Project Description

Tourism Promotion Services (Pakistan) Limited (TPSP) is a subsidiary of The Aga Khan Fund for Economic Development (AKFED). TPSP owns and operates a network of six hotels throughout Pakistan under Serena brand name. With a cost of US$75 million, TPSP will develop:

- additional 213-room hotel building as an extension to the existing Islamabad Serena Hotel which would double its capacity along with ancillary services; and
- an office building of approx 230,000 square feet, rentable space etc.

Islamabad Serena Hotel is considered the best in the city due to its superior quality, service standards and location. The project will address rising demand for accommodation and office space driven largely by the increase in corporate activity and the economic growth of the country.

Overview of IFC's Scope of Review

IFC’s review consisted of :

- a site visit to the TPSP’s Islamabad Serena Hotel (ISH) property and an inspection of the extension project construction;
- a site visit to the company’s Faisalabad Serena Hotel property;
- detailed discussions with the company’s Chief Engineer, who is responsible for the environmental and life and fire safety management systems for all TPSP properties;
- detailed discussions with TPSP’s general manager of the extension project regarding the development of the greenfield site and planned environmental and live and fires safety management systems;
- detailed discussions with the company’s Environmental Consultant regarding the environmental monitoring systems in place at ISH and the performance of those systems; and
- review of the ISH environmental monitoring report and the ISH extension project EIA report.

E & S Project Categorization and Applicable Standard

This project is being reviewed as a Direct Investment according to IFC’s Social and Environmental Sustainability Policy. The preliminary review of project information expected the following Performance Standards to be applicable:

PS1: Social and Environmental Assessment and Management Systems
PS2: Labor and Working Conditions
PS3: Pollution Prevention and Abatement
PS 4: Community Health, Safety and Security

PS 5: Land Acquisition and Involuntary Resettlement

The findings of the of the physical appraisal indicate that PS 5 is not applicable (see below) and confirms that PS 6, 7 and 8 are not applicable to this project.

This is a category B project according to IFC''s Procedure for Environmental and Social Review of Projects because a limited number of specific environmental and social impacts may result that can be avoided or mitigated by adhering to generally recognized performance standards, guidelines, or design criteria.

TPS Pakistan is an environmentally and socially responsible hotel operator with a history of more than 20 years in Pakistan. The company maintains integrated systems for the management of environmental performance, human resources, occupational health and safety, and life and fire safety in each of its five properties. These systems are compatible with the requirements of IFC’s applicable Performance Standards, and the company’s operations are compliant with all applicable IFC industry guidelines.

The greenfield expansion site of the company’s Islamabad Serena Hotel was acquired through auction from the Islamabad Capital Development Authority (CDA), which has managed the development of the city according to a master plan developed at the time of the capital’s in the early 1960s. No physical or economic displacement of people has resulted from the expansion project nor is there any impact on biodiversity or cultural heritage.

The expansion project has been designed in accordance with international standards for structural engineering, electro-mechanical outfitting and life and fire safety that meets IFC’s requirements. The development of the greenfield site is being undertaken by experienced, reputable contractors under direct supervision of TPSP management in accordance with national environmental and Islamabad CDA requirements. Satisfactory controls are in place to manage construction traffic, noise, dust as well as fair and safe working conditions.

Environmental and Social Mitigation Measures

The sponsor has presented plans to address these impacts to ensure that the proposed project will upon implementation of the specific agreed measures, comply with the environmental and social requirements - the host country laws and regulations and the World Bank/IFC environment and social policies and the environmental, health and safety guidelines. The information about how these potential impacts will be addressed by the sponsor/project is summarized in the paragraphs that follow.

Social and Environmental Assessment and Management Systems. IFC’s assessment considered the Company’s management of its environmental, health and safety performance in the establishment and operation of its facilities; compliance with national and local permitting requirements; and its engagement with local communities regarding environmental, health and safety performance and corporate social responsibility.

