Project Description

The project consists of the renovation and operation of the Villa Apsara hotel in Siem Reap, Cambodia, as a 12 room, boutique hotel resort (the project or the hotel). The buildings to be refurbished a former guest lodge near the Angkor World Heritage Site. The project will be fully owned by Silverlink Holdings (the sponsor) and will be subject to the normal management agreements and marketed as a fully fledged Amanresort. The project will be the 13th Aman-operated hotel and would be operated as a separate corporate entity with oversight from Amanpuri in Thailand. The project cost is estimated at US$3.0 million, including contingencies and start-up expenses.

Environmental and Social

The sponsor has presented plans to address these impacts to ensure that the proposed project will, upon implementation of the specific measures agreed, comply with applicable host country laws and regulations and World Bank/IFC requirements. The information about how these potential impacts will be addressed by the sponsor/project is summarized in the paragraphs that follow.

The sponsor obtained the site through a 2002 lease agreement with the Siem Reap provincial authority. The site is in a mixed residential and business area that has been developed for several decades. Several other hotels are in the immediate area. The existing structures were part of a guest lodge built in the 1950s for the Cambodian royal family. Little is known about the history of the site, but a site visit and inspection found no evidence of cultural property.

The existing buildings were heavily damaged during the Khmer Rouge period and the civil war that followed (According to the Halo Trust, the international land mine clearing agency operating in the region, the Angkor complex, its environs and its approaches are all clear of mines). As the project will use an existing site, it will avoid further land take around the Angkor World Heritage Site. As the buildings are heavily damaged and of recent design, the project, through a refurbishment sensitive to Khmer design and aesthetics, will improve the general physical state of the area.

The sponsor must prepare and submit to the provincial government all of its applications and documents for the design, construction, and the program for the works 60 days after taking over the land. IFC investment in the project is conditional on those approvals. These approvals include one from the Authority for the Protection and Management of Angkor and the Region of Siem Reap (APSARA), the Cambodian government authority with responsibility for the management of the World Heritage Site.

The project management team will need to demonstrate their ability to effectively manage environmental, health, safety, and social impacts during both construction and operational phases. The scope and performance of the environmental management system (EMS) will be a key performance indicator for IFC’s supervision of the project. Some key issues that the EMS will need to cover are discussed below.

Employee training programs will educate staff on the history and value of Angkor, including the continuing problem of antiquities theft from Angkor. The hotel will have a Cultural Property Policy committing it to educating its staff and visitors about cultural property preservation and doing everything within its power to prevent traffic in antiquities. The sponsor has written a ‘chance finds’ provision into its construction contract that requires the contractor inform the on-site project supervisor for Aman Resorts of any cultural property found during construction. The sponsor is, in turn, required to report the find to the provincial governor. The sponsor, in recognition of the connection between its business and the World Heritage Site, will also support private foundation efforts to preserve the temples. These actions will ensure that the project will meet the objectives of the WBG OPN 11.03 on the Management of Cultural Property.

Design plans for the development have been drawn up. Once detailed specifications have been prepared, IFC will require that a fire safety consultant review and approve them. The fire safety consultant will prepare a Master Plan to ensure (i) appropriate systems were installed during implementation, (ii) staff were training in emergency procedures and operation of fire suppression equipment, and (iii) periodic inspections and maintenance are carried out. IFC will also review the specifications to ensure that the development gives due regard to environmental and cultural concerns.

The sponsor will dispose of construction wastes according to the government of Cambodia''s Sub-Decree on Solid Waste Management (No. 36 ARNK.BK), the guidelines established by the Ministry of the Environment, and the solid waste management plan for the province of Siem Reap. Building waste materials recovered from the demolition will be recycled and used as fill material on the site. Possible excess waste material will be disposed from the site and sold to local contractors for use on other sites. The project will monitor its solid waste stream to develop and implement a re-use and recycling program - during both construction and operational phases. Solid waste that cannot be reused or recycled will be disposed of according to the national and local laws, regulations, and management plan previously mentioned. The project''s operations are not of a type that generate hazardous waste. The project will not have on-site dry-cleaning.

Potable water is likely to be drawn from two deep wells on site. The adequacy and quality of groundwater will form part of the detailed site assessment and project design. The raw water is already known to be high in iron. The water will, however, be treated to meet World Health Organization standards, and project design will include elements to minimize water use. Even with this treatment, guests will be provided with bottles of purified drinking water. Ambient water will be monitored to ensure that it does not contain disease-bearing organisms.

The project will include a package wastewater treatment plant, the final discharge from which will meet World Bank Group standards for effluent.

Because of insufficient capacity in the national power grid, the sponsor will generate most of its power with on-site generators. Two generators of 250 KW will meet the needs of the hotel and provide 100% back-up. These are of small capacity and diesel fuelled - and thus have negligible impact on ambient air quality. The sponsor will keep records to show that the generators are maintained and operated within manufacturer''s specifications. The design of the new facilities will include features to reduce energy usage, and the project will monitor its usage as part of an energy conservation program.

All cooling and refrigeration equipment for the new project will be free of CFCs.

Due to the large increase in tourism facilities and limited number of qualified applicants, it is expected that the project will have to offer good wages and working conditions in order to attract employees. Additionally, the project will train workers in tourism-related skills and their own health and safety. The sponsor, as a practice throughout the corporation, uses only two expatriate staff at any one site and develops local staff through education and training.

Conclusion & Monitoring

IFC will evaluate the project''s compliance with the applicable environmental and social requirements during the lifetime of the project by reviewing the annual monitoring reports (AMRs) prepared for the project covering: (i) the status of implementation of any measures contained in the Environmental and Social Action Plans and (ii) ongoing performance of project-specific environmental, health and safety and social activities as reflected in the results of periodic and quantitative sampling and measuring programs. Periodic site supervision visits will also be conducted.

This Environmental Review Summary (ERS) is prepared and distributed in advance of the IFC Board of Directors' consideration of the proposed transaction. Its purpose is to enhance the transparency of IFC’s activities, and this document should not be construed as presuming the outcome of the Board of Director’s decision. Any documentation that is attached to this ERS has been prepared by the project sponsor or in conjunction with the project sponsor and authorization has been given for public release. IFC has reviewed this documentation and considers that it is of adequate quality to be released to the public but does not endorse the content. The following ERS is disclosed in accordance with IFC's Disclosure of Information Policy that went into effect September 1998.
