IFC requires that this document is made available through the World Bank InfoShop and to the locally affected community no less than 30 days prior to project consideration by the IFC Board of Directors. The Summary of Project Information (SPI) also provides details of where the ERS has been made available to the locally affected community. The SPI must be sent to World Bank InfoShop no less than 30 days prior to project consideration by the IFC Board of Directors.

This is a Category B project according to IFC’s Procedure for Environmental and Social Review of Projects because a limited number of specific environmental and safety impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor. The following potential environment, health and safety impacts of the projects were analyzed. sewage treatment; solid waste disposal; power and water supply; CFCs (chlorofluorocarbons); fire protection and life safety measures; and employee safety and training.

The sponsor has presented plans to address these impacts to ensure that the proposed project will upon implementation of the specific agreed measures, comply with the environmental and social requirements - the host country laws and regulations and the World Bank/IFC environment and social policies and the environmental, health and safety guidelines. The information about how these potential impacts will be addressed by the sponsor/project is summarized in the paragraphs that follow. The sponsor (SMPH) has presented plans to address these issues and demonstrate that the proposed project will comply with applicable governmental and IFC requirements. The information provided about how these potential impacts are addressed in the development of the project is summarized in the paragraphs that follow.As noted above the project entails the rehabilitation of the Grand Hotel Bamako and the upgrading of fire safety systems and sewage treatment and disposal at Hotel Salam. Both hotels were previously appraised by IFC and the current review involves upgrades to the companies existing equipment and environmental and safety procedures. Given that SMPH had some difficulty in previously implementing environmental and safety mitigation they have now, under their own initiative, engaged an independent consultant to assist in bringing the two hotels up to standard. Recent site visits by IFC technical staff indicate that the sponsor is committed to fully implementing the mitigation measures summarized below. Sewage TreatmentBecause of the relative shallow depth to groundwater in the area, soil quality, Hotel Salam’s location on the River Niger, and inadequate city systems, both hotels require on site mechanical sewage treatment plants. In fact Hotel Salam has an existing plant, acquired as part of a precious project financed by IFC, however it’s performance and capacity requires upgrading. These plants will be designed to treat the projected flows and quality of wastewater generated from kitchen, laundry, guest room, and all public areas of the hotels and oils and grease will be separated for disposal by licensed contractors. SMPH has hired an independent firm to design the plants and conduct a general Environmental Audit of both hotels. The Audit will cost sewage treatment plant design/upgrades and define a time table for construction completion. In addition SMPH will retain the Laboratoire National de la Sante (National Health Laboratory) to conduct quarterly testing of the treated wastewater prior to discharge to ensure it meets local standards and IFC guidelines. All dry cleaning solvents must be recovered and returned to the supplier. Solid Waste DisposalSpecial areas will be designated and constructed for the storage of all solid waste. Preliminary sorting will be done, to separate biodegradable waste from other solids. No hazardous waste will be generated and wastes such as glass and plastic will be handled by the informal sector for recycling. The sponsor has hired an authorized private contractor to collect the oils and grease, which are separated prior to effluent treatment, and solid waste for proper disposal in a landfill according to local laws and regulations. Power and Water Supply The water supply and electricity will be provided by the city/national mains and grid, both managed by a single private utility company. Emergency electric power will be provided with on-site diesel generators. Fuel tanks must be provided with secondary containment and if generators/tanks are located underground, then these must be lined with concrete and access through manholes provided for inspection and maintenance purposes. SMPH must also ensure that the drinking water supplied to staff and guests and water used in food preparation meets WHO standards. If the water from the national mains does not meet WHO standards, SMPH will install appropriate filtration systems.  Efficiency Measures Guest rooms in the Grand Hotel de Bamako are expected to be equipped with low flow faucets to reduce water consumption. In addition energy saving devices are expected to be installed in guest rooms, such that power is only supplied to the room when the room key is swiped internally. Several public areas will have lights with timers. CFCsThe hotel's air conditioning system and refrigeration facilities will not use CFC-based refrigerants and all electrical equipment will be PCB (polychlorinatedbiphenyl) free. Fire SafetyBased on IFC’s recent technical appraisal and previous audits by an independent IFC funded fire safety consultant a detailed list of corrective actions have been prescribed for fire safety upgrades. These include both passive and active systems, such as, but not limited to: smoke detection; sprinklers in some key public areas; alarm upgrades; maintenance and housekeeping; increasing exits in key areas; upgrading door and locking mechanisms. Upon completion of these upgrades SMPH will conduct an independent fire safety audit of both hotels to verify full installation and operationalization of these upgrades and submit a Fire Safety Master Plan. Employee Safety and TrainingThe sponsor has developed an emergency response and evacuation plan. The plan will address emergency response coordination with local authorities, personnel training and regular drills to address emergency situations of various magnitudes. In addition each employee will receive an annual medical examination and those involved in food preparation will receive more frequent examinations as per local law. This ERS will be made available, in English and French, at both hotels, the companies offices, the Mali City Municipal offices. Availability of the ERS at these locations will be advertised in a local newspaper.

Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of Mali requirements, and IFC Bank policies, and environmental, health and safety guidelines. IFC will also explore assisting the company develop HIV/AIDS awareness and training programs.

IFC will monitor SMPH's ongoing compliance with World Bank policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by the sponsor and by conducting periodic site reviews during project supervision.
