IFC requires that this document is made available through the World Bank InfoShop and to the locally affected community no less than 30 days prior to project consideration by the IFC Board of Directors.

The Summary of Project Information (SPI) provides details of where the ERS has been made available to the locally affected community. The SPI must be sent to InfoShop no less than 30 days prior to project consideration by the IFC Board of Directors.

This is a Category B project, according to IFC’s Procedure for Environmental and Social Review of Projects because a limited number of specific environmental and social impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental /social information submitted by the project sponsor. The following potential environmental, health and safety and social impacts of the project were analyzed:

• corporate environmental and social management system;
• equipment site development;
• use of PCBs and CFCs;
• solid and liquid waste treatment and disposal;
• fire prevention and emergency response; and
• workplace health and safety and training programs.

The sponsor has presented plans to address these impacts to ensure that the proposed project will, upon implementation of the specific measures agreed, comply with applicable host country laws and regulations and World Bank/IFC requirements. The information about how these potential impacts will be addressed by the sponsor/project is summarized in the paragraphs that follow.

Corporate environmental and social management system Mossel has put in place appropriate policies and procedures to ensure compliance of project facilities with local requirements and World Bank Group policies and guidelines. A summary statement was provided to IFC in December 2000.

Equipment site development Mossel’s wireless telecommunications base station sites (cell tower sites) will be distributed across a range of location types, from city center to rural hilltop. Wherever possible, Mossel will install cell base stations and microwave equipment sites on existing rooftops or on existing towers to minimize the amount of new construction required. New sites, where required, will be leased from the landowner. Sites will be excluded that require resettlement or economic displacement of people. A small number of sites may require construction of access roads. Certain sites may also require construction of new power lines that will be outsourced to Jamaica Public Service Company Limited, the state owned electricity supplier. All construction will be in accordance with Jamaican statutory requirements.

Use of PCBs and CFCs Mossel’s installations are all new construction and polychlorinated biphenyls (PCBs) are not used or contained in any equipment that is purchased or installed. Cooling and fire suppression systems purchased or installed do not use chlorofluorocarbons (CFCs). All suppliers must confirm this in the product specification.

Solid and liquid waste treatment and disposal There are no critical liquid or solid waste management issues at Mossel’s sites. Domestic trash is disposed of using the public waste collection service. Most cellular and microwave tower sites will be equipped with backup power generators, and will therefore contain a storage tank of diesel fuel. Tanks will be inspected regularly. Other than diesel fuel for backup generators, and small amounts of cleaning fluids and solvents, hazardous materials are not required for Mossel’s operations. Before certifying completion of a new site, Mossel will ensure that the building contractor has left the area free of litter and other waste.

Fire prevention and emergency response Mossel’s offices and switch center are located in existing urban office structures. Installation of specialty fire extinguishing/suppression systems will be coordinated with building management. The Network Operations Centre is responsible for coordinating a response when notified by field staff. An emergency procedure and a list of emergency response numbers has been prepared.

Workplace health and safety and training programs Mossel’s formal occupational health and safety plan is in preparation. A module on environmental issues has been included in the staff induction program. Where particular staff members have specific responsibility for environmental issues these are reflected in their job descriptions and personal objectives. Field based staff will be trained in work practices, general electrical safety, and telecommunications maintenance as part of the Ericsson training program.

Accordingly, IFC concludes that the proposed project will meet the applicable World Bank/IFC Environmental and Social Policies and the Environmental, Health and Safety Guidelines upon successful implementation of the agreed mitigation measures.

IFC will evaluate the project''s compliance with the applicable environmental and social requirements during the lifetime of the project by reviewing the annual monitoring reports (AMRs) prepared for the project covering: (i) the status of implementation of measures contained in the company''s Environmental and Social Management Policies and Procedures, and (ii) ongoing performance of project-specific environmental, health and safety and social activities. Periodic site supervision visits will also be conducted.
