IFC requires that this document is made available through the World Bank InfoShop and to the locally affected community no less than 30 days prior to project consideration by the IFC Board of Directors. The Summary of Project Information (SPI) also provides details of where the ERS has been made available to the locally affected community. The SPI must be sent to World Bank InfoShop no less than 30 days prior to project consideration by the IFC Board of Directors.

This is a Category B project according to IFC’s Procedure for Environmental and Social Review of Projects because a limited number of specific environmental and social impacts may result, which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines, or design criteria. The review of this project consisted of appraising technical and environmental /social information submitted by the project sponsor. The following potential environment, health and safety and social impacts of the project were analyzed: - Provisions for student and employee health and safety; - Environmental and social management plan; - Fire and life safety; - Water supply and wastewater treatment; - Non-hazardous solid waste disposal; and - Laboratory supplies. The proposed project will, upon implementation of specific agreed measures, comply with the environmental and social requirements, including applicable host country laws and regulations and IFC/World Bank environmental and social policies and IFC/World Bank environmental, health and safety guidelines. Information on how these potential impacts will be addressed by the sponsor/project is summarized in the paragraphs that follow.

The proposed project will, upon implementation of specific agreed measures, comply with the environmental and social requirements, including applicable host country laws and regulations and IFC/World Bank environmental and social policies and IFC/World Bank environmental, health and safety guidelines. Information on how these potential impacts will be addressed by the sponsor/project is summarized in the paragraphs that follow: - Provisions for student and employee health and safety: SIS Adma expects a workforce of 500-550 workers during construction. An occupational health and safety plan is in place for workers during construction. SIS Adma forbids asbestos-containing materials from the project site. Following construction, SIS Adma will fund a Social Security program for school employees and will maintain hospitalization and accident insurance for them. In the Environmental and Social Management Plan described in paragraph 4 below, SIS Adma will provide for the management of safety issues for employees and students, including a definition of responsibilities and an emergency response plan, with procedures to ensure that all staff and students are fully aware of the plan. SIS Adma will maintain an insurance policy to provide for any accidents by students onsite. SIS Adma will have an onsite infirmary that will be staffed by a full-time qualified nurse as well as a visiting part-time medical doctor. - Environmental and Social Management Plan: IFC will require SIS Adma to develop a formal Environmental and Social Management Plan, including an emergency response plan. With guidance from IFC, as part of this project, SIS Adma commits to developing its ESMP by September 2005, prior to the year’s first day of school. - Fire and Life Safety: The design of the school has taken into account all measures that are necessary for fire and life safety and that ensure compliance with applicable norms and standards, including IFC’s Fire and Life Safety Guidelines. A conventional fire alarm system (smoke and heat rate of rise detectors connected to alarm sounders through control panels) has been adopted in the Administration building. Fire extinguishers and fire hose reel cabinets are provided at each floor in each building. SIS Adma has commissioned for the installation smoke detectors in all buildings and to have all egresses be smoke-isolated, and will put in place an equipment inspection program in place that includes the regular testing of fire safety equipment, and regular fire drills. With respect to accessibility for the handicapped, the project will comply with IFC and Lebanese requirements. - Water supply and wastewater treatment: The facilities will draw water supplies both from the local municipal network and from an onsite water well to provide backup supply. In order to reduce total water consumption, automatic faucet mixers will be installed to control water flow. Wastewater will be treated in a sewage treatment built onsite. Discharges will comply with IFC/World Bank guidelines for effluents, and will be used for irrigating fields. - Non-hazardous solid waste disposal: Non-hazardous solid waste will be disposed of in a local municipal landfill. - Laboratory supplies: Sis Adma has committed to use in its laboratories only supplies that do not need any special handling or disposal procedures.

This ERS contains the full environmental and social documentation prepared for the project.

Accordingly, IFC concludes that the proposed project will meet the applicable World Bank/IFC environmental and social policies and the environmental, health and safety guidelines.

IFC will evaluate the project's compliance with the applicable environmental and social requirements during the lifetime of the project by reviewing the annual monitoring reports (AMRs) prepared for the project covering: - the status of implementation of any measures contained in the ESMP and - ongoing performance of project-specific environmental, health and safety, and social activities. Periodic site supervision visits will also be conducted as needed.
