Ramky has presented plans to address these issues and to demonstrate that the proposed project will, upon implementation of the specific measures detailed below, comply with the requirements administered by Indian government/regulators, and applicable World Bank/IFC Environmental and Social Safeguard policies and guidelines (Operational Policies 4.01 on Environmental Assessment, dated October 1998; and General Environmental Guidelines, July 1998). A discussion on each issue is provided below.
- Environmental Management Systems
RIL’s management proactively addresses environmental, social, occupational health and safety (EHS) aspects associated with its operations. The company is working towards obtaining a companywide applicable ISO 9001:2000 quality certification, which incorporates environmental, health and safety aspects as well. RIL will by June 2010 implement an EHS management system (EHSMS) based on ISO 14001 and OHSAS 18001 standards.
RIL has adequately qualified professionals both at corporate and operations levels, for oversight of EHS aspects across all of the company’s operations. The company requires its contractors to also adhere to RIL’s EHS procedures. The company has procedures for recording, investigation and reporting of EHS incidents including those involving RIL’s contractors.
- Environmental Assessment and Screening
While RIL does not undertake environment and social assessment (ESA) of the projects since its role is limited to that of an EPC/construction company, RIL implements/adheres to the EHS management plan (EMP) prepared by the sponsors of such projects. However, as part of the EHSMS, RIL will identify the key EHS impacts and risks, associated with its construction activities in various sectors and implement a management program to minimize/mitigate the identified impacts.
The company will embed applicable The World Bank/IFC Environmental and Social Safeguard Policies (WBG Safeguard Policies) and EHS Guidelines in its EHS management system. As part of its effort to ensure that RIL’s projects achieve outcomes consistent with the provisions of WBG Safeguard Policies, RIL will develop formal procedures to review and screen projects it bids for. The review of projects under the new procedures will lead to the following outcomes:
- the acceptance of contracts in which the company’s environmental and social standards (including those of WBG Safeguard Policies and EHS Guidelines) can be met; and
- the re-evaluation, renegotiation, or decision on rejection of contracts that cannot be implemented according to RIL''s requirements.
RIL uses equipment, infrastructure and procedures that meet good industry practices. The company implements procedures to minimize community health and safety impacts. RIL will ensure that its contractors adopt good EHS practices consistent with RIL’s environmental, health and safety objectives.
- Emergency Preparedness and Response
For most of its operations and activities, RIL has substantial equipment and procedures in place to minimize and prevent emergency situations and accidents, such as fires, explosions, or any unplanned release of waste or hazardous constituents to the environment.
- Employee Health and Safety
The company implements occupational health and safety policy programs in its operations, the main goal of which is to provide a safe working environment for all employees. The programs include procedures for safe handling of hazardous materials, personnel training, and medical examinations.
Going forward, RIL will improve its employee and contract staff training activities to raise these to international best practice levels. Specific training activities to be improved include: safe work conditions, use of personal protective equipment, emergency response and fire fighting, spill control and decontamination, and other job-specific training. There have been no major accidents or incidents at any of RIL’s sites, nor have the relevant regulatory authorities issued any violations.
- Community Engagement and Impacts
Typically, in RIL’s projects, community engagement is undertaken by the government and the project sponsors (RIL’s client companies), as part of the social and environmental regulatory requirements, as applicable. However, RIL’s project management team also engages and interacts with communities’ resident in the vicinity of its project sites to:
- ensure smooth execution of project work; and
- create local employment and income generation opportunities for the duration of project implementation.
The company will further upgrade the external communication procedure as part of the EHSMS and make it consistent with WBG Safeguard Policies.
