IFC requires that this document is made available through the World Bank InfoShop and to the locally affected community no less than 30 days prior to project consideration by the IFC Board of Directors. The Summary of Project Information (SPI) also provides details of where the ERS has been made available to the locally affected community. The SPI must also be sent to World Bank InfoShop no less than 30 days prior to project consideration by the IFC Board of Directors.

This is a Category B project according to IFC’s Procedure for Environmental and Social Review of Projects because a limited number of specific environmental and social impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical, environmental, health and safety, and social/community information submitted by the project sponsor as well as site visits to Yuce’s new facilities and to the facilities in downtown Ankara. The following potential environment, health and safety (EHS), and social/community impacts of the projects were analyzed: - The compliance of Yuce’s facilities with Turkish and IFC EHS requirements; - The commitment of Yuce to quality and to performance; and - Social and community issues and involvement.

The sponsor, Yuce, has presented plans to address these impacts to ensure that the proposed project will comply with the environmental, health and safety (EHS), and social/community requirements of Turkey as well as IFC’s environmental and social policies and the environmental, health and safety guidelines. Information about how these potential impacts will be addressed by the sponsor/project is summarized in the paragraphs that follow. - Compliance with Turkish and IFC EHS requirements Yuce has very detailed emergency response procedures which are designed to cover all possible events (e.g. fire, earthquake). Drills with staff and students are held on regular intervals and with the involvement of the local authorities. Yuce has recently appointed a new Safety Manager who has extensive experience and has recently revised all the emergency response procedures. The most recent emergency drill was very successful. IFC has requested that these emergency drills be included in a broader system of student education on life skills and safety issues. All buildings comply with the requirements of the IFC Fire and Life Safety Guidelines and Turkish requirements. The building are protected by a smoke and thermal alarm system, fire hose reels and hydrants, alarm bells, emergency lighting and loudspeaker systems, and an efficient system of fire escapes. There is a plan to install sprinklers in the future. There are extra water pumps and water storage to ensure that the fire system has adequate water pressure and volume for fire fighting purposes. Yuce has an excellent security system with controlled access for students, parents and the general public. The facilities have a system of security cameras (both externally and internally) which are all wired back to a central security control room. Guards are on duty on a continuous basis. Yuce has a fully functioning health clinic with a doctor on duty during school hours and a nurse at other times. Midi-buses are used to transport students to and from the school premises. One contractor provides this service and there is a strong focus on safety with each student required to wear a seat belt, each midi-bus driver being supported by school teachers, and each vehicle carrying a Yuce provided mobile phone. The complex has a central technical center where the main boiler (natural gas fired), back-up generator, UPS water storage and water treatment plant (for drinking purposes), and fire water pumps are located. The incoming main electrical feed and raw water from the Ankara Municipality feeds directly to the technical center. All wastewater from the complex is discharged to the Ankara Municipality sewer system for treatment prior to discharge to the environment. Waste paper, plastic, glass and cans are collected in special containers and sent for recycling. Other wet and dry solid waste is collected on a regular basis by the Ankara Municipal Authorities for disposal in their sanitary landfill. - Commitment to quality and performance Yuce has a very strong commitment to both quality and to performance and continuously strives to maintain the highest standards. In 2004 Yuce underwent a pre-inspection by the European Association of Quality Language Services (EAQUALS). Full membership inspection which will provide certification and recognition from an international body of the overall quality of Yuce’s facilities and their teaching standards will be in 2005. In 2004 Yuce successfully applied to give the International Baccalaureate Diploma (IBD) Program and the initial IBD classes will be begin in September 2005. The Ministry of Education (MOE) has officially approved Yuce to implement IBD in the Yuce High School - Social and community issues Yuce has a very active and effective social and community program. Scholarships are provided based on students needs as well as on merit. Yuce is starting to implement an alumni club. The community is encouraged to use the swimming pool and fitness center, library as well as the school auditorium

This ERS contains the full environmental and social documentation prepared for the project.

Accordingly, IFC concludes that the proposed project will meet the applicable Turkish and IFC environment and social policies and the environmental, health and safety guidelines.

IFC will evaluate the project's compliance with the applicable Turkish and IFC environmental, health and safety (EHS) and social/community requirements during the lifetime of the project by reviewing the annual monitoring reports (AMRs) prepared for the project by Yuce covering the ongoing performance of project-specific environmental, health and safety (EHS), and social/community activities. Periodic site supervision visits will also be conducted.