- Environmental & Social Assessment:

An environmental impact assessment (EIA) of the expansion project was prepared by a qualified independent consultant using standard EIA methodology in accordance with national and international environmental assessment guidelines. The EIA evaluated the project according to the environmental assessment requirements of Pakistan Environmental Protection Act, 1997. The project is an Extension of the existing ISH for which an EIA was carried out and approval granted by the Pakistan Environmental Protection Agency (Pak-EPA) in 1999.

The EIA considered construction impacts and their mitigation as well as the impact of operations, including water and wastewater management, solid waste management, energy consumption and emissions to the atmosphere, and socio economic impacts. Detailed environmental management plans, inclusive of recommended mitigation measures, are included in the EIA documentation covering both construction and operation phases of the expansion project.

- Management Program:

TPSP operates six high-end hotels and inns in Pakistan: the Islamabad Serena Hotel (ISH) – 197 rooms; the Faisalabad Serena Hotel (FSH) – 144 rooms; the Gilgit Serena – 43 rooms; the Hunza Baltit Inn – 20 rooms; the Quetta Serena – 144 rooms; and the Swat Serena – 45 rooms.

The environmental management of the ISH, the newest of the Serena properties in Pakistan, is the most sophisticated of all Serena hotels. The building infrastructure of ISH is operated under an computerized building management system (BMS). The BMS software regulates heating, ventilation and air conditioning (HVAC) systems of the hotel, hot water boilers, air handling units and fire fighting. The BMS provides for efficient regulation of energy consumption, both natural gas and electricity, throughout the hotel guest rooms, restaurants, function rooms as well as all back-of-the- house operations. ISH Chief Engineer and General Manager review computer generated summary monitoring reports on resource consumption on a monthly basis. The Chief Engineer also supervises a program of regular inspection of all electro-mechanical systems as part of routine operations and maintenance.

On completion of construction, the ISH Extension physical plant will be integrated into the environmental and O&M management system described above.

The facilities management systems of the other five hotels are not computerized but are governed by established operations and maintenance procedures that share the same resource efficiency objectives as that of the ISH.

-Organization:

The ISH Chief Engineer supervises staff of 60 in-house engineers, technicians and maintenance workers, as well as Coordinates with the designated Chief Engineers for each of the other five TPSP hotels The Chief Engineer is responsible for ensuring a consistent and high standard of operations and maintenance of all environmental, occupation, life and fire safety systems in all Serena facilities. He periodically visits each facility to confirm the integrity of these systems in consultation with the resident Chief Engineer.

The TPSP Project Manager has overall responsibility for the construction of the Extension project, including the compliance of construction contractors to applicable local environmental, health and safety requirements. Per the recommendation of the ISH Extension Project EIA, TPSP has engaged an Environmental Management Officer (EMO) on a consultancy basis to monitor and report on the environmental compliance of the construction contractor and liaise with the environmental authorities.

-Training:

Routine training is provided to all engineering and housekeeping staff in all facilities for the operation and maintenance of systems for maximum efficiency and resource utilization. Training is supervised by the resident Chief Engineer of each hotel. In addition, the Human Resources Department of each Serena hotel conducts regular training programs for all operations staff that includes safe work habits, handling emergency situations, handling and management of hazardous substances (e.g. dry cleaning solvent) and food handling.

- Corporate Social Responsibility:

Each Serena hotel, through its Serena Environmental Society, sponsors community-oriented projects such as solid waste clean-up projects in collaboration with school groups, environmental awareness and tree planting campaigns, and demonstration of in-house environmental systems to visiting professional groups. The Faisalabad Serena has won awards from the national chapter of the World Wildlife Fund for such activities and the Quetta Serena has been awarded a succession of achievement awards from Green Globe, a worldwide environmental benchmarking and certification program for the travel and tourism industry. TPSP, Islamabad Serena and all other TPSP hotels have contributed funds and in-kind resources to the Government of Pakistan’s earthquake relief program.

-Monitoring & Reporting:

TPSP complies with the Pak-EPA Self-Monitoring and Reporting System (SMART), which makes industry owners and operators responsible for systematic monitoring and reporting of their environmental performance as committed to in their EIA Management Plans. ISH submitted its first biennial Environmental Compliance Report in June 2006, reporting on its environmental management system, its resource conservation and waste management, its air and wastewater emissions and its control of traffic congestion. On completion of the Extension project, ISH will consolidate the performance of the existing and new facilities into a single report. The report is prepared by the consultant EMO.

