IFC requires that this document is made available through the World Bank InfoShop and to the locally affected community no less than 30 days prior to project consideration by the IFC Board of Directors. The Summary of Project Information (SPI) also provides details of where the ERS has been made available to the locally affected community. The SPI must be sent to World Bank InfoShop no less than 30 days prior to project consideration by the IFC Board of Directors.

This is a Category B project according to IFC’s Procedure for Environmental and Social Review of Projects because a limited number of specific environmental and social impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental/social information submitted by the project sponsor. The following potential environment, health and safety, and social impacts of the projects were analyzed. site acquisition and possible economic and/or physical displacement; environmental conditions of existing buildings; affects on cultural property in historic downtown Santiago; source and adequacy of water supply; sewage treatment and disposal; waste/garbage management and disposal; including hazardous wastes from labs; use of asbestos-containing building materials and CFC refrigerants; fire safety; and employee general health and safety training.

The sponsor has presented plans to address these impacts to ensure that the proposed project will, upon implementation of the specific agreed measures, comply with the environmental and social requirements - the host country laws and regulations and the World Bank/IFC environment and social policies and the environmental, health and safety guidelines. The information about how these potential impacts will be addressed by the sponsor is summarized in the paragraphs that follow. The Municipality of Santiago has a plan to redevelop the historic South West Santiago Town/University District adjacent to the downtown Central Business District. The UDP has a Master Plan prepared which is in accordance with the regulations and objectives of the municipal plan for the South West Santiago Town/University District. This Master Plan involves the renovation and new build of approximately 60,000m2 of space over approximately 9000m2 of land, scattered through out the South West Santiago Town/University District. There are 9 buildings which will be refurbished/built to house new faculties and facilities. Two of the new buildings consist of some portion which is a heritage structure. The others are buildings the university built over the years and now needs to upgrade and expand in order to meet their expected growth and comply with the regulations and objectives of the municipal plan. The University has acquired some of the buildings and vacant land, surrounding their existing buildings, through a willing buyer, negotiated process. The sites are free of illegal occupants and the owners, if they decide to sell, will move from the stores, warehouses or apartments they currently use. The lease contracts provide tenants with 30 to 90 days notice. The University will proceed according to local and national legal requirements. There are approximately ten small properties under consideration for purchase by UDP to consolidate the sites upon which they propose to construct their new structures. If owners do not agree to sell, UDP will construct on the land they currently own. The University must comply with the national and local regulations regarding planning permission, construction (occupational health and safety, seismic conditions) and heritage preservation. Community consultation has taken place through the municipal planning process. Once the Master Plan proposal is agreed by the University, it will be reviewed by an independent inspector who will verify it is in compliance with all national and international regulations. At the same time, the technical specifications are developed. They will be submitted to the Regional Municipal Secretary (SEREMI) and the environmental impact regarding cultural property will be assessed. Once approved by SEREMI, the design is released to the Municipality and is reviewed for compliance with municipal, technical and environmental regulations. The Municipality then grants the permits/licenses for compliance with municipal, seismic and fire and life safety regulations. Once completed. the buildings are inspected and a technical certificate is obtained from the Municipality of Santiago, after approval by Electricity/Gas Superintendent, Water, Waste and Fire Services, which approves them for operation and use. UDP has a long standing communication programme with the neighborhood in which it is located, consisting of newspapers, a web site and a visitor’s center. The Master Plan will assist in improving the quality of life in the neighborhood. The solid waste generated at the facilities will principally consist of paper and food packaging and waste, as well as non-hazardous laboratory waste. Medical waste is collected by the National Health Services. The sponsor has indicated that there will be a recycling program; 80% of the University waste material is paper and most of this is donated to a NGO that recycles. In the future all the papers, cans and bottles will be donated to recycling NGOs. The non-recycled waste and laboratory waste will be collected by the municipality and disposed of in the municipal landfill. Liquid waste (including sewage) is currently flowing into the municipal waste water system and will be treated at the municipal wastewater treatment facilities. Potable water will be supplied by the municipal authorities. The sponsor has committed that no asbestos-containing building materials will be used in the new buildings. Older heritage buildings did not contain asbestos. Any other existing buildings will, in the few cases that asbestos exists, have it removed and replaced by appropriate materials. All cooling systems will be CFC-free. The sponsor is required to comply with the requirements of the IFC Guidelines on Fire and Life safety which have been issued to him. The services of a suitably qualified Fire Engineer, employed by the Sponsor and acceptable to IFC will be required to prepare designs for any construction work that needs to be carried out, details of which are described in the IFC Guidelines. Opportunities for eco and energy efficiency are built into the UDP Master Plan. For example, windows in the new build portions of the project are located to receive sunlight only in the morning hours. Renovations and extensions to existing buildings reduces waste generation.

The plan for South West Santiago Town/University District and the community consultation process is available from the municipality at through their office, a web site and public notices in the local press. The ERS will be available at the following places for public comment: UDP, Architecture School, (República 180, Santiago); In UDP's monthly newspaper “El Portaliano” which is locally distributed; On UDP's Website, Project Installation (www.udp.cl); Presented on panels located in the UDP gymnasium (Manuel Rodríguez 361, Santiago) where the matriculation process takes place (January, February and March 2003); The location and dates for disclosure will be published in the El Mercurio newspaper explaining the availability of the ERS at the Architecture School.

Accordingly, IFC concludes that the proposed project will meet the applicable World Bank/IFC environment and social policies and the environmental, health and safety guidelines upon successful implementation of the agreed mitigation measures.

IFC will evaluate the project's compliance with the applicable environmental and social requirements during the lifetime of the project by reviewing the annual monitoring reports (AMRs) prepared for the project covering ongoing performance of project-specific environmental, health and safety and social activities as reflected in the results of periodic and quantitative sampling and measuring programs. Periodic site supervision visits will also be conducted.
