Project Description
The project consists of the build-out of a nationwide GSM cellular network, as an overlay to the company’s existing AMPS (analog) and TDMA (digital) networks. The company intends to migrate most customers to GSM over the next two to three years. Total project cost for the GSM build-out is expected to be approximately $60.0 million for the 2004–2008 period. Despite the company’s market leadership, Paraguay’s economic and political uncertainties in the recent years have prevented Telecel from accessing financing from other sources. As a consequence, IFC has been asked to consider providing a loan of up to $10.0 million to Telecel.
