Project Description

The proposed project is to build a new glass tableware plant on a 100 ha greenfield site, allocated for both the float and the tableware plants, as well as for further expansion projects, near the town of Targovishte, in eastern Bulgaria. The town of Targovishte with a population of about 50,000 is located about 300 km east of Sofia, about 120 km west of the major Black Sea port of Varna and about 250 km from the Bulgarian – Turkish border. The project involves a capital investment of about $60 million in a state of the art glass manufacturing facility. The project is 100% owned by the Sise ve Cam Group of Turkey and management and technical support will be provided by Sisecam’s Turkish operations. Construction is slated to begin in early 2004 with plant start-up in early 2005.

Environmental and Social

The sponsor (Sisecam and its subsidiary Pasabahce) has presented plans to address these impacts to ensure that the proposed project will upon implementation of the specific agreed measures, comply with the environmental, health and safety, and social requirements - the host country laws and regulations and the IFC environment and social policies and the environmental, health and safety guidelines. The information about how these potential impacts will be addressed by the sponsor is summarized in the paragraphs that follow.

The 100 ha site is located about 3 to 4 km to the west north west of the town of Targovishte and is an excellent site on which to construct this plant. The land was owned by the Government of Bulgaria who plan to transfer the deed to the sponsor early in 2004. In order to provide adequate contiguous land to the sponsor, the Government in 2003 did purchase about 10 ha of additional land from about 10 small land owners – this was done paying each landowner an agreed fair market price for their land. There is adequate land in the immediate area for these small holders to purchase additional land should they wish to do so. An abandoned wood processing plant (about 10 ha) is located on the south end of the property and the sponsor plans to incorporate these buildings into the new plant. The remaining 90 ha or so was agricultural land but zoned for industrial use. The site is generally flat, is well drained and slopes gradually toward the centre. A major railway line runs close (within 1 km) to the site. The site is also serviced by electricity, natural gas and water. A deep well is also located on the site and this will provide approximately 20 l/s, with the additional 45 l/s required by the float and tableware plants provided by pipeline from a local town owned reservoir.

All the glass furnaces will be natural gas fired and with the addition of heat recovery boilers will fully comply with the Bulgarian and IFC air emission limits for particulate, NOx and SOx. The prevailing wind is from the north and any dwellings to the south of the plant (and the nearest dwellings to the plant) are approximately 2 km away, on the far side of the main railway line. Thus any impacts from the air emissions will be minimal. Process wastewater will be mainly recycled for the rejected glass cooling purposes, while the surplus will be treated and discharged in accordance with the local and IFC discharge criteria. Domestic wastewater will be treated by physical and biological treatment prior to discharge. The plant will be constructed to minimize stormwater contamination (e.g. all raw material storage areas will be covered). All recyclable solid wastes from the plant (mainly paper) will be sold to recyclers while other wastes will be disposed off in accordance with the regulations and directions of the local authorities.

The sponsor places a very high priority on worker health and safety. There will be detailed working procedures, training of staff (including in the correct use of Personal Protective Equipment), and independent workplace monitoring. Key staff will be sent to the sponsor’s Turkish plants for necessary training. The Government of Bulgaria will also monitor the workplace environment to ensure it complies with their requirements. Construction safety will be the responsibility of the hired contractors but the sponsor will monitor their performance to again ensure compliance with local requirements.
The sponsor also places a high priority on quality and will seek ISO 9001 (Quality) certification – given that this is a new plant such certification will likely be achieved about 2 years from start-up (i.e. in 2007). The sponsor has also committed to ISO 14001 (Environmental Management) certification within the same timeframe. The sponsor will seek the assistance of their Turkish parent in this regard – Sisecam has committed to integrate Environmental Management Systems for all their Turkish operations by 2004.

The plant when fully operational will employ about 500 staff. Targovishte is an area of high unemployment in Bulgaria (about 20%) – thus the plant will provide a needed boost to the local economy which in the past was dominated by state run companies and the defence industry. There is an adequate supply of labor locally, education levels in the communities are good and there is local technical college. The sponsor, who will be the largest employed in Targovishte, plans to become involved in the local community (as they are in Turkey) providing assistance to improve the quality and quantity of community services, with particular emphasis on education and health services as well as supporting sports and cultural events.

Conclusion & Monitoring

IFC will evaluate the project’s compliance with the applicable Bulgarian and IFC environmental and social requirements during the lifetime of the project by reviewing the annual monitoring reports (AMRs) prepared for the project covering the ongoing performance of project-specific environmental, health and safety (EHS) and social activities. Periodic site supervision visits will also be conducted.

Its purpose is to enhance the transparency of IFC’s activities, and this document should not be construed as presuming the outcome of the Board of Director’s decision. Any documentation that is attached to this ERS has been prepared by the project sponsor or in conjunction with the project sponsor and authorization has been given for public release.
