1. This project involves establishment of a high quality co-educational private primary school in Kampala targeting middle and upper income Ugandans. The school will cater for 660 day scholar students with a curriculum leading to the Uganda Primary Leaving Certificate of Education. The school will also establish a scholarship fund for under privileged children from rural areas. The sponsors currently operate the Kabojja Secondary School (founded in 1997), which is a boarding school with current enrollment of 796 students. The sponsors were encouraged to establish the Junior School by parents of the Secondary School as it will act as a feeder to the Secondary School.

2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of the project consisted of appraising technical and environmental information submitted by the project sponsor and the review of an independent Environmental Audit (EA) dated May 1999 completed by the sponsor’s consultants. The following potential environmental, health and safety impacts of the project were analyzed:

· Land acquisition;
· Traffic Volumes;
· Liquid effluent treatment and disposal;
· Solid waste disposal;
· Water and power supply;
· CFCs and PCBs;
· Onsite emergency health care;
· Housekeeping; and
· Fire protection.

The information provided by Kabojja about how each of these potential impacts will be addressed in the development of the proposed project is summarized in the paragraphs that follow.

3. Land Acquisition: The property was originally developed as a residential building with 10 units by a private developer. The sponsor purchased the property and structures from a local bank; at the time of purchase the site was void of any dwellings, structures or signs of economic/leisure activity.

4. Sewage and Effluent Treatment: The site is connected to a municipal sewer line which is in turn connected to the city treatment works at Bugolobi. The National Water and Sewerage Corporation have confirmed that they have adequate capacity to handle the school’s discharges.

5. Solid Waste: All solid waste (domestic in nature – kitchens, wastepaper etc.) is disposed of in Kampala City Council skips from where the municipal authorities dispose of the waste at the city landfill at Kitezi.

6. Water and Power Supply: Water will be supplied by the city mains, the sponsor will test water supplies on a monthly basis at the Government Chemist and Laboratory, Wandegeya, Kampala to ensure water quality meets WHO standards. Power is supplied from the national grid, all cooking is electric and gas powered. The sponsor has confirmed they operate no boilers and have no fuel storage tanks; if fuel storage is later installed it will be equipped with secondary containment structures.

7. PCBs and CFCs: The sponsor has committed that no new or used PCB or CFC based equipment will be installed as part of the project.

8. Fire Safety: See Attachment 1.

9. General Safety, Training, Emergency Response: All employees will undergo regular medical check-ups and students will also be required to provide evidence of good health. A full time nurse will be on duty at the school and a doctor will be on call at all times. In case of emergencies the nearest hospital is 1km away. The school is also a member of Africa Air and Rescue (a private health insurance and emergency health care company). kitchen staff will have more detailed examinations. Kitchen areas, toilets, and student changing areas will be regularly cleaned to ensure a hygienic and safe environment.

10. Traffic Volumes: The EA report indicated that there had been concerns raised by some local residents over construction of a school in a predominantly residential area (although a hotel and club is located adjacent to the school). The complaints focussed on the issue of noise and added traffic. To address resident’s concerns the sponsor convened meetings in which the local government and resident participated. As a result of these meetings and concerns raised by the community, the Kampala City Council approved the development of the school subject to: widening of roads near the school to improve traffic flow; establishment of a parking area on the open space near Kitante Hill School; establishment of a one way street along Windsor Crescent (by the City Council); and completion of an EIA. The EA met the condition of completing an EIA and the other conditions have been addressed by the sponsor as follows:

(a) instead of road widening the school agreed, as required by the City Council, to ensure that the school opens at 7:30am and closes at 4:30pm, before rush hour commences. This means that during peak traffic flows the children have already be dropped at or picked up from school thus impacts of added flows are minimal;

(b) Windsor Crescent has been made a one way street; and

(c) a parking area has been established on Council land at Kitante Hill and the hotel/club has also been provided with additional parking.

11. This ERS will be made available at the Kampala City Council offices in the English and Luganda languages. Availability of the ERS at this location will be announced in English and Luganda language newspapers.

12. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that Kabojja’s proposed project will meet World Bank environmental, health and safety policies and guidelines and host country requirements.

13. IFC will monitor ongoing compliance with World Bank environmental, health and safety policies and guidelines during the lifetime of the project by evaluating reports submitted annually to IFC by Kabojja and by conducting periodic supervision.



Appendix 1:

EXISTING EDUCATIONAL OCCUPANCIES

General Requirements

The occupant load for determining egress requirements of individual lecture rooms, cafeteria used for assembly purposes by more than 50 persons shall be as follows:-

Occupant Load

a) An assembly area of concentrated use, without fixed seats, such as an auditorium, place of worship, dance floor: one person per 7 net sq ft (0.65 net sq. m.).

b) An assembly area of concentrated use, such as a conference room, dining room, exhibit room, gymnasium, or lounge: one person per 15 net sq ft. (1.4 net sq. m.).

