Project Description

This is an equity investment in P.T. Sigma Cipta Caraka (Sigma), an information technology services firm headquartered in Jakarta, Indonesia. Sigma was established in 1987, with an intitial focus on developing core banking systems. Its main objective is to provide clients with innovative and cost-effective solutions tailored to their business requirements. Sigma services include software and technology solutions to the financial services industry, Internet access to individuals and corporations, web site design, web site hosting and software development. Sigma, as well as its wholly-owned subsidiary, Balicamp, provides software development that is expected to become the core business line of the Group and the key growth driver. Sigma employs approximately 465 professionals and has offices in Jakarta and Bali.

Environmental and Social

The following paragraphs refer to the physical facility at Balicamp and provide a discussion of how each of these potential impacts will be handled.

The 2.1 ha site is located in a rural area near Pacung village, and was purchased on a willing buyer/willing seller relationship from its sole owner. No one was living on the site and it was largely unused scrub land. All required environmental, business and building permits have been acquired for the facility. The newly constructed facility includes offices, meeting areas, restaurant and recreational facilities for employees distributed among a main facility and eight (8) modules.

Potable water supply. Potable water will be supplied by local wells owned and operated by BaliCamp. Microbiological and chemical water quality supplied for potable and food preparation purposes will be monitored regularly to ensure its quality. Domestic sanitary wastewater from each of the nine buildingss in the complex is treated in a total of nine single chamber septic tanks that were designed for a maximum occupancy of sixty (60) persons in the main complex and twelve (12) persons in the individual modules. Wastewater management in phase two and other future construction will employ dual chamber septic tanks and the carrying capacity of subsurface soils will be tested and factored into septic tank and leach field design and construction.

Electricity is provided by the public utility, PLN, and there are diesel-fueled generators for back-up power. Fuel supplies are provided with appropriate secondary containment. Waste fuels, lubricating oils and potentially hazardous materials including paints and solvents are collected by a permitted agency that either recycles collected materials or arranges for proper disposal in permitted facilities.

Domestic solid waste consists principally of organic materials. It is currently disposed in a landfill owned and operated by BaliCamp. Upon completion of the second phase of construction, BaliCamp will properly close the existing disposal facility and submit certification of this closure to IFC for review and approval. Prior to closure of the existing disposal site, BaliCamp will evaluate solid waste management needs and either operate destruction technology on site or transport the materials to a local, permitted facility.

There are a few new, small refrigeration units primarily for cooling equipment and storage of fresh foodstuffs and no CFCs are used. The facility is designed to be energy efficient and extensive cooling is not required.

General employee heatlh and safety including fire and life safety. All structures were designed to meet Indonesian fire and life safety requirements by a specialized consultant as required by Indonesian government regulations. There are smoke alarms in the main complex and in each module. There are fire extinguishers in all buildings. All equipment is checked monthly. BaliCamp conduts fire drills monthly. The site is designed on an open concept basis that reduces congestion and confined spaces and provides an optimum working environment.

All e-commerce service contracts for web site hosting, internet access, and associated activities will incorporate IFC exclusion lists and Sigma will monitor compliance with the stated prohibitions.

BaliCamp employees not in residence live in the surrounding area or in Den Pasar. Sigma provides support to the community in the form of assistance to farmers in crop selection, improvement, and elevation of productivity. BaliCamp is currently designing a prototype virtual farmers'' cooperative that will allow local farmers to sell products directly through a web marketplace to Balinese hotels and to major markets in Den Pasar. BaliCamp and Sigma provide free computer introduction and software training classes to local schools and government officials as well as use of physical facilities for promotion and preservaiton of traditional dance.

Conclusion & Monitoring

Accordingly, IFC concludes that the proposed facilities will be designed and operated to meet the applicable World Bank Group policies and guidelines. The sponsor has committed to implementing IFC''s Environmental and Social Internet Projects Exclusion List in its service contracts for e-commerce, and will conduct surveillance to ensure compliance and will report to IFC on the workings of these protective measures.

IFC has reviewed this documentation and considers that it is of adequate quality to be released to the public but does not endorse the content.