Internally, the resident Chief Engineers of each Serena hotel prepares summary of operation and maintenance reports on all electrical and mechanical systems on a monthly basis.

-Human resources and working conditions:

IFC’s assessment considered the company’s operations with regard to fair, safe and healthy working conditions in construction and operation of facilities. TPSP implements a comprehensive Human Resources policy that governs the terms of employment and working conditions at all Serena facilities include procedures for hiring, probation, training, performance review, promotion, insurance, salary and compensation, resignation, lay-off and firing, leave and vacation, and retirement, which is consistent with the national labor laws. All the employees are apprised of the HR policy on employment and provided with an Employee HR policy handbook. All employees are provided an annual performance-based appraisal by the management of the hotel with which they are employed, which determines incremental pay increases and promotion. A formal grievance procedure exists for employees to resolve differences with management.

- Workers’ Organization and Equal Opportunity:

TPSP does not restrict collectively bargaining by employees. There is a high demand for trained personnel in the hospitality industry in Pakistan, especially at the five-star level. As such, TPSP’s pay scale, benefits packages, training opportunities and opportunities for employee advancement are very competitive. Moreover, TPSP management promotes a high degree of employee loyalty – employee turnover rates (+/- 10%) are very low by industry standards.

TPSP is an equal opportunity employer. All the hiring and promotion is merit-based. The management of each hotel has made a determined effort to increase the number of female staff. Women currently account for approximately 6% of total staff in all Serena hotels.

- Occupational Health and Safety:

TPSP maintains a uniform system of occupational health and safety in the operations of each Serena hotel. Employees in each operational unit (e.g., engineering, kitchen, laundry, housekeeping, maintenance, gardening, etc.) are provided regular refresher training in health and safety procedures relevant to their specific duties. Back-of-the-house housekeeping is of very high standard, lighting and ventilation adequate and all staff wear Personal Protective Equipment as their duties require. Accident reports are submitted by each operating department to HR on a regular basis and action as required. The rate of lost time accidents per man hours worked is negligible throughout the entire Serena hotel operations.

The contractor responsible for the construction of the ISH Extension have provided the largely migrant labor force with adequate on-site accommodations including housing, toilets, showers and a canteen. However, the contractor fails to enforce an appropriate OHS on the construction site. During a site visit, no single worker was wearing any item of standard PPE including hard hats, work boots, coveralls, goggles and gloves. No barriers had been erected on open, elevated concrete slabs to protect laborers from falls (see photo). The TPSP project management has repeatedly warned the contractor to improve on-site worker safety but there is scant evidence of contractor compliance.

Pollution Prevention and Abatement. IFC’s assessment considered the company’s operations regard to efforts to optimize resource inputs, including energy efficiency and waste minimization practices as well as the storage, handling hazardous materials used in the construction and operations of facilities. Systems for the efficient management of resources and waste minimization are most advanced at ISH, which is the newest of the Serena hotels. The operations of the ISH Extension will be integrated into these systems.

- Pollution Prevention and Resource Conservation:

Water:

ISH and the Extension project have been provided a dedicated water supply by CDA. Water is distributed in the hotel after filtration and UV treatment. To conserve energy, water is passed through boilers and heat exchangers and then distributed to the engineering systems, laundry and as hot water supply to guest rooms. The use of soft water in the laundry also helps in reducing the amount of detergent load in the effluent. This soft water is then passed through two activated carbon filters to removes color, odor and organics while the second filter removes turbidity and suspended solids from the water. Following filtration, water is UV sterilized and is then supplied to kitchen and guest rooms for consumption. Post-treatment water quality is monitored on monthly basis by taking samples in sterilized bottles from the underground tanks and from any of the taps in the hotel. The samples are sent to the Public Health Laboratories at National Institute of Health.