Means of Egress Requirements

General

Means of egress shall be in accordance with a continuous and unobstructed way of travel from any point in a building or structure to a public way consisting of three separate and distinctive parts:-

a) the exit access
b) the exit , and
c) the exit discharge

Panic Hardware or Fire Exit Hardware

Any required exit door subject to use by 100 or more persons shall be permitted to be provided with a latch or lock only if it is panic hardware or fire exit hardware complying with :-

a) Panic hardware and fire exit hardware consisting of door-latching assembly incorporating a device that releases the latch upon the application of a force in the direction of egress travel. Fire exit hardware additionally provides fire protection where used as part of a fire door assembly.

b) Where the door is required to be equiped with panic or fire exit hardware, such releasing device shall:

i) Consist of bars or panels, the actuating portion of which extends across at least one half of the width of the door leaf, at least 30 in. (76 cm) and not more than 44 in. (112 cm) above the floor; and
ii) Cause the door latch to release when a force that shall not be required to exceed 15 lbf (67 N) is applied – this should enable young school going children to open the door.

c) Only approved panic hardware shall be used on doors that are not fire doors. Only approved fire exit hardware shall be used on fire doors.

d) Required panic hardware and fire exit hardware shall not be equipped with any locking device, set screw, or other arrangement that prevents the release of the latch when pressure is applied to the releasing device. Devices that hold the latch in the retracted position shall be prohibited on fire exit hardware.


Stairs and Smokeproof Enclosures

A smokeproof enclosure shall consist of a continuous stair enclosed from the highest point to the lowest point by barriers having 2-hr fire resistance ratings. Where a vestibule is used, it shall be within the 2-hr rated enclosure and shall be considered part of the smokeproof enclosure.

Smokeproof enclosures using natural ventilation shall comply with the following:

a) A smokeproof enclosure shall consist of a continuous stair enclosed from the highest point to the lowest point by barriers having 2-hr fire resistance ratings. Where a vestibule (lobby) is used, it shall be within the 2-hr rated enclosure and shall be considered part of the smokeproof enclosure.

b) Where access to the stair is by means of an open exterior balcony, the door assembly to the stair shall have a 1 ½-hr fire protection rating and shall be self-closing or shall be automatic-closing by actuation of a smoke detector. Openings adjacent to such exterior balconies shall be protected as follows:-

i) All openings below an outside stair shall be protected with an assembly having a ¾ hr fire protection rating (a) where located in a court, the smallest dimension of which is not more than 1/3 its height, or (b) where located in an alcove having a width not more than 1/3 its height and a depth more than ¼ its height.

ii) Every vestibule shall have a minimum net area of 16 sq ft (1.5 sq. m.) of opening in an exterior wall facing an exterior court, yard or public space at least 20 ft (6.1 m) in width.

iii) Every vestibule shall have a minimum dimension of at least the required width of the corridor leading to it and a minimum dimension of 72 in. (183 cm) in the direction of travel.

iv) Every vestibule shall have a minimum net area of 16 sq ft (1.5 sq. m.) of opening in an exterior wall facing an exterior court, yard or public space at least 20 ft (6.1 m) in width.


Fire Escape Ladders

Fire escape ladders complying with the following shall be permitted:-

a) Access to unoccupied roof spaces as fire escape stairs shall extend to the roof in all cases where the roof is subject to occupancy or provides an area of safe refuge.

b) A second means of egress shall be in accordance with a continuous and unobstructed way of travel from any point in a building or structure to a public way consisting of three separate and distinctive parts:-

c)
a) the exit access
b) the exit , and
c) the exit discharge

d) A means of egress from towers and elevated platforms around machinery (e.g. power generating sets) or similar spaces subject to occupancy by no more than three persons all capable of using the ladder; or

e) A secondary means of egress from boiler rooms or similar spaces subject to occupancy by no more than three persons all capable of using the ladder; or

f) Access to the ground from the lowest balcony or landing of a
fire escape stair for very small buildings where approved by the authority having jurisdiction.

Minimum Corridor Width

a) Exit access corridors shall be not less that 6 ft (1.8 m) clear width.

a) Drinking fountains or other equipment, fixed or movable, shall not be placed so as to obstruct the required minimum 6 ft (1.8 m) corridor width.

Arrangement of Means of Egress

Every room or space with a capacity of more than 50 persons or an area of more than 1000 sq. ft (93 sq. m) shall have at least two exit access doorways as remotely located from each other as practicable. Such doorways shall provide access to separate exits but, where egress is through corridors they shall be permitted to open upon a common corridor leading to separate exists located in opposite directions.


