Project Description
This is a greenfield project which will construct a confectionery factory. In addition to sales in Tanzania, a significant proportion of output is expected to be exported to neighboring countries.
Environmental and Social
IFC requires that this document is made available through the World Bank InfoShop and to the locally affected community no less than 30 days prior to project consideration by the IFC Board of Directors.
The Summary of Project Information (SPI) provides details of where the ERS has been made available to the locally affected community. The SPI must be sent to InfoShop no less than 30 days prior to project consideration by the IFC Board of Directors.
This is a Category B project, according to IFC’s Procedure for Environmental and Social Review of Projects because a limited number of specific environmental [and social] impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor. The following potential environmental, health and safety [and social] impacts of the project were analyzed:
Land use and acquisition;
Sewage and liquid waste treatment and disposal;
Solid waste disposal;
Power and Water Supply; and
Employee safety training and emergency response.
The sponsor has presented plans to address these impacts to ensure that the proposed project will, upon implementation of the specific measures agreed, comply with applicable host country laws and regulations and World Bank/IFC requirements. The information about how these potential impacts will be addressed by the sponsor/project is summarized in the paragraphs that follow.
The 1.8 ha project site is located in the Mikocheni Light Industrial Area of Dar es Salaam. The site, and immediately neighboring sites, have had no previous industrial use, they were fenced/walled. The closest operational sites are a soft drinks bottling, soap and foam plants. No contamination from past operations is anticipated and there is no displacement associated with the project. The nearest residential areas are several kilometers away.
The development will be connected to the national electricity grid. A small capacity package boiler (3000 kg steam/hr. = 7 million Btu = 0.9 MWe) and backup generator will be installed on site during construction. Both of these are diesel fired and, it is anticipated, will generate minimal emissions; boiler stack height will be maintained at 6 meters to promote dispersion of emissions. Since the project is in an industrial area impacts on neighbors will be limited; however the sponsor will, within 3 months of disbursement, complete ambient testing to ensure emissions are within acceptable limits. All fuel storage tanks associated with these units will be equipped with secondary containment structures. Water will be supplied directly from an existing national utility mains (DAWASA).
Wastewater generated will include domestic sewage and process water. These waste will be disposed of separately through a septic and soakaway systems, in compliance with Township Law. Sewage and domestic liquids, estimated at 4.5 m3/day will be disposed of via a septic tank and soakaway. Industrial wastewater will pass through a grease trap, screening chamber, and stabilization ponds (7 day retention) prior to soakaway disposal. The effluent contains no harmful chemicals as the products are all food grade. BOD, the main contaminant, will be below 15 mg/liter and Suspended Solids less than 20 mg/liter. The sponsor will monitor industrial soakpit discharges to ensure levels remain within permissible limits; there are no boreholes in the vicinity of the project (closest is approximately 4.5 km away). Sludges from the sewage septic tanks and from Industrial ponds will be removed by municipal/ authorized trucks for disposal at the Mikocheni Municipal Ponds, fees are paid per truckload to cover transport and treatment costs to local standards.
It is anticipated that the development will not generate any wastes requiring special handling or hazardous wastes. Solid waste will include construction debris which contractors will haul away for use as fill at other sites; paper and packaging waste will be recycled by informal sector operators or incinerated on site; and candy droppings will be disposed of in the melting chamber and ash disposed of on site. Screenings and grease from effluent will also be incinerated and ash disposed of on site. Quantities are small, in the range of 250 kg/day total for all types of waste. Stormwater drainage exists on the site and is discharged to the road storm water drainage network. Cooling water from the plant will be recycled through a cooling tower.
The sponsor has committed that no new or used PCB or CFC based equipment will be installed as part of the project. A Health and Safety Officer will be employed by the company and will conduct regular training in coordination with the Health and Safety Department, Ministry of Labor. Annual independent safety audits will be conducted of all operations. All employees will be provided with appropriate safety equipment (including boots; gloves; overalls; aprons; and head gear for hygiene and safety) and training to ensure plant hygiene standards are met. Building design must be approved by the Health Department prior to issuance of a Building Permit. Quarterly inspections are conducted by the Municipal Health Authorities, Ministry of Labor, and the Fire Department to ensure appropriate safety and hygiene standards are being met. Fire safety procedures and installations will include: fire fighting water storage tank; fire pump; hydrants and hose reels; foam and gas extinguishers; regular drills; and appointment of fire fighting officers. This equipment will be strategically located throughout the plant.
Process and staff drinking water will be treated on site through a filtration system to ensure compliance with WHO standards. The sponsor has committed that all employees will undergo regular medical checkups. National Social Security Fund (NSSF) deposits are made for all staff. HIV/AIDS awareness posters will be posted in the plant. Compassion to patients in terms of light duties, excused duty and support of recommendations made by Government Counselors will be supported by the company.
As part of the company’s marketing strategy a promotion (through product labeling) will be implemented to award school scholarships or other educational awards or benefits for children.
This ERS will be made available at the Dar es Salaam Municipal Council (notice board) and at the project site. Availability of the ERS at these locations will be advertised in a major local newspaper.
Conclusion & Monitoring
Accordingly, IFC concludes that the proposed project will meet the applicable World Bank/IFC environmental and social policies and the environmental, health and safety guidelines upon successful implementation of the agreed mitigation measures.
IFC will evaluate the project''s compliance with the applicable environmental and social requirements during the lifetime of the project by reviewing the annual monitoring reports (AMRs) prepared for the project covering: ongoing performance of project-specific environmental, health and safety and social activities as reflected in the results of periodic and quantitative sampling and measuring programs. Periodic site supervision visits will also be conducted.
