The sponsor has presented plans to address these impacts to ensure that the proposed project will upon implementation of the specific agreed measures, comply with the environmental and social requirements - the host country laws and regulations and the World Bank/IFC environment and social policies and the environmental, health and safety guidelines. The information about how these potential impacts will be addressed by the sponsor/project is summarized in the paragraphs that follow.
- Environmental and Social Management Systems
At present the company has no formal Environmental Management System (EMS) in place. However, many of the procedures the company does have, for example, for site selection and land acquisition and concerning occupational health and safety (OHS), address and are in compliance with, IFC policies and guidelines. The company has agreed to designate an individual to be responsible for Environmental Management and to work on developing an Environmental and Social Management System (ESMS) as a condition of disbursement. The implementation of that ESMS will be monitored through the Annual Monitoring Reports the company will submit to IFC.
There are quality assurance processes in functions such as bill printing process and customer handling via call center to ensure timely and accurate services.
- Site selection, land acquisition procedures and construction impacts
TA Orange has a well developed and comprehensive site selection and acquisition process which considers the impact of its new radio site locations on the local environment and communities. During the first three phases of the project, a very small number of objections by the local community had been made regarding the proposed erection of new radio sites, and in all cases TA Orange compromised to meet the needs of the local community and given due consideration to environmental, health and safety matters regarding the location of its sites.
TA Orange owns the land and building which is used as a switching center located in Bangkok on Petchburi Road. The rest of the base tower sites (BTS) sites and office buildings are rental sites. The main office buildings are located within urban areas across the country as the company provides nationwide coverage. The nature of the project requires that radio sites be installed in proximity of the customers who wish to use the service, however equally they provide coverage in rural areas. As a result the proposed site locations will be in a mix of urban, sub-urban and rural locations. A detailed listing of potential site locations has already been provided to the IFC. A building permit for each site construction needs to be obtained from local authorities. Typically, sites are not large in terms of size.
- Development of Previously Undisturbed Land
Phase 4 involves the installation of new radio transmission sites, at approximately 1,200 new locations. A projected coverage map for the expansion has been provided to the IFC. The installation of new sites generally does not involve the construction of access roads, and at this stage TA Orange do not anticipate such construction as part of the Phase 4 plans. If and when TA Orange may in the future finds itself developing previously undisturbed land such which might have impacts on environmentally or culturally sensitive areas such as national parks, forests and other cultural heritage features, they must notify IFC and discuss their approach to this development prior to construction work commencing.
- Energy/Fuels/Hazardous Materials Use
The handling and storage of hazardous materials will be limited to that of diesel and lubricating oils. In all cases containers or tanks will be clearly labeled and will be located in areas where any spill can be contained (i.e. interior rooms with concrete floors or exterior bunded areas) and cleaned up with the use of absorbent materials.
TA Orange primarily uses power from the National Electric Grid, however for critical sites (Switch sites and Base Station Controller sites) they provide standby generators in order to sustain service during a period of mains power failure.
TA Orange is also participating in a national initiative to ‘off-load’ at peak periods using its own generator supply to prevent the need for over scaling of the national network. This initiative is being operated by the Electricity Generating Company in Thailand.
At two of the three switch sites TA Orange has a matched pair of back-up generators: 1) Petchaburi – each generator 1,750 KvA and 2) Arena – each generator 2,550 KvA. At the third switch site which is leased from CAT, CAT provides back-up supply from their site back-up generator. Containment for the two large generators are double-wall standard for fuel reserves and they are placed on a concrete platform with berms surrounding and sand absorption to catch spills. The containments at each switching site include a single tank with 30,000 litres and two day tanks with 2,000 litres each.
- Liquid and Solid Waste Management
Solid waste will be disposed of in municipal landfills and liquid waste will be disposed of in the municipal sewerage system.
- Ambient Noise
Excessive ambient noise from any stand-by emergency power generators established in open air locations is controlled through suitable noise attenuators such has silencers and acoustic enclosures. Personal Protective Equipment (PPE) is given to employees to accommodate noise level in Plant and Equipment room as well as damping system in all equipment rooms to prevent structural born and air-born noise getting to employees.
- Employee health and safety; training and emergency response
In all office buildings there are “split type” air conditioning system with temperature controlled at 25 degree Celsius. Air filtration in OH&S and meeting rooms. Non-toxic carpet with regular cleaning to prevent collective dusts and the lighting level is controlled at 400-700lux.
For staff involved in the network ‘roll-out’ process, health and safety related requirements are documented within the ‘Construction Implementation Handbook’ used by all staff involved in the network ‘roll-out’ process. All employees are provided a 15-minute Health and Safety introduction on their first day at work to ensure that they will be able to evacuate the building safely in emergency situation. The training includes emergency exits, fire alarms and procedures. Basic fire fighting trainings (provided by the Fire Police Department) are provided to all fire wardens, site managers, engineers and administrative staffs of all regional offices. Employees at all TA Orange offices undergo fire evacuation drills in conjunction with the Fire Police Department as required by law. Relevant employees are trained in the area of working with height. Occasional training programs have been run by the Health and Safety Manager to increase awareness of the health and safety requirements.
TA Orange commits to people and invests in training programs that will benefit both the organization and employees career-path opportunities. Our training outline provided to employees include computer skills, corporate strategy and culture, leadership and management development, mobile network technology & application, personal & professional effectiveness, retail skills development, sales/marketing & customer services, public training and health awareness.
TA Orange has 2555 employees and expects to remain at this staffing level for the medium term. Thailand’ minimum age for employment is 18 years. However the minimum requirement for TA Orange staff is a Bachelor Degree or equivalent level of education so most staff are over 22 years of age. The suppliers and contractors follow Thailand’s minimum age requirements. TA Orange nor its contractors nor subcontractors use either child or forced labor for the purposes of the project or ongoing operations. Network roll-out requires high technological skilled labor. Therefore, only well-trained, qualified labor are expected to be involved in any operations.
The minimum wage for Thailand is 170 Baht/day for Bangkok, Nonthaburi, Nakornpathom, Pathumthani, Samutprakarn and Samutsakorn. The minimum wage for other regions is lower. The TA Orange minimum wage starts at 6,000 Baht/month for a courier handler.