Emergency lighting

Emergency lighting shall be provided in the following areas:

a) Interior stairs and corridors
b) Normally occupied spaces (exception to administrative areas, general classrooms, and mechanical rooms and storage areas)
c) Flexible and open plan buildings
d) Interior or windowless portions of buildings
e) Tuck-shops and laboratories

Marking of Means of Egress

Exits shall be marked by an approved sign readily visible from any direction or exit access.

Windows for Rescue and Ventilation

Every room or space greater than 250 sq. ft (23.2 sq. m) used for classroom or other educational purposes or normally subject to student occupancy shall have at least one outside window for emergency rescue and ventilation. Such window shall be openable from the inside without the use of tools and shall provide a clear opening of not less than 20 in. (51 cm) in width, 24 in. (61 cm) in height, and 5.7 sq. ft (0.53 sq. m.) in area. The bottom of the opening shall be not more than 44 in. (112 cm) above the floor. The clear opening shall permit a rectangular solid, with a minimum width and height that provides the required 5.7 sq. ft (0.53 sq. m.) opening and a minimum depth of 20 in. (51 cm), to pass fully through the opening.

Protection of Vertical Openings

Any vertical opening shall be enclosed or protected. Every floor that separates stories in a building shall have been constructed as a smoke barrier to provide a basic degree of compartmentation.

Protection from Hazards

Rooms or spaces for the storage, processing, or use of materials specified below shall be protected in accordance with the following: -

a) Separation from the remainder of the building by fire barriers having a fire resistance rating of not less than 1 hour or protection of such rooms by automatic extinguisher systems:-

i) Boiler and furnace rooms (exception to rooms enclosing only air-handling equipment).

ii) Rooms or spaces used for the storage of combustible supplies in quantities deemed hazardous by the authority having jurisdiction.

iii) Rooms or spaces used for the storage of hazardous materials or flammable or combustible liquids in quantities deemed hazardous by recognized standards (e.g. for laboratories).

iv) Janitor closets.

Exceptions:-
a) Janitor closets protected by automatic sprinklers shall be permitted to have doors with ventilating louvres.
b) Separation from the remainder of the building by fire barriers having a fire resistance rating of not less than 1 hour and protection of such rooms by automatic extinguishing systems as follows:-

1) Laundries;
2) Maintenance shops, including woodworking and painting areas;
3) Rooms or spaces used for processing or use of hazardous materials or flammable or combustible liquids in quantities deemed hazardous by recognized standards.
4) Where automatic extinguishing is used to meet the requirements of this section, the protection shall be permitted in accordance with sprinkler piping serving not more than six sprinklers for any isolated hazardous area shall be permitted to be connected directly to a domestic water supply system having a capacity sufficient to provide 0.15 gpm/sq. ft (6.1 l/min/sq. m) of floor area throughout the entire enclosed area. An indicating shut-off valve shall be installed in an accessible location between the sprinklers and the connection to the domestic water supply.

Interior Finish

This includes interior and ceiling finish and interior floor finish. This means the exposed interior surfaces or buildings including, but not limited to fixed or movable walls and partitions, columns, and ceiling. Interior floor finish means the exposed floor surfaces of buildings including coverings that might be applied over a normal finished floor or stair, including risers.

Classification of interior finish materials shall be in accordance with tests made under conditions simulating actual installations, provided that the authority having jurisdiction shall be permitted to establish the classification of any material on which a rating by standard test is not available.


Extinguishment Requirements

Wherever student occupancy occurs below the storey of exit discharge, every portion of such floor shall be protected throughout by an approved, automatic sprinkler installed. Where student occupancy does not occur on floors below the storey of exit discharge, such floors shall be separated from the rest of the building by 1hour fire resistance-rated construction or shall be protected throughout by an approved, automatic sprinkler system installed.

BUILDING SERVICES

Utilities shall comply with the following provisions: -

a) Equipment utilizing gas and related gas piping shall be installed in accordance with NFPA 58.
b) Electrical wiring and equipment installed in accordance with NFPA 70.
c) Emergency generators, where required for compliance shall be tested and maintained in accordance with NFPA 110.
d) Stored electrical energy systems shall be maintained in accordance with NFPA 111.

OPERATING FEATURES

Furnishings and Decorations

Clothing and personal effects shall not be stored in corridors except: -

a) corridors protected by an automatic sprinkler system.
b) Corridor areas protected by a smoke detection system.
c) Storage in metal lockers, provided the required egress width is maintained.

Child-Prepared Artwork

Child-prepared artwork and teaching materials shall be permitted to be attached directly to the walls and shall not exceed 20 percent of the wall area.

Unvented Fuel-Fired Heating Equipment

Unvented fuel-fired heating equipment shall be prohibited in educational occupancies.

Environmental and Social Mitigation Measures

Broad Community Support