All other Serena hotels employ a similar water filtration system, but not UV treatment; and regular monitoring of water quality. UV treatment has been considered as part of a proposed expansion of the Serena Faisalabad expansion in the future.

ISH water conservation measures include: all toilets are fitted with vacuumed pressure flush valves for efficient use of water by quick pressurized flushing with a small quantity of water; all guest and staff showers are fitted with high-pressure, water saving heads; indoor and outdoor ornamental water bodies are fitted with circulating pumps to minimize the water usage in ISH; and hotel gardens and lawns are watered with sprinklers for efficient use of water to avoid over-irrigation.

Water consumption is monitored on a daily basis and tracked from month to month. ISH launched its Environment Friendly Participation Programme (EFPP) in 2005 to encourage water and energy conservation among guests and customers. All the guest rooms are provided with literature and “Eco-facts” cards are placed at dressing tables and in bath rooms. The EFPP has shown tangible impacts on water and power consumption as well as cost savings. For example, the EFPP has saved 137,000 liters of water used for washing bed sheets, pillow covers and towels in the guest rooms in the last five months. The EFPP has been initiated in all Serena hotels.

Energy:

A power supply line of 1500 kV from Islamabad Electricity Supply Company (IESCO) is the main source of electric power at ISH. Two German Duets Efficient Fuel Injection diesel power generators of 1060 kV each provide 100% backup power in case of supply failure or interruption. Power supply from the grid is reliable and generator logs indicated infrequent use (+/- 300 hrs per year). Generators are tested daily. The Faisalabad, Quetta and Swat hotels have similarly reliable electricity supply. However, the hotels in Gilgit and Hunza hotels are situated in remote areas and are more dependent on diesel generators for a regular supply of power.

All Serena hotels use compact fluorescent bulbs in all guest rooms and public areas, and the ISH employs the Vingcard system in all guest rooms to cut the power supply when a room is vacant. Plans call for an installation of this system in the Faisalabad and Quetta Serena hotels.

Liquid Effluent:

All ISH wastewater is discharged to the CDA municipal sewer system. The effluent from three waste water sumps in ISH is monitored for pH, temperature, TSS, TDS, COD, BOD and for traces of oil and grease in the effluent. Samples are tested by the Institute of Environmental Science and Engineering of the National University of Science and Technology. Kitchen wastewater is collected in a sump fitted with steam jets to dissolve the oil and grease and discharged to the municipal sewer. Wastewater from the engineering plant is also stored in an underground sump for settling. The ISH sewer main is cleaned every three moths by pressurized flushing of sludge to avoid any clogging of the main.

The Serena hotels in Faisalabad, Quetta and Swat discharge wastewater to their respective municipal systems while the hotels in Gilgit and Hunza discharge to septic tank that, in turn, discharges to a main drain.

Air Emissions:

The ISH HVAC system utilizes thermally activated absorption chiller technology for air conditioning and refrigeration, eliminating an air compression system dependent on CFC-based gases as refrigerants. The air-conditioning system at ISH is closed circuit, free from any gas and circulates the water chilled by lithium bromide. The capital expansion plans of both the Faisalabad and Quetta Serena hotels includes a conversion from existing reciprocating chillers that utilize HFC 134a refrigerants to absorption chiller technology. The Swat, Gilgit and Hunza hotels have limited requirements for air conditioning so a similar conversion would not be cost effective. Nevertheless, the Serena management is attentive to the need to phase out the use of any refrigerants that considered ozone depleting substances as consistent with Pakistan’s accession to the Montreal Protocol.

The diesel power generators at ISH are based on environment-friendly Efficient Fuel Injection (EFI) technology. Therefore, emissions from power generators are negligible and further reduced due to very limited use, not more than 15 minutes a day for testing and in emergency power supply failure. In addition, electrical air fresheners with butane and propane propellants are free of ozone depleting substances.

The Housekeeping Department at existing ISH already generates an environmental savings report every month that accounts for saving on use of detergents, water, and electricity.

