Impacts on environmentally or culturally sensitive areas. FTD''s policy is to install telecommunications equipment in a manner that minimizes physical alterations and impacts on sensitive natural environments and cultural property. Before selecting a site to lease, the FTD''s subcontractors identify all potential impediments, including its proximity to buildings with historical or cultural value, national parks, and environmental sensitive areas. FTD does not select sites that pose environmental and social risks.

Fuels/hazardous materials use and waste management. The company does not use transformers or equipment containing polychlorinated biphenyls (PCBs) or based on chlorofluorocarbons (CFCs). No hazardous materials are used other than fuel and oil for generators. All equipment that uses oil and fuel is subject to bimonthly maintenance performed by subcontractors. This consists of a revision by a technician and collection and disposal of waste. Used oil and filters extracted from the generators are collected and sold to the SHELL company for recycling. Packaging and reusable wastes are collected and disposed by subcontractors. Surplus materials, such as pieces of cables and fragments of iron structures, are collected by subcontractors and donated to local scrap merchants. Furthermore, FTD will make a solar generator trial in 2002. The aim is to determine the sites in which the fuel generators can be replaced by solar ones. A deployment of solar generators could begin second half of 2002.

General Health and Safety. All electrical equipment is earthed to the company’s ground system and there is a main breaker on each site and additional ones for each of the energized elements. Electric equipment is checked regularly and prior to any maintenance work. The base stations (manufactured by Ericsson) meet international standards regarding non-ionizing radiations and magnetic fields. Safety equipment is provided to all operations and maintenance personnel. Training is provided to employees in a number of areas, such as electrical equipment handling, working at heights, climbing, etc. An automatic system for fire detection and extinction has been installed in the switching sites, base station controller sites, and in the information technology center. In strategic places, such as the customer center and the energy rooms, the detection system is also automatic. By the end of 2002, all operations and maintenance personnel will be equipped with personal fire extinguishers. Security systems have been installed in each tower, consisting of an "anti-climbing" door and an "anti-falling" system.

• reviewing the annual monitoring reports (AMRs) prepared for the project covering the ongoing performance of project-specific environmental, social, and health and safety activities addressed by World Bank/IFC environmental and social policies and guidelines; and
• conducting periodic site supervision visits.
