IFC requires that this document is made available through the World Bank InfoShop and to the locally affected community no less than 30 days prior to project consideration by the IFC Board of Directors. The Summary of Project Information (SPI) also provides details of where the ERS has been made available to the locally affected community. The SPI must be sent to World Bank InfoShop no less than 30 days prior to project consideration by the IFC Board of Directors.

This is a Category B project according to IFC’s Procedure for Environmental and Social Review of Projects because a limited number of specific environmental and social impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental /social information submitted by the project sponsor. The following potential environment, health and safety and social impacts of the projects were analyzed. - New Site Selection - Health and safety management - Emissions to air and water - Solid waste management - Hazardous materials management

The sponsor has presented plans to address these impacts to ensure that the proposed project will upon implementation of the specific agreed measures, comply with the environmental and social requirements - the host country laws and regulations and the World Bank/IFC environment and social policies and the environmental, health and safety guidelines. The information about how these potential impacts will be addressed by the sponsor/project is summarized in the paragraphs that follow. - New Site Selection All new premises will be opened in established industrial areas: there will be no resettlement associated with development of Turbo Tech’s new premises. - Health and safety management Turbo Tech, as a precision engineering company recruits trained and experienced staff who are accustomed to working in a factory environment. Training is provided in the safe operation of machine tools, safe behavior in a manufacturing environment, and how to deal with fire, electrical and medical emergencies. First aid training is provided to selected staff, and emergency medical supplies are available. All moving equipment has safety guards. Protective footwear and safety glasses are provided to staff and use of this protective equipment will be enforced. Ear defenders will be provided for staff (such as commissioning engineers) who work in a noisy environment. Fire extinguishers and hoses will be provided for fire fighting, and training given in their use. An emergency response plan will be developed for all new premises to be occupied by TurboTech. - Emissions to air and water Emissions to air occur from a small standby diesel generator and will occur from a proposed boiler to be used for turbine testing. The boiler will be specified, and fuel chosen to ensure that emissions of NOx, particulates and SO2 meet local and IFC requirements. If annual boiler operating hours exceed 500, air emissions will be monitored to ensure continued compliance with IFC and local requirements. Although some emissions will occur from TurboTech’s manufacturing facilities, use of the ECT by TurboTech’s customers will reduce overall emissions to air of combustion products since cogeneration with the ECT will improve industry’s overall efficiency primary energy use. Emissions to water occur will from domestic uses and from the turbine test cooling facility. Low flow taps and toilets will be selected to minimize water use. All effluent is discharged to the municipal sewer for further treatment. - Solid waste management It is anticipated that machining will annually generate some 3 tonnes of ferrous chips and swarf. This waste will be collected and sold to scrap dealers for recycling. - Hazardous materials management Oil for the generator and boiler will be stored in over-ground tanks provided with secondary containment walls. Other materials such as lubricants and cutting fluids will be stored in dedicated areas also with spill containment. Hazardous wastes such as spent lubricants and cutting fluid will be disposed to a specialist contractor for recycling.

This ERS comprises the full environmental and social documentation prepared for the project.

Accordingly, IFC concludes that the proposed project will meet the applicable World Bank/IFC environment and social policies and the environmental, health and safety guidelines upon successful implementation of the agreed mitigation measures.

IFC will evaluate the project's compliance with the applicable environmental and social requirements during the lifetime of the project by reviewing the annual monitoring reports (AMRs) prepared for the project covering ongoing performance of project-specific environmental, health and safety and social activities as reflected in the results of periodic and quantitative sampling and measuring programs. Periodic site supervision visits will also be conducted.
