Project Description
IFC is supporting Pamecas to enhance its risk management practices.
Development Results
The project is expected to contribute to improved financial inclusion and agricultural sector development in Senegal by strengthening PAMECAS’s capacity to sustainably expand lending to underserved segments, particularly smallholder farmers, cooperatives, and agri-SMEs.
By addressing key institutional gaps in risk management, governance, and internal controls, the project will enhance PAMECAS’s ability to manage higher-risk portfolios and improve the resilience of its lending operations.
The project also plays a critical enabling role for the proposed IFC Risk Sharing Facility, which aims to unlock additional financing for agricultural value chain actors, thereby supporting increased productivity, income generation, and resilience among beneficiary populations.
More broadly, the intervention contributes to:
-strengthening the microfinance sector’s capacity to intermediate agricultural risk
-expanding access to finance in rural and underserved areas
-supporting resilient agricultural financing models

Performance Standard 1: Assessment and Management of Environmental and Social Risks and Impacts
As part of its Due Diligence, and as mandated by IFC Sustainability Policy, IFC team has screened this project to assess consistency with IFC's Performance standards. Environmental and social risks will be further reviewed throughout the life-cycle of the project.
IFC advice will be provided in a manner consistent with the principles of the relevant Performance Standards. The IFC team will assist the client, as final decision maker, in gaining a good understanding of IFC's Performance Standards, and provide recommendations for appropriate mitigation measures whenever warranted.
