IFC requires that this document is made available through the World Bank InfoShop and to the locally affected community no less than 30 days prior to project consideration by the IFC Board of Directors. The Summary of Project Information (SPI) also provides details of where the ERS has been made available to the locally affected community. The SPI must also be sent to World Bank InfoShop no less than 30 days prior to project consideration by the IFC Board of Directors.

This is a Category B project according to IFC’s Procedure for Environmental and Social Review of Projects because a limited number of specific environmental, health and safety, and social impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising environmental, health and safety as well as social/community information submitted by the project sponsor. The following potential environment, health and safety (EHS) and social/community impacts of the projects were analyzed: - Avea’s environmental and health and safety (EHS) policies and procedures - Environmental and social impacts from expanding the network - Waste management - Employee health and safety including training and reporting - Emergency response planning - Social and community issues

The project sponsor, Avea, has presented plans to address these impacts to ensure that the proposed project will comply with the environmental, health and safety, and social/community requirements of Turkey as well as IFC environment and social policies and the environmental, health and safety guidelines. Further the required policies, procedures and programs are being developed and will be implemented based on the extensive successful experiences of Aria, Aycell and Telecom Italia Mobile. The information about how these potential impacts will be addressed by the sponsor/project is summarized in the paragraphs that follow. - Avea’s environmental and health and safety policies and procedures Avea has committed to prepare an Environmental Policy and an Occupational Health and Safety Policy as well as detailed written procedures by the end of 2005. These policies and procedures will be reviewed in detail by IFC to ensure they meet the requirements of best international practice as well as Turkish and IFC requirements. The policies and procedures will also be approved by Avea’s senior management and be included in employee training programs. Avea’s EHS performance will be monitored on a regular basis and the results of the performance made public. Further, on a continuing basis Avea will seek to improve their EHS performance and as required regularly update the requisite EHS policies and procedures. In addition to these commitments, Avea has agreed to obtain ISO 9001 (Quality) and ISO 14001 (Environmental Management) certifications by the end of 2007 and to evaluate the benefits of OHSAS 18001 (Occupational Health and Safety) certification by the end of 2008. - Environmental and social impacts from expanding the network Avea has a well developed and comprehensive site selection and land acquisition process that considers the impact of its new operations on the local environment and communities. Where land is to be acquired, Avea identifies and quantifies any impacts on land-based livelihoods and provides fair compensation to landowners and others who rely on the land for their livelihood. With regard to new right-of-way alignments, Avea aims to minimize the need for physical alterations and reduces the impact of their facilities on sensitive natural environments, cultural resources, agricultural land, and residential and commercial areas. In those cases where there is impact on areas which are particularly sensitive from an environmental or cultural perspective, Avea actively considers all alternatives to reduce such impacts to a minimum. - Waste management As a matter of priority, Avea intends to recycle or reclaim all waste material where possible. Solid and liquid waste generated as part of the network installation and operations is limited and will be treated and disposed of in accordance with Turkish and IFC requirements. As part of their environmental procedures, Avea will prepare a Hazardous Materials Management Program (HMMP) which includes an inventory of all such wastes, details of management actions (training, worker health and safety, record keeping, and reporting) and preventive plans (transportation details, processes and operations, handling and disposal) and emergency preparedness and response plans in case of accidents. The HMMP will be reviewed by IFC. - Employee health and safety Avea’s Occupational Health and Safety (OHS) Policy is based on providing a safe and healthy work environment at all times, a goal of zero fatalities or serious injuries and minimizing lost time accidents, proper use of personal protective equipment, stringent attention to safe work practices including necessary training, use of correct signage, ensuring hazardous work locations are correctly identified and equipped, and reporting of all accidents with the necessary follow-up. In addition to an OHS Policy, Avea will prepare detailed OHS procedures based on international industry best practice and applicable safety codes and standards. - Emergency response planning Avea has a large number of facilities as well as offices throughout Turkey accessible to the public. As such Avea has committed to prepare an Emergency Response Plan (ERP), a set of scenario-based procedures to assist staff and emergency response teams during a real life emergency and training exercises. The Plan will particularly focus on fire and earthquake emergencies. The ERP will be reviewed by IFC and will be completed by the end of 2006. - Social and community issues Avea aims to offer the best solutions for the communication needs of their customers through innovative services combined with state-of-the-art technology. Avea has also been involved in the “Early Warning and Damage Detection Project” in cooperation with Bosphorous University and the Kandili Observatory Earthquake Research Institute. The innovative program won a prestigious industry award in 2003 for the “Best Use of Wireless for Emergency Situations”. Throughout Turkey Avea also supports education and environment activities as well as a number sports and cultural events. Avea is also concerned about the safe use of its mobile phone equipment by users.

This ERS contains the full environmental, health and safety, and social/community documentation prepared for the project.

Accordingly, IFC concludes that the proposed project will meet the applicable Turkish and IFC environment and social policies and the environmental, health and safety guidelines upon successful implementation of the agreed mitigation measures.

IFC will evaluate the project's compliance with the applicable Turkish and IFC environmental, health and safety, and social/community requirements during the lifetime of the project by reviewing the annual monitoring reports (AMRs) prepared for the project covering ongoing performance of project-specific environmental, health and safety (EHS) and social/community activities. Periodic site supervision visits will also be conducted.
