations or the future quarry operations reveal any historic remains.

Stakeholder Engagement

As detailed under Performance Standard 1, Antea has developed a comprehensive public consultation and development plan (PCDP) designed in accordance with Albanian regulations and international good practice (including IFC’s Performance Standards). The consultation process began during the drafting of the ESIA in mid 2006 and has included meetings with local authorities and representatives and project affected people. The process covering the initial stages of consultation for drafting the ESIA can be found on the Titan web site (http://www.Titan-cement.com). The PCDP also contemplates engagement as an on-going process throughout all the stages of the project from planning, construction, operational to decommissioning. Throughout the consultation process stakeholder have been identified in relation to the impacts generated from any of the project components.

A feedback and concerns management mechanism has been implemented and issues and concerns raised were considered in drafting the ESIA. After the completion of the ESIA in March 2008, Antea will be responsible for continuously monitoring feedback and concerns and take appropriate action. In addition to this mechanism people can provide written concerns to their community representative, which will be discussed with the local authorities and Antea.

The final round of public disclosure and consultation will be held in March, once the ESIA and the SCP Framework are finalized, and all relevant documents (ESIA, PCDP, SCP Framework, ESRS, and ESAP) have been released locally. The information contained in these documents will be disclosed in the local language and accessible to all project affected people and communities as well as to the Albanian Authorities. This consultation process will be conducted by the new social expert hired by Antea. In order to ensure project affected people are included in the process, consultation meetings will be held in Picrrage, Brett, Burizana and Thumana. Provisions are established to ensure that consultations are easily accessible; inclusive of men and women; culturally appropriate; respectful of communities’ decision-making procedures; free of external coercion; and that the information is accurate, relevant and understandable (in Albanian) and provided in a timely manner.

IFC supports its clients in addressing environmental and social issues arising from their business activities by requiring its real sector clients to set up and administer appropriate grievance mechanisms and/or procedures to address complaints from Affected Communities in relation to environmental and social issues arising from IFC's clients' business activities. Since 2012, IFC's Financial Intermediary clients applying the Performance Standards are required to develop External Communications Mechanisms to receive and review inquiries or complaints from any interested party regarding the E&S risks and impacts of their operations.

For IFC projects that are active or under consideration, individual(s), or their authorized representative(s), who allege they have been or will be adversely affected by E&S risks or impacts arising from IFC's clients' business activities, may submit a complaint to IFC directly for consideration. When receiving an E&S complaint, IFC engages with complainants and works with its clients to find solutions to E&S concerns as quickly and efficiently as possible.

IFC complaint response is separate from and complementary to IFC’s clients’ project level grievance mechanisms and IFC’s Independent Accountability Mechanism (CAO). Lodging a complaint directly with IFC does not, at any time, restrict access to CAO.

Affected communities have unrestricted access to the Compliance Advisor Ombudsman (CAO), the independent accountability mechanism for IFC and MIGA. CAO facilitates the resolution of complaints related to IFC and MIGA projects and sub-projects, undertakes reviews of IFC’s and MIGA’s environmental and social compliance, fosters public accountability for their commitments, and enhances the environmental and social performance of IFC and MIGA.

Independent of IFC and MIGA management and reporting directly to the IFC and MIGA Boards of Executive Directors, CAO helps resolve issues raised about the environmental and social impacts of projects through a neutral, collaborative, problem-solving approach via its Dispute Resolution function. It also reviews IFC’s and MIGA’s compliance with environmental and social policies, assesses related harm, and recommends remedial actions through its Compliance function. Additionally, CAO provides advice to IFC, MIGA, and their Boards to enhance environmental and social sustainability performance and minimize the risk of harm.

Complaints may relate to environmental and social harm regarding any aspect of the planning, implementation, or impact of a project or sub-project, and can be made by any individual, group, community, entity, or other party affected or likely to be affected by the environmental or social impacts of an IFC- or MIGA-financed business activity.