Solid Waste:

All solid waste generated by ISH operations are collected by authorized contractors for either recycling or disposal in the CDA landfill. ISH has taken the following in-house measures for collection and short-term storage. Dry waste is segregated by type (paper, glass aluminum). Food waste is stored in a refrigerated chamber to retard smell, decomposition and access by scavengers. A private waste collection contractor purchases the dry solid waste, cleans the garbage room and washes the chilled chamber of the garbage room twice daily.

The system of solid waste disposal is economically self-sustained as the amount received from selling dry solid waste is more than double the amount paid to contractor for collecting wet solid waste

A similar system of solid waste management is being developed for the Faisalabad Serena. At all other Serena hotels, solid waste is disposed in government approved landfills by local contractors.

Hazardous Materials:

Small quantities of hazardous materials are used in all Serena hotels, including dry cleaning fluids, calcium hypochlorite used in the laundry and for swimming pool disinfection, and fuel oil for the backup generators are adequately managed. Responsible operations and maintenance staff are trained in the storage, handling and disposal of materials and instruction/warning signage is clearly displaced in the relevant work areas.

Pesticide Use and Management:

Chemical pesticides are periodically applied to control infestation of pests in guestrooms, kitchen and food storage areas, and in both interior and exterior public areas. Chemical pesticides and herbicides are also applied in landscaping. Serena hotels subcontract pest management and landscaping services to experienced contractors whose staff are trained in the safe handling and appropriate application of chemical compounds. No WHO restricted or banned pesticides are used in any Serena property.

Community Health Safety and Security. IFC’s assessment considered the Company’s operations with regard to the impacts of the construction and operations of facilities, including: movement of vehicles to and from construction sites, operation of construction equipment, containment of dust, noise and other nuisance factors; and control of public access to construction sites.

Construction and Operation Impacts:

The ISH Extension project is neither located in the prohibited land use zone of Islamabad nor is it located in an ecologically sensitive area rather it is compatible with existing land use zoning plan of CDA. The project site is not located on any of the main roads nor in a densely populated locality, therefore, it is unlikely that construction will create any nuisance for general public. The project’s geotechnical investigations indicated that the soil structure at the project location is suitable for the proposed construction load. Integrated hydro-geological and geo-electrical studies for groundwater investigations at the project site revealed a low-yield aquifer and indicated the water table at a depth of 35 meters. Thus the project will not occupy an area having potential for high yield groundwater development.

At the operation stage, the environmental impacts of the hotel are restricted to public nuisance as a result of occasional traffic jams. The mitigation to occasionally encountered traffic issues near existing ISH are addressed in the design of Extension project that includes a re-routing of existing access roads to minimize traffic congestion.

Food Safety:

Serena Hotels do not subscribe to an internationally recognized food safety regime such as HACCP. Rather, Serena has developed its own standards for food storage, handling, preparation and disposal of food waste based on best practice in the hotel industry and its long experience in managing food services. This system is uniformly implemented in all Serena hotels and periodically inspected by the TPSP operations management.

Life and Fire Safety:

Life and Fire Safety (L&FS) systems in all Serena hotels have been installed and are serviced by a National Fire Protection Association (NFPA)-certified contractor Haseen Habeeb Corporation (http://www.firechief.com.pk). The multi-storied ISH is outfitted with sprinklers, dedicated fire-fighting water supply system, smoke alarms in all guest rooms and public areas linked to a monitoring center, fire extinguishers, emergency lighting and signage. Apart from sprinkler systems, the five other Serena hotels have similar emergency response and fire fighting infrastructure and systems (all are ground plus one structures). In addition to regular inspections of operating systems by the service contractor, house engineering staff inspect all fire detection and control systems on a fortnightly basis.

TPSP has provided IFC with certification from qualified L&FS specialists that the building structure as well as the fire fighting and electro-mechanical systems of the ISH Extension project have been designed in accordance with NFPA codes. As such, IFC will waive the requirement of its December 2002 L&FS Guidelines for an L&FS Master Plan but will require an audit of the structure at the time of commissioning.

