Project Description
The project involves the establishment of a pasta/macaroni plant in the Kyrgyz Republic which will be integrated with an existing flour/semolina plant. Yearly production output is expected to be 19,000 tons per year of which 70% will be dry short-cut pasta and 30% long-cut pasta. Total project cost is expected to be around $8.8 million of which IFC is asked to finance $2.4 million.
Environmental and Social
IFC requires that this document is made available through the World Bank InfoShop and to the locally affected community no less than 30 days prior to project consideration by the IFC Board of Directors.
The Summary of Project Information (SPI) provides details of where the ERS has been made available to the locally affected community. The SPI must be sent to InfoShop no less than 30 days prior to project consideration by the IFC Board of Directors.
This is a Category B project, according to IFC’s Procedure for Environmental and Social Review of Projects because a limited number of specific environmental and social impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental/social information submitted by the project sponsor. The following potential environmental, health and safety and social impacts of the project were analyzed:
- site selection, acquisition and planning issues; - air emissions (including from boilers, and refrigeration systems); - water demand and waste water treatment; - solid waste management (including any sewage sludges produced); and - occupational health and safety (including risk of fire and explosion).
The sponsor has presented plans to address these impacts to ensure that the proposed project will, upon implementation of the specific measures agreed, comply with applicable host country laws and regulations and World Bank/IFC requirements. The information about how these potential impacts will be addressed by the sponsor/project is summarized in the following paragraphs.
The site will be leased from a private company. The site was previously used for the manufacture of wall units for agricultural buildings. The area is a designated business zone and was not previously farmed or inhabited.
The project will obtain all energy required from the local power grid; no emission generating equipment will be utilized by the project. Emissions from the project are limited to flour dust from the milling process. The plant is fitted with appropriate dust filtering equipment in all milling and transfer areas, to ensure ambient dust levels meet health and safety guidelines.
Water is obtained from the municipal water supply system. Liquid effluents include cleaning water from the plant as well as water used for dampening grain prior to milling. Liquid effluents are discharged to a concrete septic tank, and when a certain volume is reached the tank is pumped to the local municipal treatment system.
No significant solid waste other than miscellaneous amounts of domestic trash will be generated by the project. The project manages dust explosion risk through use of dust collectors, dust traps and filters. Collected dust is sold as waste flour. The plants are also cleaned regularly to control dust. No hazardous materials will be used, generated or stored on site.
All plants are equipped with fire control equipment including hydrants, hoses, sand boxes, and fire extinguishers. Each plant has a fire control management desk. The measures in place are in compliance with national regulations and insurance requirements. The district fire control inspectorate inspects the plants monthly, and the Akun facilities are in compliance. The new equipment for the pasta production lines will be obtained from Germany and is in full compliance with worker safety and fire risk standards of the European Union as well as the Kyrgyz Republic. The project will have an occupational health and safety plan.
Conclusion & Monitoring
Accordingly, IFC concludes that the proposed project will meet the applicable World Bank/IFC environmental and social policies and the environmental, health and safety guidelines upon successful implementation of the agreed mitigation measures.
IFC will evaluate the project''s compliance with the applicable environmental and social requirements during the lifetime of the project by reviewing the annual monitoring reports (AMRs) prepared for the project covering ongoing performance of project-specific environmental, health and safety and social activities as reflected in the results of periodic and quantitative sampling and measuring programs. Periodic site supervision visits will also be conducted.
