Project Description
Market development activities will be undertaken to address both demand and supply side constraints and challenges, and to improve the enabling environment for green buildings. This will be complemented by sector development activities with FIs, issuers and investors on capital markets development in sourcing long term funding, which will enable use of proceeds for green buildings, facilitated by green financing or KPI linked SLBs by reducing building emissions or access to green affordable housing.
The project will also define the business case for making green housing more inclusive and affordable for lower end segments (bottom 40% income group or B40, and middle 40% or M40) and for women in Malaysia. The project will also investigate options for sustainable cooling including through developer finance, finance to cooling-as-a-service companies (including district cooling), and for end users (such as for more efficient ACs, fans, and refrigeration).
Financial barriers will be addressed through follow on engagements with FIs to expand financing for inclusive and green development, and mobilizing bank financing towards green assets by addressing constraints related to both lack of a pipeline for eligible projects and an insufficient supply of green financing.
