The sponsor has presented plans to address these impacts to ensure that the proposed project will, upon implementation of the specific measures agreed, comply with applicable host country laws and regulations and World Bank Group requirements. The information about how these potential impacts will be addressed by the project is summarized in the paragraphs that follow.
Slaughterhouse: ADC operates an existing, modern slaughterhouse in an industrial area of Gongzhuling City, with a capacity of approximately 2000 pigs/8 hr shift. The project includes establishment of a new meat processing plant on the same site. Steam is provided by two small coal-fired boilers, and their emissions meet Chinese standards and World Bank Group guidelines. These will be upgraded during the expansion on the site.
Wastewater is currently subject to basic physical-chemical treatment prior to discharge to the municipal wastewater treatment. A new treatment facility on the site will be constructed to handle both the slaughterhouse and the new meat processing plant, and this will include both primary and secondary treatment of wastes prior to discharge to the municipal plant. The municipal plant has adequate capacity to handle these wastes, and is expected to triple its capacity by 2005. Wastewater treatment and handling will fully meet both local regulations and IFC guidelines.
Solid wastes from the slaughterhouse are all sold for further processing by other companies--all parts of the animal are fully used.
The existing facility is generally adequate in terms of housekeeping, working conditions and occupational health and safety, and the new processing plant will be designed and constructed to international standards. Refrigeration units use R404 as the coolant. Fire safety is adequate with extinguishers and hydrants, although some upgrading is needed and will be carried out as part of the meat processing expansion. The slaughterhouse received ISO 9001/2000 version certification in 2001.
Breeding Farms: ADC currently operates one breeding stock farm, with 2000 sows (1800 parent stock sows and 200 grandparent sows), and intends to develop an additional 11 great-grandparent, grandparent and parent breeding stock farms, with up to 1000 sows per farm. These will generally be developed in rural areas, and will meet the highest standards for biosecurity.
The existing breeding farm uses a small coal-fired boiler for steam production. This unit meets Chinese emissions standards but exceeds the IFC guideline for particulates emissions. The boiler is fitted with a cyclone and the company will upgrade the unit with improved combustion controls and pollution control equipment to meet the guideline.
Wastewater is subject to basic conventional treatment including settling and aeration, and treated water is currently discharged to a local watercourse. The effluent meets Chinese standards but not World Bank Group guidelines. The company will ensure that wastewater treatment facilities are upgraded on this farm and on future farms as they are developed, to meet World Bank Group guidelines. Organic solid wastes are sold to local farmers for use as fertilizer; there is high demand for this manure and no accumulation on the farm.
No significant odor is produced by the facility, and none would be expected under the excellent sanitary conditions maintained on the farm. Access is strictly controlled and workers wear full personal protective equipment. The floors are washed down several times per day, and the animals are kept very clean. Vaccines, antibiotics and other pharmaceutical products are carefully controlled. There are 45 employees living on the site, in a multi-storey building with good quality accommodation. The site has adequate fire safety provisions, including fire extinguishers located throughout. The company will ensure that fire safety is fully addressed in living and working quarters in the new farms to be developed.
Feed Mill: An existing feed mill, currently operating below capacity, will be integrated into ADC to serve as a source of recommended feed for the breeding and production animals. The mill produces corn and soy feeds with additives for specific feeding requirements. The mill has appropriate dust control measures and health and safety protection, and raises no significant environmental and social issues. The company will ensure that appropriate personal protective equipment is provided to workers (hearing protection, dust masks).
Village Pig Farms: Young pigs (weaners) from the parent stock farms are sold to village farmers who independently rear them to market size in enclosed, biosecure pens. Median size of these units is approximately 100 pigs. Typical units are enclosed, single-storey buildings, heated in winter, with adequate room for the animals. Floors are washed down several times per day. Liquid and solid wastes are collected and applied directly to the farmer’s fields. There is a high demand for this fertilizer. Waste management appears to be handled in an appropriate fashion. The growing units examined at appraisal were all located in villages, but some villages are considering consolidating all pig production units in a convenient area outside of the village where the wastes can be handled jointly. ADC will provide advisory services to village farmers to ensure that the animals are kept healthy and the farmers are current with new procedures and technology.
Environmental Management: The company has developed policies to ensure that its operations are carried out to protect the environment, and will be encouraged to formalize their procedures and monitoring in an environmental management system. Jilin Province is developing programs to ensure the sustainability of its agricultural base, and ADC will support these initiatives.
