Project Description

Opet Petrolculuk A.S. (Opet) is an importer and retail distributor of petroleum products in Turkey. Opet is owned 50% by the Koc Group of Turkey and 50% by Opet’s founding shareholders, the Ozturk family. This project aims at strengthening the company’s position in the Turkish petroleum products distribution industry and enhancing its competitiveness. This $200 million project involves:

- the construction of a greenfield marine terminal and tank storage facility which will increase the company’s oil products storage capacity to 766,000 m3; and
- the expansion of the company’s existing retail distribution network with new stations primarily located in the larger cities of Turkey

The marine terminal and storage facilities will be located on the north shore of the Sea of Marmara and will consist of a marine terminal, tank farm, truck loading facilities, pipelines between the marine terminal and the tank farm, sanitary waste treatment unit, ballast and oily water treatment facilities, and required auxiliary systems (e.g. fire fighting, steam generation, water treatment, motor control, diesel generator and a compressed air system). Opet already has storage facilities and terminals in Aliaga, Izmir; Korfez, Kocaeli; Mersin; and Konya.

Environmental and Social

The proposed terminal is located in an industrial zone on the north shore of the Sea of Marmara, approximately 2 kms from the village of Marmaraereglisi and 10 kms east of the town of Tekirdag, and adjacent to the LNG terminal owned and operated by BOTAS and a power plant owned and operated by Trakya Elektrik. A small steel mill is also located close to the proposed project site. Opet has already purchased approximately 100 ha of land for the proposed terminal and storage facilities, sufficient for the 20 ha needed for the project with the additional land to be used as a buffer zone. The land acquired by Opet was agricultural land with owners paid the going market rate for this land. No resettlement was required as no-one lived on the acquired land.

The Turkish authorities required Opet to prepare a detailed Environmental Impact Assessment (EIA) for both the marine terminal and storage facilities. The Ministry of Environment has reviewed and approved the EIA and as part of this process the public was informed of the project and indeed public hearings were held. Similarly the Ministry of Transportation has approved the proposed marine terminal (construction and operation).

Environmental issues associated with the terminal and storage facilities include product spillage, discharges of wastewaters (e.g. ballast water, sanitary wastes, contaminated stormwater and other industrial wastewaters), air emissions, and management of solid and hazardous wastes. The project facilities will be built and operated to minimize any environmental impacts with all wastewaters collected and treated to meet IFC and Turkish requirements prior to discharge; low sulfur fuels used in the boilers; floating roof tanks to reduce VOC emissions; recycling of solid waste where possible with other wastes sent to an approved sanitary landfill; and any hazardous waste regularly sent to Izaydas for disposal. Opet will prepare a detailed spill response plan for both the terminal and storage facilities and the plan will be approved by the Government and by IFC before project start-up. The plan will also include details of equipment and needed staff training.

Safety is a major issues associated with the construction and particularly the operation of a product terminal and storage facility. The pipeline route from the terminal to the jetty in proximity to any dwellings will have additional protection by way of a box culvert (concrete construction) encasement. The route will comply with pertinent local laws and international standards. Opet has committed that this project will not only meet Turkish and IFC safety requirements but also those of the EU. Detailed emergency response plans will be prepared by Opet prior to project start-up and these plans will be reviewed with the requisite Government authorities as well as with the local communities. These plans will also include details of equipment and needed staff training. The spill response plan and emergency response plans will all be thoroughly tested before project start-up and at regular intervals after start-up.

Opet proposes to hire about 70 employees mostly from the local communities to operate the facilities. These employees will receive necessary training before project start-up. An on-site health clinic staffed by a doctor and nurses will be provided. Trucks will be used to move product from the storage facilities to customers. Road access to the proposed site is good. Opet will provide driver education/training courses to improve safety both inside Opet’s facilities and during the truck transportation to the customers. Opet has a number of community development programs across Turkey including scholarships for university students and support for a number of sporting events.

Conclusion & Monitoring

IFC will evaluate the project’s compliance with the applicable Turkish and IFC environmental and social requirements during the lifetime of the project by reviewing the annual monitoring reports (AMRs) prepared for the project covering the ongoing performance of project-specific environmental, health and safety (EHS), and social activities. Periodic site supervision visits will also be conducted.

This Environmental Review Summary (ERS) is prepared and distributed in advance of the IFC Board of Directors' consideration of the proposed transaction. Its purpose is to enhance the transparency of IFC’s activities, and this document should not be construed as presuming the outcome of the Board of Director’s decision. Any documentation that is attached to this ERS has been prepared by the project sponsor or in conjunction with the project sponsor and authorization has been given for public release. IFC has reviewed this documentation and considers that it is of adequate quality to be released to the public but does not endorse the content.
