Project Description

Information Business Systems (IBS or the group) is the largest information technology (IT) company in Russia. IBS''s revenues are principally generated from customers located in Russia, with a small portion attributable to customers located in other CIS countries, Eastern Europe and the US. The group is headquartered in Moscow and has over 1,000 employees. In addition to being the largest distributor of computer hardware in Russia, the group is also the leading IT services company in Russia. Since 1992, IBS has been providing IT services, such as network and infrastructure services, management information system solutions and outsourcing services. More recently, the group has begun to provide offshore programming services, management consulting services and ASP outsourcing services. IBS intends to use the funds to develop and increase its IT services business, as well as to expand their office-warehouse complex to include a computer assembly plant on their existing site.

Environmental and Social

The sponsor has presented plans to address these impacts to ensure that the proposed project will, upon implementation of the specific measures agreed, comply with applicable host country laws and regulations and World Bank/IFC requirements. The information about how these potential impacts will be addressed by the sponsor/project is summarized in the paragraphs that follow.

Site acquisition: IBS proposes to extend and modify an exiting office-warehouse complex (the complex) to incorporate a new Assembly Plant (the plant) for computers. The complex and new plant site are located on a 3ha site within an existing Industrial Park in the town of Krasnogorsk, directly adjoining the boundary of Moscow at the Mitino district. The warehouse was partially built by another owner and substantially reconstructed by IBS Distribution Center, a member company of IBS Group. The company has provided property management and renting services to other companies of the IBS Group in this complex for the past two years. There will be no negative impacts of the proposed plant on adjacent land uses which include: a repair and industrial motor depot; Cooperative private garages; a motel and parking lot for heavy trucks (under construction); a production facility engaged in wiring work; a trolley bus depot (under construction) and a concrete mixing plant. The project site backs on to a gully. In addition IBS rents office space for its other business interests in downtown Moscow.

Liquid waste treatment and disposal including sewage collection: The IBS complex is connected to the municipal water and sewerage systems, and IBS Group has contracts with the relevant government departments for the provision of these services. Water is supplied by the City of Moscow and waste is treated by the Krasnogorsk municipal sewage treatment works. The new plant will also make use of these services. Waste entering the municipal system from the IBS complex does not exceed standards set by the Russian authorities. All other IBS offices are located in existing office buildings connected to municipal services.

Solid waste management and disposal: The disposal of solid waste from the complex (and proposed plant) is collected by a waste contractor and disposed of in the municipal dump located 35km away from Moscow. Packaging and waste (such as cardboard, cellulosic packing film, foam, paper, plywood, wooden containers, crushed glass, litter, debris) are stored and disposed of in containers in the amount of up to 21.2 tons a year according to the established municipal limits.

Hazardous materials: The florescent tubes used in the complex contain trace amounts of mercury. These tubes are purchased locally at specialized shopping outlets and a company, NPP Ekotrom, has a state license for transportation and disposal of the mercury containing waste.

Power and heating: Heating is supplied centrally by the local municipalities from a substation (RTS-40 Mitino Moscow). The Moscow Power Company, MOSENERGO will supply electrical power for IBS operations from the municipal grid. IBS have their own 2*400 kVA transformer substation and will rent a 200 kVA back-up generator. The generator will have properly equipped underground fuel storage units with appropriate secondary containment areas, in accordance with existing requirements.

Use of asbestos and appropriate refrigerants: The company will not utilize any asbestos containing material in the construction of new plant. Asbestos free counter ceiling and gypsum partitions were utilized during reconstruction work of the existing complex. IBS utilizes Freon-22 type refrigerants for the air conditioning systems. IBS will not utilize any refrigerant containing CFC''s.

Transportation of goods and people: There is a two lane road (Zenitchikov Street) which accesses the site from Moscow and Krasnogorsk. There is some low density freight traffic from the cement mixing facility. The proposed plant is not expected to have a significant negative impact on overall traffic density due to its proximity to a major arterial road. Some employees arrive at the site by car where they park in the companies 100 lot car park. Other employees arrive by public transportation from the nearest Metro station, Tooshinskaya.

General worker health and safety: IBS has corporate procedures for recruitment, professional and skills development, appraisal and other materials for employees such as HR handbooks covering corporate policies and objectives, employee rights and responsibilities, grievance and disciplinary procedures, safety procedures and health and insurance benefits. Appropriate training and protective equipment is provided to employees undertaking activities with health and safety risks (e.g. heavy load, hazardous equipments). IBS employees and supervisors receive periodic workplace safety training and certification by authorized state agencies, covering potential safety and health hazards and safe work practices and procedures to eliminate or minimize hazards and workplace injuries, which are investigated and reported. In addition, IBS provides the required range of safety aids, as well as first aid stations, a health room and a doctor.

Fire safety and emergency preparedness: IBS’s fire safety and fighting system includes an UNIPOS automatic fire system with overhead heat and smoke detectors and a sprinkler system at the existing warehouse as well as a fire line. This same standard will be incorporated at the new plant.

Internet/e-Commerce issues: The sponsor will develop a corporate environment and social policy statement and a code of conduct to be posted on their web site to address relevant issues and follow industry best practice.

Mitigation: IFC will evaluate the project''s compliance with the applicable environmental and social requirements during the lifetime of the project by reviewing the annual monitoring report (AMRs) prepared annually by IBS for the project covering status of construction and operation, and performance against key indicators that will include:
· project status, including key developments or deviations from the original design of assembly plant;
· compliance status with the local authorities;
· hazardous waste management and transportation;
· employee training programs;
· number of workplace accidents and the preventative measures put in place as a result;
· waste management initiatives, such as increased re-use or recycling;
· maintenance of good relations with employees, customers, suppliers, neighbors and the local authorities.

Conclusion & Monitoring

IFC will evaluate the project''s compliance with the applicable environmental and social requirements during the lifetime of the project by reviewing the annual monitoring reports (AMRs) prepared for the project covering: ongoing performance of project-specific environmental, health and safety activities, as outlined under mitigation above. Periodic site supervision visits will also be conducted.

This Environmental Review Summary (ERS) is prepared and distributed in advance of the IFC Board of Directors' consideration of the proposed transaction. Its purpose is to enhance the transparency of IFC’s activities, and this document should not be construed as presuming the outcome of the Board of Director’s decision. Any documentation that is attached to this ERS has been prepared by the project sponsor or in conjunction with the project sponsor and authorization has been given for public release. IFC has reviewed this documentation and considers that it is of adequate quality to be released to the public but does not endorse the content. The following ERS is disclosed in accordance with IFC's Disclosure of Information Policy that went into effect September 1998.