Earthquake Protection:

The ISH Extension structures are also designed in accordance with the ICBO Uniform Building Code, guidelines of the American Concrete Institute, guidelines of the Islamabad CDA and standards developed by the Serena Group itself for Peak Ground Acceleration to withstand the seismic forces and for safe egress of occupants in case of an earthquake. The Structural Engineers of the project have certified the project’s design for Structural Stability

Security Personnel:

ISH hotel security is provided by a well established contractor that provides security services for many embassies and multinational companies in Pakistan. Security operations are supervised by a dedicated member of ISH management. Security operations are periodically monitored by foreign embassies and the central government as ISH is the preferred venue for many official functions and visiting heads of state to Pakistan.

Land Acquisition and Resettlement:

IFC’s assessment considered the company’s operations with regard to the potential displacement of occupants and/or users of land acquired for the construction of facilities. TPSP acquired the site of the ISH Extension by public auction from the Islamabad Capital Development Authority, which has managed the development of the city according to a master plan developed at the time of the capital’s establishment in the early 1960s. The site was unoccupied and undeveloped for any public or commercial purpose. Most of the development surrounding the site consists of government hostels and public buildings. There is no ecological, cultural or historical significance associated with the project site or its surroundings.

Therefore, the findings of the of the physical appraisal indicate that there are no impacts related to PS 5 and confirms the preliminary view that there are no impacts related to PS 6: Biodiversity Conservation and Sustainable Natural Resource Management; PS 7: Indigenous Peoples and PS 8: Cultural Heritage

Stakeholder Engagement

TPSP has followed the guidelines of the Pak-EPA in the disclosure of project information and public consultation regarding the expansion project. A notice of a public hearing for the ISH Extension Project was published in the national dailies on January 8, 2007 announcing the location of the EIA for review (Pak-EPA Library in Islamabad) and inviting all interested and affected parties to:
- submit comments to Pak-EPA, and
- participate in a public meeting to discuss the project at the ISH on February 8, 2007. This announcement has also been posted to the Pak-EPA website (www.environment.gov.pk).

For IFC projects that are active or under consideration, individual(s), or their authorized representative(s), who allege they have been or will be adversely affected by E&S risks or impacts arising from IFC's clients' business activities, may submit a complaint to IFC directly for consideration. IFC complaint response is separate from and complementary to IFC’s clients’ project level grievance mechanisms and IFC’s Independent Accountability Mechanism (CAO). Lodging a complaint directly with IFC does not, at any time, restrict access to CAO.

Affected communities have unrestricted access to the Compliance Advisor Ombudsman (CAO), the independent accountability mechanism for IFC and MIGA. CAO facilitates the resolution of complaints related to IFC and MIGA projects and sub-projects, undertakes reviews of IFC’s and MIGA’s environmental and social compliance, fosters public accountability for their commitments, and enhances the environmental and social performance of IFC and MIGA.

Independent of IFC and MIGA management and reporting directly to the IFC and MIGA Boards of Executive Directors, CAO helps resolve issues raised about the environmental and social impacts of projects through a neutral, collaborative, problem-solving approach via its Dispute Resolution function. It also reviews IFC’s and MIGA’s compliance with environmental and social policies, assesses related harm, and recommends remedial actions through its Compliance function. Additionally, CAO provides advice to IFC, MIGA, and their Boards to enhance environmental and social sustainability performance and minimize the risk of harm.

Complaints may relate to environmental and social harm regarding any aspect of the planning, implementation, or impact of a project or sub-project, and can be made by any individual, group, community, entity, or other party affected or likely to be affected by the environmental or social impacts of an IFC- or MIGA-financed business activity.

This Environmental and Social Review Summary (ESRS) is prepared by IFC to disclose its findings and recommendations related to environmental and social considerations regarding potential investments. Its purpose is to enhance the transparency of IFC's activities. For any project documentation or data included or attached herein, whether prepared by the project sponsor or otherwise, authorization has been given for public release by the project sponsor. IFC considers that this ESRS is of adequate quality for release to the public, but has not necessarily independently verified all of the project information therein.
It is distributed in advance of IFC Board of Directors' consideration and may be periodically updated thereafter. Board dates are estimates only and this document should not be construed as presuming the outcome of the Board Directors’ decision.
