Project Description
The Saltillo project is to design, construct, own and operate a 250 MW natural gas-fired, combined cycle power plant, and the construction of a 2 km pipeline. The project site, an easily accessible 15 ha suburban site, is located near the Municipality of Saltillo, Coahuila, about 15 km from the City of Arizpe, Mexico. The site is about 200 km from the US-Mexico border. The required land for the power plant and associated pipeline was acquired by Comision Federal de Electricidad (CFE) for the Proyect Company.
This is an environmental review category A project. Environmental and social issues associated with this project include: air emissions and air quality impacts, noise from plant operation, water supply and availability, liquid effluents, construction of associated facilities (gas pipeline, transmission line, etc.), fire protection and emergency response, general workplace safety, and economic dislocation caused by land acquisition for the power plant or associated facilities.
The EIA and its Executive Summary for Saltillo have been released locally as well as at the World Bank InfoShop on August 25, 1999. The EAP was prepared and included the EIA Executive Summary. It include preparation of a detailed Environmental Management Manual, appointment of Environmental Officer, implementation of environmental mitigation measures, and various environmental monitoring programs including continuous stack emission monitoring, continuous ambient air quality monitoring at three stations, and noise and wastewater monitoring.
