IFC requires that this document is made available through the World Bank InfoShop and to the locally affected community no less than 30 days prior to project consideration by the IFC Board of Directors. The Summary of Project Information (SPI) also provides details of where the ERS has been made available to the locally affected community. The SPI must be sent to World Bank InfoShop no less than 30 days prior to project consideration by the IFC Board of Directors.

This is a Category B project according to IFC’s Procedure for Environmental and Social Review of Projects because a limited number of specific environmental and social impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project included an evaluation of technical and environmental information submitted by the sponsor including the business plan, review of architectural drawings and site plans, a geo-technical report, water quality report, and the completed Appraisal Information Sheet. The following potential environmental, social, health and safety impacts of the project were addressed. - site location, land acquisition, compensation and prior use, planning and permitting; - solid waste management; - wastewater treatment and discharge; - potable water; - air emissions from small stationary power generation; - heat exchange chemicals used in air conditioning systems; - managing environmental impacts during construction; - student and worker occupational health and safety; - life and fire safety.

The sponsor has presented plans to address these impacts to ensure that the proposed project will upon implementation of the specific agreed measures, comply with the environmental and social requirements - the host country laws and regulations and the World Bank/IFC environment and social policies and the environmental, health and safety guidelines. The information about how these potential impacts will be addressed by the sponsor/project is summarized in the paragraphs that follow. - Project Description The existing project site is comprised of vacant state lands directly off a major highway with no adjacent buildings. The site is bordered on the west by agricultural lands and on the north by manufacturing businesses such as Carib Brewery and Lever Brothers. The project buildings on the site are owned by the IOB while the site lands are leased from the Government of Trinidad and Tobago. The land was unused prior to the start of construction of the IOB. There has been no incidence of contamination of soil or groundwater from surrounding or past operations but recent investigations have found that there is surface water contamination from commercial and residential activity to the north of the project site. This however is currently being addressed. Although UWI-IOB does not directly market products or services based upon environmentally beneficial features, the company continues to be environmentally conscious as evident through its commitment to recycling waste paper and the incorporation of environmental concerns in many of the courses offered by the institute. - Site Environment The project site is located 10-25 km from the capital city of Port-of-Spain, 20 km from the Piarco International Airport and approximately 2 km from a major public Medical Complex. The site is also located along a major transportation route which makes it easily accessible. Carib Brewery is approximately 500 metres north of the project site and there is a storm-water drain running across the property feeding into a natural waterway south of the property. - National, State and Local Laws All documentation relevant to the project site has been submitted and approved by the relevant authorities. Final permits will be granted upon the completion of the project. The following approvals have been provided to IFC: - Water and Sewerage Authority (WASA) outline approval; - Conditional Approval from Fire Services. - Environmental Management and Operational Systems The Institute is guided by the University of the West Indies’s policies and procedures with respect to quality, environment and occupational health and safety. The following policies are included in the Management System and have been reviewed by IFC staff as adequate: - Occupational Health and Safety Policy; - Environmental Policy; - Construction Safety Manual; - Accident Reporting Policy; Emergency Evacuation Procedure. - Power Source/Air Conditioning Power will be supplied from the main utility grid. A backup power supply of 600 KWS, will be supplied by generators. However the Tendering Process for the supply of generators will only commence nearing completion of the building project. The sponsor has been supplied IFC’s guidelines and will make sure the generators comply with those regulations. The sponsor is also complying with IFC’s guidelines on CFCs and using air conditioning units containing R22. - Water Source The Trinidad and Tobago Water and Sewage Authority (WASA) has strict guidelines on the quality standards of potable water (Drinking Water Quality Standards for Trinidad and Tobago). It us therefore assumed that the water supply for the new IOB building would met those standards since WASA will be providing all water for consumption on the campus. - Liquid Effluents The IOB will be constructing a wastewater treatment facility for the IOB, and the Trinidad and Tobago regulations for wastewater discharge requirements for the IOB treatment plant are significantly more stringent than the World Bank Guidelines. Local requirements are 25 mg/l BOD and 30 mg/l suspended solids and WBG is 50 mg/l for each. The sponsor has also agreed to provide adequate grease traps for stormwater treatment. - Solid Waste Presently, all the solid waste generated at the UWI-Institute of Business is collected at a central location and disposed of by the Tunapuna Regional Corporation. The garbage is collected three times per week and taken to the nearest landfill where it is buried. With respect to the collection and disposal of waste paper, the UWI-IOB ensures that all waste paper is collected and recycled by Ace Printery Ltd. The re-cycling of materials such as plastics, bottles, aluminum cans etc. are not a requirement in Trinidad and Tobago and as such the UWI-IOB has no mechanisms in place for the collection and recycling of these materials. All the procedures in place at UWI-IOB with respect to solid waste disposal will be transferred to the new building site. - Employment and Labour It is anticipated that the proposed project will increase the size of the current workforce. The minimum age for employment in Trinidad and Tobago is seventeen years. This age requirement is adhered to by the IOB as well as its suppliers and contractors. The minimum wage for employment in Trinidad and Tobago is eight dollars an hour, which UWI-IOB complies with. The UWI-Institute of Business also complies with local legislation with respect to working hours. The standard work week is forty hours. This is usually from Monday to Friday; however, some employees are required to work on Saturdays. Where this is the case, the work week does not exceed the standard forty hours. UWI-IOB as well as its contractors and sub-contractors, do not in any way condone the use of child labor or forced labor in any of its operations. The relevant Trinidad and Tobago legislation was copied to IFC. Fire and Life Safety All the buildings on the IOB campus are two stories or less. The local fire department reviewed plans for the buildings, provided a list of requirements to be taken into account during the design phase and conditionally approved the premises. Once the buildings are completed the local fire department will complete a final site inspection to sign off. IFC will require IOB to send a copy of that final approval letter as soon as it is received. - Public Consultation and Disclosure No issues or concerns were raised by any of the IOB’s stakeholders with regard to the new project initiative. Public consultation and disclosure is not a requirement by government in the local permitting process. However the project will follow on the IFC Policy on Disclosure on Information.

This ERS contains the full environmental and social documentation prepared for the project.

Accordingly, IFC concludes that the proposed project will meet the applicable World Bank/IFC environment and social policies and the environmental, health and safety guidelines upon successful implementation of the agreed mitigation measures.

IFC will evaluate the project's compliance with the applicable environmental and social requirements during the lifetime of the project by reviewing the annual monitoring reports (AMRs) prepared for the project covering ongoing performance of project-specific environmental, health and safety activities as reflected in the results of periodic and quantitative sampling and measuring programs. Periodic site supervision visits will also be conducted.
